The Town Council sets the rates each year by property class:

How Your Bill Is Calculated

The assessed value comes from the town tax assessor, who sets fair market value based on recent sales and market conditions. Exemptions That Lower What You Pay

North Kingstown offers several exemption programs, none of which are automatic. You have to apply.

Homestead Exemption

Owners who occupy a North Kingstown property as their primary residence can claim a 5% reduction in assessed value. Veteran Exemptions

  • Totally disabled, service-connected: $14,600
  • Gold Star parent: $11,000

Applications are due by March 15 of the tax roll year, and all qualifications must be met as of December 31 of the prior year. Senior Exemptions

Two programs exist. The flat elderly exemption gives residents aged 65 or older who have owned and occupied a North Kingstown home for at least 15 years a $450 tax credit. It’s a one-time application that stays with the property until it sells.5North Kingstown, RI. FLAT ELDERLY

The income-based exemption is more generous, providing assessment reductions from roughly $85,500 to $156,420 depending on age bracket and household income. Residents 65 to 74 have one set of tiers; those 75 and older receive higher amounts. Eligibility runs off federal poverty guidelines, with thresholds at 180%, 200%, and 220%. Disability and Visual Impairment

Residents who are totally disabled as determined by SSI eligibility can receive assessment reductions between $36,700 and $91,200. Household income must be under $25,000, the applicant must be under 65, must have lived in North Kingstown for at least five years, and must have owned the home for the last two.3Rhode Island Division of Municipal Finance. Legally blind residents receive a $30,000 assessment exemption on real property. Paying the Bill

North Kingstown property tax bills are paid quarterly. You can pay online through the town portal, by mail, or in person at Town Hall.7North Kingstown, RI. Online Payments If you mail a check, allow several days of lead time. The town credits payments by the date received, not the postmark.

If You Fall Behind

Unpaid taxes create a lien on the property as of the assessment date. That lien has priority over most other claims, including your mortgage, so the town gets paid before your bank in a forced sale. The lien stays in effect until the taxes are paid, or, if the property is sold and the new deed is recorded, terminates after three years if no enforcement action has been filed.8Rhode Island General Assembly. If the balance remains unpaid, the town can sell the property at a tax sale. After the sale, you generally have a one-year redemption period to reclaim the property by paying the delinquent taxes plus interest and costs. Challenging Your Assessed Value

If the assessed value driving your bill looks too high, you can appeal. File with the North Kingstown tax assessor on or before November 15, but no earlier than 90 days after the first tax payment is due. The application must state your opinion of fair market value and include supporting evidence such as recent comparable sales, documentation of property condition, or errors in the assessor’s records.10Rhode Island General Assembly. The assessor has until December 31 to decide. If you’re unsatisfied, you can appeal to the local Tax Assessment Board of Review within 30 days of the decision. If the assessor doesn’t respond by December 31, you have until January 31 to bring the appeal to the Board. File with the local assessor, not the state. The Rhode Island Division of Municipal Finance states plainly that submissions sent to the state won’t get a response and won’t preserve your right to appeal.11Rhode Island Division of Municipal Finance.
