The Navy-Wide Advancement Exam is the twice-yearly, 175-question test that active-duty enlisted Sailors take to compete for promotion from E-4 through E-7. The exam score is only part of the picture. It feeds into a Final Multiple Score that also weighs your evaluations, awards, education, and time in paygrade, and the Navy then applies rating-specific quotas to decide who actually advances.
Who Can Sit for the Exam
Eligibility is governed by BUPERSINST 1430.16H, the Advancement Manual for Enlisted Personnel.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve The single most important requirement is a commanding officer’s recommendation on your most recent evaluation. Without it, nothing else matters.
Time in Rate
You have to serve a minimum period in your current paygrade before competing for the next one:
- E-3 to E-4: 12 months
- E-4 to E-5: 36 months
- E-5 to E-6: 36 months
- E-6 to E-7: 36 months
An “Early Promote” evaluation lets a commanding officer waive one year of that requirement.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve
PMK-EE and Leadership Courses
The Professional Military Knowledge Eligibility Exam is a one-time-per-paygrade prerequisite for E-5 through E-7 candidates.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve E-4 candidates are not required to complete it.2MyNavyHR. Navy-Wide Apprentice (E1-E4) Advancement Changes Fact Sheet The completion deadline sits well before exam day and is published in each cycle NAVADMIN.
E-7 candidates carry an additional prerequisite: the Enlisted Leader Development Advanced Leader Development Course. For the January 2026 E-7 cycle, that course had to be completed by 31 December 2025.3MyNavyHR. NAVADMIN 223/25 – January 2026 Cycle 270 Active Duty and Training and Administration of the Reserves (TAR) E7 Navy-Wide Advancement Examination
Clearance and the Enlisted Advancement Worksheet
If your rating requires a security clearance, you must hold a favorable adjudication as of the exam administration date. A revoked clearance means you cannot sit for the exam.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve The affected ratings are listed in each cycle NAVADMIN.
The Enlisted Advancement Worksheet, generated in the Navy Standard Integrated Personnel System, is the formal eligibility verification document, and both you and your educational services officer must sign it electronically.4MyNavyHR. EAW – Advancement The EAW closes roughly one week after the exam for each paygrade. Any discrepancy in awards, evaluations, or service data left on the worksheet directly reduces your Final Multiple Score.
The Exam Itself
The exam is 175 multiple-choice questions. The bulk cover rating-specific occupational knowledge, and a smaller portion covers professional military topics like damage control, leadership, and administrative regulations.5Navy COOL. General Advancement Frequently Asked Questions Answers go on NETPDC 1430/2 answer sheets in a proctored setting.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve Electronic devices are prohibited, and scratch paper is surrendered at the end. The same items may be given across multiple time zones and fleet locations over several days, which is why the security protocols are rigid.

Minimum Passing Scores
Score below the raw score floor and you are out of contention for the cycle. The current cuts on a 175-question exam are:
- E-4: 49 correct
- E-5: 55 correct
- E-6 and E-7: 61 correct
These are the floor. Passing only gets you into the competitive pool; whether you advance depends on your Final Multiple Score against your rating’s quota.5Navy COOL. General Advancement Frequently Asked Questions
How Advancement Is Actually Decided
Your raw score gets converted to a standard score that accounts for exam difficulty, then blended with several other factors into the Final Multiple Score. The weighting shifts by paygrade, and evaluations carry more weight the higher you go.6MyNavyHR. E4 Through E7 Final Multiple Score
Exam Standard Score
The standard score accounts for roughly 47% of the FMS at E-4 and E-5, about 36% at E-6, and 40% at E-7.6MyNavyHR. E4 Through E7 Final Multiple Score
Performance Mark Average
The Performance Mark Average, drawn from your evaluations, is the single heaviest component at every paygrade. It carries about 51% at E-4 and E-5, roughly 38% at E-6, and dominates at 60% for E-7.6MyNavyHR. E4 Through E7 Final Multiple Score Evaluations with “Early Promote” or “Must Promote” promotion recommendations move this average substantially more than a straight “Promotable” mark. At E-6, the calculation uses the Reporting Senior Cumulative Average Performance Mark Average, which adjusts for inflation across different reporting seniors so one generous evaluator cannot artificially lift a Sailor’s score.
Awards, Education, and Service in Paygrade
Personal decorations add points on a published scale. A Navy and Marine Corps Achievement Medal is worth two points, a Navy and Marine Corps Commendation Medal is worth three, and higher decorations such as the Bronze Star or Meritorious Service Medal also carry three points.7Naval Education and Training Command. Advancement FAQs Award points cap at 10 for E-4 and E-5 or 12 for E-6, worth about 6% of the total.5Navy COOL. General Advancement Frequently Asked Questions
An associate degree adds two points and a bachelor’s or higher adds four, capping at roughly 2% of the FMS. Service in Paygrade points reward longevity in the current rank and carry the smallest weight at about 1%.6MyNavyHR. E4 Through E7 Final Multiple Score
Passed but Not Advanced Credit
If you pass but don’t score high enough to make quota, you earn Passed but Not Advanced credit. Each cycle you can earn up to 1.5 points based on your exam standard score and another 1.5 based on your Performance Mark Average, for a maximum of 3.0 per cycle.8United States Navy. Understanding Your Profile Sheet PNA points accumulate from the most recent five of the last six consecutive cycles in the same paygrade, with a lifetime cap of 15 points.9Navy Reserve. General Advancement Frequently Asked Questions For E-4 and E-5, PNA represents about 6% of the FMS. In ratings where selectees are separated by fractions of a point, that accumulated credit can be the deciding factor.
