The OASIS contract vehicle is a family of General Services Administration (GSA) indefinite-delivery/indefinite-quantity (IDIQ) contracts that federal agencies use to buy complex, non-IT professional services from a pre-vetted pool of contractors. It now operates under the name OASIS+, which replaced the original OASIS contracts when their ordering periods ended in early 2025. If you are researching OASIS today, OASIS+ is what you are actually buying from or competing on.
The legacy contracts are closed to new orders. OASIS Small Business and OASIS 8(a) ordering ended on December 19, 2024, and OASIS Unrestricted ordering closed on March 1, 2025.1General Services Administration. OASIS and OASIS Small Business Task orders placed before those dates can run to completion, but nothing new goes on the old contracts.
How OASIS+ Is Built
OASIS+ is not a single contract. It is six separate IDIQ contracts, each awarded to multiple vendors, and each targeted at a different business category. There is no cap on the total dollar value of services that can be ordered across the program.2GSA. Task Orders
The master contract runs for a five-year base with a five-year option, for a total possible term of ten years. GSA can extend services for up to six additional months beyond that if it needs to.2GSA. Task Orders
Every standard contract type is available: firm-fixed price, cost-reimbursement, time-and-materials, and labor-hour. Agencies can also mix contract types across line items within a single task order, so a fixed-price deliverable and an open-ended advisory component can sit under the same order.3GSA. About OASIS+
What You Can Buy Through It
OASIS+ covers non-IT professional services organized into 13 functionally aligned domains.4GSA. Domains, Scope and Labor Categories The domains are:
- Management and Advisory
- Technical and Engineering
- Research and Development
- Intelligence Services
- Environmental
- Facilities (excluding primary-purpose construction)
- Logistics
- Enterprise Solutions
- Business Administration
- Financial Services
- Human Capital
- Marketing and Public Relations
- Social Services
A single task order can pull from more than one domain at the same time. An agency running a base realignment project can combine Environmental assessment, Facilities maintenance planning, and Logistics support under one order rather than managing three separate contracts. That integration is the vehicle’s main selling point for large, multi-discipline programs.
The Six Contracts and Small Business Set-Asides
The six OASIS+ IDIQs are:5GSA. OASIS+
- Unrestricted, open to businesses of any size
- Total Small Business, a 100% small business set-aside
- Women-Owned Small Business
- Service-Disabled Veteran-Owned Small Business
- HUBZone Small Business
- 8(a) Small Business, for firms in the SBA’s 8(a) business development program
When an agency issues a task order under one of the five set-aside contracts, only firms in that category can compete. That is a meaningful expansion from the original OASIS, which had only an unrestricted track and a single small business set-aside. Agencies use the set-aside contracts to hit their statutory small business utilization goals without leaving the vehicle.6Acquisition.GOV. How Agencies Actually Place Orders
Delegation of Procurement Authority
Before an agency contracting officer can issue any task order on OASIS+, they need a written Delegation of Procurement Authority (DPA) from a GSA OASIS+ contracting officer. The DPA sets out the responsibilities between GSA and the ordering contracting officer. Without it, there is no authority to solicit, evaluate, award, or modify orders under the vehicle.7GSA. Obtain a Delegation of Procurement Authority Build DPA lead time into your acquisition planning; it is the step where agencies new to OASIS+ most often stall.
eBuy and FAR 16.505
All OASIS+ task order solicitations must go through GSA eBuy, the program’s mandatory electronic ordering platform. eBuy broadcasts the solicitation to qualifying contract holders in the relevant domain, and posting there satisfies the fair opportunity notification requirement under FAR 16.505.8GSA. GSA eBuy for OASIS+ The ordering process itself follows FAR 16.505, which governs how agencies place orders against IDIQ contracts.9Acquisition.GOV. Federal Acquisition Regulation 16.505 – Ordering The agency defines its requirement, drafts the solicitation using GSA’s task order template, and posts it.10GSA. Develop and Issue Task Order Solicitation
Because every contractor on the vehicle was already screened for technical capability and past performance at the master contract level, the task order evaluation focuses on the specifics of the proposal rather than baseline qualifications. That is why orders close faster than a full and open competition.
Blanket Purchase Agreements
If an agency’s need is recurring and predictable, it can establish a Blanket Purchase Agreement (BPA) against an OASIS+ contract instead of issuing a fresh task order every time. BPAs make sense when scope, labor categories, and skill sets stay roughly consistent across future orders. Once the BPA is in place, individual calls against it move much faster than new solicitations.11GSA. Blanket Purchase Agreements
Getting On the Vehicle as a Contractor
Unlike the original OASIS, which opened on scheduled competition windows, OASIS+ uses a continuously open solicitation. Vendors can submit proposals at any time, and GSA reviews and awards new contracts on a rolling basis throughout the life of the vehicle. There is no fixed recompete date to plan around.
GSA also retains the ability to off-ramp contractors. Removal can happen when a contractor stops competing for orders, delivers unsatisfactory performance, or no longer offers the capabilities the government needs.12General Services Administration. Acquisition Alert AA-2021-02 – On-Ramping Strategies for Multiple Award Vehicles GSA can also decline to exercise option periods for underperformers. Winning a spot on OASIS+ is not a guarantee of keeping it.
Protest Rights at the Task Order Level
Protests on OASIS+ task orders are limited. As a general rule they are prohibited, with two exceptions: a protest is allowed if the order increases the scope, period of performance, or maximum value beyond what the master contract allows, or if the task order is valued above $10 million. For orders above that threshold, the Government Accountability Office (GAO) has sole authority to hear the protest.13GSA. Award the Task Order
One point that catches contractors off guard: because OASIS+ is a civilian agency IDIQ awarded by GSA, the $10 million threshold applies to all task orders on the vehicle regardless of which agency placed the order. A defense agency ordering through OASIS+ does not bring the lower defense-specific protest threshold with it.
