A New York Enhanced Driver License is a $30 upgrade to your regular license that lets you drive, board domestic flights, and re-enter the United States by land or sea from Canada, Mexico, and certain Caribbean nations without a passport. Only U.S. citizens who live in New York can get one, and you have to apply in person at a DMV office.
What the Enhanced License Does That Others Don’t
New York issues three tiers of driver license. A Standard license is marked “NOT FOR FEDERAL PURPOSES” and won’t get you through a TSA checkpoint or into a federal building. The practical differences between REAL ID and Enhanced come down to two things. Who Qualifies
You have to be a United States citizen and a current New York State resident.1New York State Department of Motor Vehicles. Enhanced or REAL ID Lawful permanent residents and visa holders are not eligible and should apply for a REAL ID instead.
Residency means documents in your name showing a physical New York street address. Utility bills, bank statements, and property tax records are common choices. A P.O. box will not do.
Documents You Need
New York uses a point-based system to verify identity. You need documents totaling at least six points, drawn from categories laid out on the DMV’s ID-44 guide, which is separate from the MV-44 application form. Proof of Citizenship
Because the Enhanced license acts as a citizenship document at the border, you have to prove citizenship. Accepted documents include:
- A U.S. passport or passport card, worth 4 points
- A Certificate of Naturalization or Citizenship (forms N-550, N-560, N-561, or N-570), worth 3 points
- An original U.S. birth certificate issued by a state or local government, worth 0 points
- A Consular Report of Birth Abroad (forms FS-240, DS-1350, or F-545), worth 0 points
A zero-point citizenship document has to be combined with higher-value items to reach six points. Social Security Verification
Your Social Security number must be verified. The cleanest proof is your original Social Security card, worth two points. Without the card, the DMV can still verify the number electronically, but you lose those two points and will need to make them up elsewhere.3New York State Department of Motor Vehicles. Name-Change Documentation
If your current legal name doesn’t match the name on your birth certificate or citizenship document, you need originals that bridge every step of the change. A marriage certificate, divorce decree, or court-ordered name change each covers one step. Photocopies and digital printouts are not accepted, and a missing link anywhere in the chain will get the application rejected.
How to Apply
Applications are in person only. Book a reservation at your local DMV office through the DMV website; walking in without one usually means a long wait. At the counter, staff will review your documents, give you a vision screening, and take a new photograph that meets federal facial-recognition specifications. You’ll surrender your current license during the transaction.
What It Costs
The $30 Enhanced surcharge sits on top of your regular license transaction fee. That base fee depends on license class, age, and whether you live in the Metropolitan Commuter Transportation District, which adds $1 for every six months the license is valid.2New York State Department of Motor Vehicles. Using It at the Border
The Enhanced license is recognized under the Western Hemisphere Travel Initiative, a joint Department of Homeland Security and Department of State program that governs which documents you can use to enter the United States.5U.S. Customs and Border Protection. One limit surprises people: the Enhanced license is not valid for international air travel. Flying to Cancún or flying home from Toronto still requires a passport. The RFID Chip and Sleeve
The card contains a passive Radio Frequency Identification chip. At a border checkpoint, a reader activates the chip and pulls your biographic and biometric data from a secure DHS database. When the Card Arrives
You leave the DMV with a temporary paper document that lets you drive in New York but cannot be used as federal identification or at a border. The permanent card with the RFID chip is mailed to the address on your DMV record. Allow about two to three weeks.
