OSHA fire extinguisher requirements for construction sites start with a simple ratio: at least one extinguisher rated 2A or higher for every 3,000 square feet of the protected area, with no worker ever more than 100 feet of travel distance from the nearest unit. How Many Extinguishers and Where They Go
The baseline: one 2A-rated extinguisher per 3,000 square feet of protected building area, or any major fraction of that. No point in the protected area can be more than 100 feet of walking distance from an extinguisher.1Occupational Safety and Health Administration. 29 CFR 1926.150 – Fire Protection Measure the actual path a worker would walk, not a straight line on the plans. Corridors, stairwells, stacks of material, and partition walls all lengthen that route.
Multi-story buildings add two requirements on top of the ratio. Every floor needs at least one extinguisher, and at least one must sit next to the stairway on each floor.1Occupational Safety and Health Administration. 29 CFR 1926.150 – Fire Protection Stairwells channel smoke and flame between levels, and workers heading down should not have to backtrack for suppression equipment.
Mounting Heights
Units weighing 40 pounds or less should be mounted so the carrying handle is no higher than 5 feet from the floor. Heavier units, over 40 pounds, need their handles no more than 3.5 feet up. Every extinguisher needs at least 4 inches of clearance between its bottom and the floor.2Occupational Safety and Health Administration. Flammable Liquids and Gas
When workers are using more than 5 gallons of flammable or combustible liquid, or more than 5 pounds of flammable gas, an extinguisher rated at least 10B must be within 50 feet.1Occupational Safety and Health Administration. 29 CFR 1926.150 – Fire Protection Integral fuel tanks on motor vehicles are exempt, so a truck parked on site does not trigger the rule. Gasoline in cans for generators, paint thinner, and propane tanks do. The 50-foot distance is tighter than the general 100-foot rule because chemical fires grow far faster than fires in wood or paper.
Welding and Other Hot Work
Welding, cutting, and heating carry their own rule: a fire extinguisher must be immediately available in the work area and ready for instant use.3Occupational Safety and Health Administration. 29 CFR 1926.352 – Fire Prevention “Immediately available” sits above the 50- or 100-foot travel distances elsewhere in the standard; the extinguisher belongs within arm’s reach of the operation.
When standard fire prevention is not enough for the conditions, the employer must post a fire watch during the operation and long enough afterward to confirm nothing is smoldering. Sparks that land in an insulation cavity or behind a wall often do not show as fire until the welder has moved on. Choosing the Right Rating
The minimum rating for general construction fire protection is 2A. The number reflects how much fire the unit can handle in a standardized test; the letter identifies the fire class it can be used on.1Occupational Safety and Health Administration. 29 CFR 1926.150 – Fire Protection
- Class A covers ordinary combustibles: wood, drywall, paper, fabric. These are everywhere on a construction site.
- Class B covers flammable liquids: gasoline, oil-based paints, solvents, adhesives. The 10B minimum near storage areas reflects how fast these fires grow.
- Class C covers energized electrical equipment. The agent does not conduct electricity, so the operator will not be electrocuted using it on a live panel.
Most construction firms stock ABC-rated multi-purpose dry chemical extinguishers because a worker grabbing the closest unit does not have time to read the label. Dry chemical powder gets into everything and can damage sensitive electrical components, so sites with substantial electrical work sometimes keep CO2 units at panel locations as a cleaner option on Class B and C fires.
Extinguishers You Cannot Use
Two categories are prohibited outright. Extinguishers using carbon tetrachloride or chlorobromomethane as the agent produce toxic gases when exposed to heat and are banned.4eCFR. 29 CFR 1910.157 – Portable Fire Extinguishers Extinguishers with copper or brass shells joined by soft solder or rivets have been prohibited since 1982 because those joints can fail under pressure.5Occupational Safety and Health Administration. Inspection and Maintenance
An extinguisher that fails when someone squeezes the handle is worse than none at all because it creates false confidence. OSHA requires a monthly visual inspection of each unit: it should be in its designated spot, undamaged, showing adequate pressure on the gauge, with a clear nozzle.6Occupational Safety and Health Administration. 29 CFR 1910.157 – Portable Fire Extinguishers Construction extinguishers get knocked over, buried behind supplies, or damaged by equipment far more often than units in finished buildings.
Every extinguisher also needs a full annual maintenance service covering internal components and mechanical parts. Employers must record the date of each annual service and keep that record for one year after the last entry or the life of the shell, whichever is shorter.6Occupational Safety and Health Administration. 29 CFR 1910.157 – Portable Fire Extinguishers Annual service typically runs $15 to $100 per unit depending on the type and location.
Stored-pressure dry chemical extinguishers on the 12-year hydrostatic schedule must also be emptied and internally examined every 6 years. Disposable, non-refillable dry chemical units are exempt from that intermediate service.6Occupational Safety and Health Administration. 29 CFR 1910.157 – Portable Fire Extinguishers Hydrostatic testing itself runs on either a 5-year or 12-year cycle depending on the extinguisher type, with water-based, AFFF, wetting agent, loaded stream, carbon dioxide, and stainless-shell dry chemical units on the 5-year schedule, and most other dry chemical units, cartridge-operated dry powder, and halon on the 12-year schedule.5Occupational Safety and Health Administration. The service dates print on the tag, which is one of the easier violations for an inspector to spot.
Training Workers
Providing extinguishers without training defeats the purpose. Every employee needs an educational program covering how portable extinguishers work and the hazards of fighting an incipient-stage fire. That training happens at initial employment and at least once a year afterward.4eCFR. 29 CFR 1910.157 – Portable Fire Extinguishers The core lesson is knowing when to fight and when to leave; an extinguisher is built for the first 30 seconds of a small fire, and anything larger is a job for the fire department.
Employees specifically designated to use extinguishers under an emergency action plan need more detailed training on the equipment they will actually operate, also at initial assignment and annually.4eCFR. 29 CFR 1910.157 – Portable Fire Extinguishers Hands-on live-fire practice is not required for either group, though many employers offer it because pulling a pin and aiming a nozzle for the first time during a real fire tends to go badly.
Alarms and the Written Plan
Every construction site needs an alarm system capable of alerting workers on site and the local fire department. OSHA does not specify the technology; a phone, siren, air horn, or any other method that works qualifies.1Occupational Safety and Health Administration. 29 CFR 1926.150 – Fire Protection The alarm code and reporting instructions must be posted where workers can see them, particularly at phones and employee entrances. A siren nobody understands is not an alarm system.
Sites also need a written emergency action plan covering how to report fires, evacuation procedures, and how to account for everyone afterward. The Total-Evacuation Alternative
An employer who adopts a written policy of immediate and total evacuation on any fire alarm can be exempt from the extinguisher distribution rules entirely, but only if all extinguishers are removed from the workplace and the emergency action and fire prevention plans meet the standard.4eCFR. 29 CFR 1910.157 – Portable Fire Extinguishers A middle-ground option lets only designated employees use extinguishers while requiring everyone else to evacuate; under that approach the employer is exempt from general distribution requirements. Most construction employers provide extinguishers and train everyone anyway, because site layouts change daily and orderly evacuation can be harder than putting out a small fire.
What Noncompliance Costs
OSHA adjusts penalty amounts every January for inflation. As of 2025, a serious violation carries a maximum penalty of $16,550, and willful or repeated violations can reach $165,514 per violation.9Occupational Safety and Health Administration. A single missing extinguisher on a small site might draw a few thousand dollars. A pattern across multiple fire protection requirements stacks quickly. Missing inspection records, untrained workers, and improperly rated units are each separate citable items, and inspectors routinely cite several at once from the same site visit.
