Nursing School Financial Aid: FAFSA, Loans, and NURSE Corps

Nursing school financial aid comes from four stacked sources: federal grants of up to $7,395 a year that you don’t repay, fixed-rate federal loans with borrowing caps that rise each year of school, nursing-specific scholarships and loan repayment programs that trade tuition or debt payoff for a service commitment, and employer or institutional money to fill what remains. Every one of them starts with the same form.

Start With the FAFSA

The Free Application for Federal Student Aid is the gateway to nearly every federal dollar and most school-based aid too. Create a StudentAid.gov account (that login is your electronic signature), and have your Social Security number and federal tax return ready. You can list up to 20 schools, and each receives your results electronically.1Federal Student Aid. Are You Dependent or Independent?

This question drives how much of your family’s income you have to report and how much aid you can receive. For 2026–2027, you’re independent if you were born before January 1, 2003, are married, are a graduate or professional student, are a veteran or active-duty service member, have dependents of your own, or were in foster care or a ward of the court at any point after age 13. Living on your own or turning 18 does not make you independent. If none of the standard criteria fit but your situation is genuinely unusual, your school’s financial aid office can grant independent status case by case.3Federal Student Aid. 2026-2027 Federal Student Aid Handbook – Filling Out the FAFSA Form

Federal Pell Grants

The Pell Grant is the cornerstone for undergraduate nursing students with financial need. The 2026–2027 maximum is $7,395.4Federal Student Aid. 2026-27 Federal Pell Grant Maximum and Minimum Award Amounts Your actual award depends on your Student Aid Index, enrollment status, and cost of attendance, with the full amount going to students from the lowest-income households and those whose parents weren’t required to file a federal tax return.5Office of the Law Revision Counsel. 20 USC 1070a – Federal Pell Grants: Amount and Determinations

Pell Grants normally don’t have to be repaid. You can owe money back if you withdraw early or drop below the enrollment level used to calculate the award. Graduate nursing students are not eligible; the Pell Grant is undergraduate-only.

Federal Student Loans

When grants and scholarships don’t cover the bill, federal student loans fill the gap with fixed rates, flexible repayment options, and borrower protections you won’t find in private lending.

Subsidized Versus Unsubsidized

Direct Subsidized Loans go only to undergraduates with demonstrated need. The federal government pays the interest while you’re enrolled at least half-time, which is the single biggest reason to take subsidized dollars before unsubsidized ones.6Consumer Financial Protection Bureau. How Does Interest Accrue While I Am in School? Direct Unsubsidized Loans are open to undergraduate and graduate students regardless of need, but interest accrues from the day the money is disbursed. Unpaid interest capitalizes and gets added to your principal.

For loans first disbursed between July 1, 2025, and June 30, 2026, the fixed rates are 6.39% for undergraduate Direct Subsidized and Unsubsidized Loans, 7.94% for graduate Direct Unsubsidized Loans, and 8.94% for Direct PLUS Loans.7Federal Student Aid. How Much You Can Borrow

Annual limits depend on your year in school and dependency status. Dependent undergraduates can borrow, in combined subsidized and unsubsidized loans:

  • First year: $5,500 (up to $3,500 subsidized)
  • Second year: $6,500 (up to $4,500 subsidized)
  • Third year and beyond: $7,500 (up to $5,500 subsidized)

Independent undergraduates get higher limits: $9,500 in the first year, $10,500 in the second, and $12,500 from the third year onward. The aggregate cap is $31,000 for dependent undergraduates and $57,500 for independent undergraduates.8Federal Student Aid. Annual and Aggregate Loan Limits

Graduate nursing students working toward an MSN or DNP can borrow up to $20,500 a year in Direct Unsubsidized Loans, with an aggregate limit of $138,500 that includes any undergraduate federal borrowing.9Federal Student Aid. First-time borrowers must complete entrance counseling before their school releases the first disbursement, and exit counseling when they leave school or drop below half-time.10Federal Student Aid. Direct Loan Counseling Both are online. A six-month grace period follows before the first payment is due on Direct Subsidized and Unsubsidized Loans.

Nursing-Specific Federal Programs

Three programs target nursing students directly. All three trade money for a service commitment, and all three impose steep financial consequences if you break that commitment.

NURSE Corps Scholarship Program

The NURSE Corps Scholarship covers tuition, required fees, a monthly stipend, and other reasonable costs like books and supplies. In return, you commit to at least two years of full-time service (or the part-time equivalent) at a healthcare facility with a critical nursing shortage. Break the contract and you owe back every dollar the program paid on your behalf, including amounts withheld for taxes, plus interest at the maximum legal prevailing rate. NURSE Corps Loan Repayment Program

If you’re already a registered nurse carrying qualifying education debt, the NURSE Corps Loan Repayment Program pays 60% of your outstanding nursing loan balance over an initial two-year service commitment, disbursed at 30% per year.12Health Resources and Services Administration. One detail catches applicants off guard: the entire loan repayment award is taxable income. HRSA withholds federal income tax and FICA from each payment, so what actually reaches your loans is less than the stated percentage.12Health Resources and Services Administration. Nurse Corps Loan Repayment Program Fiscal Year 2026 Application and Program Guidance Breach penalties mirror the scholarship: full repayment of every amount received, plus interest, within three years.