Why E-7 Works Differently
Advancing to Chief Petty Officer adds a step the E-5 and E-6 paths do not have. After the exam, E-7 candidate records go before a selection board that reviews the whole record: evaluations, awards, sustained superior performance, leadership, and community involvement. The exam feeds the FMS at 40%, but the selection board makes the call.6MyNavyHR. E4 Through E7 Final Multiple Score A strong exam score can still end in non-selection if the board doesn’t pick you.
Candidates can send a Letter to the Board through the Electronic Submission of Selection Board Documents system on MyNavy Portal to correct or supplement their record before the board convenes.10MyNavy HR. Selection Board Support Mail and email submissions remain available. The cycle NAVADMIN publishes the deadline; miss it and the board reviews whatever is in the record at that moment.
Results, Increments, and Frocking
After grading, Navy Personnel Command applies advancement quotas to each rating based on fleet manning needs. Those quotas set the minimum FMS required for selection. You check results through the Navy Enlisted Advancement System, where your individual profile sheet shows how you performed in each topic area compared with the peer average.8United States Navy. Understanding Your Profile Sheet
For E-4 through E-6, selectees are advanced in monthly increments spread over the six months after results are announced, with higher Final Multiple Scores advancing earlier. E-7 through E-9 selectees advance based on selection board seniority ranking instead.11Naval Education and Training Command. Advancement FAQs
Many selectees are “frocked” before their pay effective date. A frocked Sailor wears the insignia, carries the title, gets the higher-grade identification card, and receives certain privileges such as club and berthing access, but the paycheck stays at the old rate until actual advancement. Uniform allowances are also withheld until permanent advancement.12MyNavyHR. MILPERSMAN 1420-060 – Frocking of Enlisted Personnel The gap between the frocking ceremony and the pay date can be weeks or months depending on where you fall in the increment schedule, so budget from the actual advancement date.
Billet-Based Advancement
Not every rating still follows the traditional exam-and-quota model. Billet-Based Advancement covers a growing list including ABE, ABF, ABH, AME, AO, CS, DC, EM, IC, GM, GSM, MM, QM, and RS.13MyNavyHR. Billet Based Advancement Sailors in BBA ratings take a Rating Knowledge Exam rather than the NWAE, though administration and scoring are identical.14MyNavyHR. DMAP Phase IV Rating Knowledge Exam Fact Sheet
Two pathways exist. Command Advance to Position lets a commanding officer nominate an eligible E-4 or E-5 to fill a vacant next-paygrade billet on their current sea duty command, with a three-year service obligation. Advance to Position lets eligible Sailors negotiate a three-year assignment at the higher paygrade through the MyNavy Assignment system and advance upon arrival.13MyNavyHR. Billet Based Advancement Both require passing the exam or Rating Knowledge Exam for the rating.
What Can Cost You Advancement
Passing the exam and clearing the cut score does not guarantee you pin on the new rank.
Physical Fitness Assessment Failure
Failing a PFA removes advancement eligibility. Even if the commanding officer does not issue an adverse evaluation, an advancement withhold must be placed on the record and stays until the Sailor passes a subsequent official or mock PFA.15MyNavy HR. NAVADMIN 123/24 – Navy Physical Readiness Program Update One bad run time or weigh-in can erase months of study and strong evaluations.
Commanding Officer Withhold or Withdrawal
Commanding officers can withhold or withdraw an advancement recommendation any time before the effective advancement date. Withholding is a temporary delay. Withdrawal is permanent for the cycle with no administrative recourse, and it requires an evaluation with a “Significant Problems” promotion recommendation, an administrative remarks entry, and notification to both NETPDC and PERS-803.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve The advancement manual explicitly prohibits using withholding or withdrawal as punishment or as a substitute for Uniform Code of Military Justice proceedings.
Other automatic bars include deserter or unauthorized absence status, confinement following a civil conviction or court-martial, use of fraudulent means to obtain advancement, or loss of a required clearance before the advancement date. Commands must also withhold advancement for any member under Family Advocacy Program investigation for alleged child sexual abuse; advancement can be reinstated if the allegation is unsubstantiated.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve
Fixing Errors in Your Record
Missing awards, wrong evaluation data, or worksheet errors all cut into your Final Multiple Score, sometimes by enough to cost you the advancement. Verify everything on the Enlisted Advancement Worksheet before the exam, because the after-exam fix is slow.
Corrections after the exam go through the post-examination administration comments process in NSIPS. A correction request needs a formal letter from the commanding officer plus supporting documentation, such as award certificates and citations for missing awards. If NSIPS is not available, commands can submit by email to the NETPDC Records Administrator.1MyNavy HR. BUPERSINST 1430.16H – Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve There is no guaranteed timeline for resolution, which is why the worksheet review before you sign is worth more than any appeal afterward.
