OPC US Treasury Payment Charge: Duplicates, Refunds & Deductions

An “OPC US Treasury PMT” charge on your bank or credit card statement is a federal tax payment routed through ACI Payments, Inc., the company formerly known as Official Payments Corporation. The “OPC” in the descriptor comes from that older name. ACI Payments is one of two processors the IRS authorizes to accept tax payments by card or digital wallet, the other being Pay1040.1IRS. Official Payments Has Changed Its Name to ACI Payments If you or someone on your account paid federal taxes with a card recently, that’s what this line item is.

Why You May See Two Charges

The IRS does not process card payments itself. When a tax payment goes through ACI Payments, two separate items post to the statement: the tax payment, described by the IRS as “United States Treasury Tax Payment,” and a second, smaller “Tax Payment Convenience Fee.” The exact wording your bank prints varies, which is why some people see “OPC US Treasury PMT” rather than the IRS’s phrasing. Both belong to the same transaction, and no part of the fee goes to the IRS.1IRS. Pay Your Taxes by Debit or Credit Card

Current fees for the two authorized federal processors:

Check that the second charge on your statement matches the fee schedule for the card type you used. On a $5,000 credit card payment through ACI, the fee comes to $92.50.

First Check: Did You or Someone on the Account Pay Taxes?

Before disputing, run through the obvious sources. Did you file a return recently, make an estimated tax payment, or authorize a tax preparer to submit a payment on your behalf? If a spouse, family member, or business partner uses the same card or bank account, ask them. Most unfamiliar Treasury charges trace back to a payment someone on the account actually made.

If the Charge Is Unauthorized

If no one on the account made the payment, treat it as potential fraud. The rules differ depending on how the charge posted.

Credit card. Under the Fair Credit Billing Act, write to your card issuer at its billing-inquiry address within 60 days of the statement date. Include your name, account number, and a description of the error. The issuer must acknowledge the dispute within 30 days and resolve it within 90 days. Debit card or bank account. Call your bank right away. Reporting within two business days of discovering the unauthorized transaction generally caps liability at $50. Waiting longer can raise that to $500, and going past 60 days from when the statement was sent can leave you responsible for the full amount. Canceling the Payment or Getting a Refund

Once the card has been charged, options are narrow. The IRS instructs consumers to contact the card processor directly.1IRS. Pay Your Taxes by Debit or Credit Card ACI Payments’ terms are direct on this: once a payment has posted to a credit card or debited from a bank account, it generally cannot be canceled, and no refunds of the payment or the convenience fee are available.6ACI Payments. California residents have an added right. If ACI Payments does not forward the money or provide instructions to the designated recipient within 10 days, the customer can request a written refund by mailing ACI Payments, Inc., 6060 Coventry Drive, Elkhorn, NE 68022.6ACI Payments. Terms of Use

One boundary worth noting: this cancellation path applies to card payments through ACI. If the payment on your statement was actually a direct debit (electronic funds withdrawal) scheduled with a return rather than a card charge, that runs through the U.S. Treasury Financial Agent at 1-888-353-4537, and cancellation requests must be made at least two business days before the scheduled payment date.8TaxSlayer Pro. Is the Convenience Fee Deductible?

For most individual taxpayers, no. Before 2018, the convenience fee for paying personal federal taxes by card was deductible as a miscellaneous itemized deduction subject to a 2%-of-AGI floor.12IRS. IR-2009-37 The Tax Cuts and Jobs Act of 2017 eliminated most miscellaneous itemized deductions,13IRS.