Nursing Faculty Loan Program

This one targets students in advanced nursing degree programs who intend to teach. HRSA administers it through participating nursing schools, which make the loans directly to eligible students.14Health Resources and Services Administration. Nurse Faculty Loan Program Up to 85% of the loan (plus interest) can be canceled by serving as full-time nursing faculty at an accredited school for four years: 20% after each of the first three years, then 25% after the fourth.15Office of the Law Revision Counsel. 42 USC 297n-1 – Nurse Faculty Loan Program Leave teaching before finishing the four years and the remaining balance converts to a standard loan at the prevailing market rate set by Treasury.

Forgiveness and Repayment After Graduation

Public Service Loan Forgiveness

Nurses employed by government agencies or 501(c)(3) nonprofits can have the remaining balance on their federal Direct Loans forgiven after 120 qualifying monthly payments. Payments don’t need to be consecutive, and most nurses at public hospitals, VA medical centers, and nonprofit health systems hold qualifying positions.

The trap is employer type. If a nonprofit hospital gets bought by a for-profit company, your employment stops qualifying. If you work at a nonprofit facility through a for-profit staffing agency, the agency is your employer and you don’t qualify. Traveling nurses placed by for-profit contractors face the same problem no matter where they physically work. You also have to be on an income-driven repayment plan (or the standard 10-year plan) for payments to count, but the standard plan would pay the loan off in 10 years and leave nothing to forgive. Income-driven plans keep the monthly payment low and leave a balance behind for forgiveness.

Income-Driven Repayment

Federal borrowers can choose among several plans that base payments on earnings instead of loan balance:

  • Income-Based Repayment (IBR): 10% of discretionary income, forgiveness after 20 years for loans borrowed after July 1, 2014; 15% and 25 years for earlier loans.
  • Pay As You Earn (PAYE): 10% of discretionary income, forgiveness after 20 years.
  • Income-Contingent Repayment (ICR): 20% of discretionary income, forgiveness after 25 years.

Under IBR and PAYE, your payment is capped at what the standard 10-year plan would cost, so a jump in income can’t push your payment above that ceiling.16Federal Student Aid. Income-Driven Repayment Plans Any balance remaining at the end of the repayment period is forgiven, though the forgiven amount may be treated as taxable income depending on the tax rules in place at that time. For nurses aiming at PSLF, pairing an income-driven plan with qualifying employment is usually the best route because it holds payments down through the 120-payment window.

Employer, Institutional, and Private Money

Nursing students already working in healthcare often miss this: your employer can provide up to $5,250 per year in educational assistance that’s completely excluded from your gross income under federal tax law.17Office of the Law Revision Counsel. 26 USC 127 – Educational Assistance Programs Many hospital systems and nursing facilities offer this benefit to build their own workforce. You must report any employer assistance to your school’s financial aid office because it can reduce need-based aid to keep the total package within cost of attendance.

Many nursing schools also set aside departmental scholarships awarded on grades, clinical performance, or financial need, and professional nursing organizations fund private scholarships aimed at specific specialties or demographics. Any outside scholarship must be disclosed to your aid office and may cause adjustments to your other aid.

Private student loans should be the last option, after every federal program is used up. They rarely offer income-driven repayment, don’t qualify for PSLF or other federal forgiveness, and often carry variable rates that can rise. If you borrow privately, borrow as little as possible and know you’re giving up significant protections.

Keeping Your Aid Once You Have It

Federal aid isn’t a one-time award. You must maintain satisfactory academic progress every year to stay eligible. Each school sets its own policy within federal rules that require three checks: GPA, the pace at which you complete credits, and a maximum timeframe. By the end of your second academic year, you need at least a C average (or whatever GPA your school requires for graduation, if higher). Pace is measured as credits successfully completed divided by credits attempted. The maximum timeframe to finish your program cannot exceed 150% of its published length, so a four-year BSN program gives you six years.18eCFR. 34 CFR 668.34 – Satisfactory Academic Progress

Fall below any threshold and your school places you on financial aid warning for one payment period. Aid keeps flowing during that period. If your record doesn’t recover, you lose eligibility and pay tuition out of pocket until you get back into compliance. Clinical failures and course withdrawals trigger this faster than students expect.

What You’ll Owe at Tax Time

Scholarships and grants used for tuition, fees, and required course materials (textbooks, supplies, required equipment) are tax-free as long as you’re in a degree program. Scholarship money spent on room, board, travel, or anything not required for enrollment is taxable and has to be reported.19Internal Revenue Service. Publication 970 – Tax Benefits for Education

Your school issues Form 1098-T each year, reporting tuition payments received in Box 1 and scholarships or grants processed through the institution in Box 5.20Internal Revenue Service. Instructions for Forms 1098-E and 1098-T (2026) When Box 5 exceeds Box 1, the difference is generally taxable, which is common for students whose scholarships cover living expenses.

One nursing-relevant exception: payments received under the National Health Service Corps Scholarship Program are not treated as taxable compensation for services, even though they require a service commitment.19Internal Revenue Service. Keep records showing how every scholarship dollar was spent; the burden of proving the tax-free portion falls on you.
