NYS Pistol Permit Recertification: Form, Deadlines, and Filing

New York State pistol permit recertification is a free online filing with the State Police that every licensee outside New York City, Nassau, Suffolk, and Westchester must complete every three years for a concealed carry license or every five years for a premises permit. The form collects basic personal information, a full inventory of the handguns on your license, and one affirmation that you remain legally eligible to possess firearms. Miss the deadline and your license is revoked automatically under Penal Law 400.00.1New York State Senate. New York Penal Law 400.00 – Licenses to Carry, Possess, Repair and Dispose of Firearms

When You Have to Recertify

Concealed carry license holders recertify every three years. Premises-restricted permit holders recertify every five years; the Concealed Carry Improvement Act did not change that schedule.2New York State. Pistol Permit Recertification3New York State. Frequently Asked Questions: New Concealed Carry Law The clock runs from your last recertification date, or from the date your permit was issued if you have never recertified.

Do not expect a reminder. The statute required the State Police to notify licensees before the initial 2018 deadline, but there is no ongoing obligation to prompt you before each cycle.1New York State Senate. New York Penal Law 400.00 – Licenses to Carry, Possess, Repair and Dispose of Firearms Put the date on your own calendar. The online system lets you save a draft for up to 90 days, so there is no downside to starting early.

What the Form Asks

Under Penal Law 400.00(10)(b), the recertification form collects your full legal name, date of birth, gender and race, current residential address, Social Security number, an optional email address, and the handguns you currently possess.1New York State Senate. New York Penal Law 400.00 – Licenses to Carry, Possess, Repair and Dispose of Firearms The Social Security number is required by statute; there is no opt-out.

For each handgun on your license, you enter the make, model, caliber, and serial number. The State Police reconcile these entries against their database, so a wrong digit in a serial number can flag your record. Before you log in, pull out your physical license and confirm that what is printed matches what you actually own. If you have sold, transferred, or added a handgun since your last filing and never reported it, that discrepancy will surface here. Sort out any amendments through your county licensing officer before you submit rather than trying to fix the mismatch on the recertification form itself.

The Eligibility Affirmation

After the personal data and firearm inventory, the form asks you to affirm that you are not prohibited from possessing firearms.1New York State Senate. New York Penal Law 400.00 – Licenses to Carry, Possess, Repair and Dispose of Firearms This single statement is the legally weighty part of the form. By signing it, you are declaring that nothing has happened since your last filing that would strip your eligibility.

A false answer can be charged as making a punishable false written statement under Penal Law 210.45, a Class A misdemeanor carrying up to 364 days in jail.4New York State Senate. New York Penal Law 70.15 – Sentences of Imprisonment for Misdemeanors and Violations Under federal law, a person is prohibited from possessing firearms if any of the following applies:6U.S. Department of Justice. Quick Reference to Federal Firearms Laws

  • A felony conviction, meaning any crime punishable by more than one year of imprisonment, including a pending felony charge
  • A prior misdemeanor domestic assault conviction, or an active domestic restraining order that includes a finding of threat to physical safety
  • Current unlawful use of or addiction to a controlled substance, which under federal law still includes marijuana regardless of New York’s legalization
  • Involuntary commitment to a mental health facility or a court finding of mental incompetence
  • A dishonorable military discharge
  • Status as a fugitive from justice
  • Non-citizen status other than lawful permanent residency (undocumented residents and most non-immigrant visa holders are prohibited)

New York adds a state layer through the SAFE Act. Mental health professionals must report patients they determine are likely to cause serious harm to themselves or others. Those reports go to the Division of Criminal Justice Services, which checks them against the firearms licensing database and notifies the local licensing officer to suspend or revoke the permit.7The Office of NICS Appeals and SAFE Act. New York Secure Ammunition and Firearms Enforcement (SAFE) Act If you have been the subject of such a report, it bears on the affirmation.

Marijuana is the item most people ask about. New York legalized recreational cannabis, but federal law still classifies it as a controlled substance, and the federal prohibition on firearm possession by unlawful users of controlled substances remains in effect.

What Happens If You Miss the Deadline

The statute is blunt: “Failure to recertify shall act as a revocation of such license.”1New York State Senate. New York Penal Law 400.00 – Licenses to Carry, Possess, Repair and Dispose of Firearms Not a suspension. Not a warning. Once the license is revoked, the exemption in Penal Law 265.20 that shields licensed holders from criminal possession charges no longer protects you. Possessing a handgun in New York without a valid license is criminal possession of a weapon in the fourth degree, which is a separate criminal charge on top of the lost permit.

If your license has already lapsed, do not assume that completing the online recertification will quietly fix it. You will likely need to work with your county licensing officer or local court on reinstatement, which may mean reapplying from scratch. The longer the lapse, the harder the path back.

Submitting the Form Online

Recertification is online only, through the State Police portal. Paper forms are not accepted. There is no fee, though standard county fees still apply if you need to file amendments separately.2New York State. When you submit, the system generates a confirmation page with a unique transaction number. Print it or take a screenshot. That is your immediate proof of a timely filing. If you provided an email address, the system also sends a confirmation. Technical problems go to the ITS Help Desk at 1-844-891-1786.8New York State Police. Firearms

Permits Issued in NYC, Nassau, Suffolk, or Westchester

The State Police portal is not for everyone. If your permit was issued in New York City, Nassau County, Suffolk County, or Westchester County, you do not use it. New York City permit holders renew through the NYPD License Division, which runs its own online portal and mails renewal instructions before expiration.9NYPD. New Application Instructions Nassau, Suffolk, and Westchester permits expire and require renewal under Penal Law 400.00(10)(a) through their own county-level processes.1New York State Senate. Whether Training Is Required at Recertification

The Concealed Carry Improvement Act added significant training requirements for a concealed carry license: 16 hours of in-person instruction, 2 hours of live-fire range time, and a written test with an 80 percent minimum passing score.10New York State Senate. Senate Bill S51001 That training is not required each time you recertify. The state’s FAQ says so explicitly: the firearm safety training course is not required to recertify a concealed carry license with the State Police.3New York State. There is one exception. If you held a concealed carry license before the CCIA took effect and have never completed the training, you must complete it for your first renewal after the law’s effective date.10New York State Senate. Senate Bill S51001 After that first-time training is satisfied, later recertifications involve only the online form.
