Your Owen Sound property tax bill is your MPAC-assessed value multiplied by a combined rate that layers the city portion, the Grey County levy, and the provincial education rate. For 2025, the combined residential rate came out to roughly 1.972 percent of assessed value.1City of Owen Sound. How the Bill Is Built
The Municipal Property Assessment Corporation assesses and classifies every property inside Owen Sound’s city limits and sends you a notice showing the assessed value it will use.3City of Owen Sound. Property Assessment and Appeals That number then meets three separate rates on your bill: the city rate for Owen Sound’s own operations, the Grey County rate for regional services, and the education rate set by the province. They appear as one total, but each layer moves independently, which is why your bill can shift year to year even when your assessment doesn’t.

Due Dates for 2026
Owen Sound splits the year into an interim billing and a final billing, each with two installment dates. For 2026:4City of Owen Sound. Property Taxes
- Interim: Friday, February 27, 2026 and Thursday, April 30, 2026
- Final: Tuesday, June 30, 2026 and Tuesday, September 29, 2026
The interim bill is 50 percent of the prior year’s tax rate applied to the prior year’s annualized assessment. The final bill applies the new city, county, and education rates for the current year and subtracts what you paid on the interim. Hold onto the final bill for your income tax records; the tax department can reprint one if you lose it.
Ways to Pay
Most payment methods rely on the 19-digit property tax roll number shown on your bill. If you pay through online or telephone banking, add the City of Owen Sound as a payee under local property taxes and enter the roll number as instructed on the bill.2City of Owen Sound. Paying Your Taxes
You can also mail a cheque with the detachable bill stub to the City of Owen Sound Tax Department, 808 2nd Avenue East, Owen Sound, ON N4K 2H4, or drop a sealed envelope marked “tax billing” in the after-hours box at City Hall’s front door. Cash is not accepted in the drop box.2City of Owen Sound. Paying Your Taxes
Credit card payments go through Paymentus in the city’s Virtual City Hall portal. Visa, Mastercard, and American Express are all accepted, but a 2.5 percent processing fee applies to each transaction, capped at $20,000 per transaction (you can run multiple payments for bigger bills).2City of Owen Sound. Paying Your Taxes On a $5,000 bill that fee adds $125, so this route usually only pays off if your card rewards clear the cost.
For automatic withdrawals, Owen Sound offers two pre-authorized debit plans: a 12-month budget plan that draws on the 15th of each month, or an installment plan spread across the four due dates. Your tax account has to be free of arrears to enroll.5City of Owen Sound. What Happens If You Pay Late
Payment has to reach City Hall by the due date. A 1.25 percent late charge is calculated on any outstanding balance and added to your account on the first of each month.2City of Owen Sound. Paying Your Taxes On a $3,000 balance, that’s another $37.50 after just one month, and the penalty applies to the growing total each month you stay behind.
Long-term arrears carry a much heavier consequence. Once taxes remain unpaid for the two years prior to January 1 of any year, the city can register a tax arrears certificate against the property title. You then have one year to pay the full cancellation price, which covers all outstanding taxes, penalties, interest, and administrative costs. Miss that window and the city can advertise the property for public sale, at which point the taxes are at least in their third year of arrears.7City of Owen Sound. Tax Sales Small arrears are worth clearing early for exactly this reason.
If You Think Your Assessment Is Wrong
The starting point is a Request for Reconsideration filed directly with MPAC, which asks the corporation to re-examine your assessed value based on the reasons you provide, such as errors in recorded property features or comparable sales pointing to a different value.8Municipal Property Assessment Corporation. Relief for Registered Charities
Owen Sound runs a rebate program for registered charities and similar organizations occupying commercial or industrial property. To qualify, the charity must hold a registration number from the Canada Revenue Agency as defined under the federal Income Tax Act. Current legislation requires council to rebate at least 40 percent of taxes payable by an eligible charity; organizations deemed similar to a charity may receive anywhere from 0 to 100 percent at council’s discretion.14City of Owen Sound. Property Tax Relief Programs
Applications are only accepted between January 1 and February 28 of the year after the tax year in question.14City of Owen Sound. Property Tax Relief Programs Owen Sound does not publish a general residential rebate or seniors’ program on its property tax relief page, so most homeowners won’t have a rebate route beyond the assessment dispute process above.
When You Sell, Move, or Change Address
A few small things catch people out around a sale. Online banking payees don’t update themselves: remove the old roll number and add the new one. Pre-authorized debit plans don’t transfer between properties, so cancel the plan on the property you sold and enroll again on the new one. If a tax bill for a property you sold shows up at your address, forward it to your lawyer, who will pass it to the current owner.15City of Owen Sound.
