Navy Uniform Allowance: Types, Rates, and Payment Timing

The Navy pays a uniform allowance in several forms: enlisted Sailors get an initial seabag issue plus a smaller cash payment at boot camp, then an annual Clothing Replacement Allowance every year on the anniversary of that initial issue. Officers get a one-time $400 payment and nothing recurring. On top of those, special and supplementary allowances cover career milestones like advancement to Chief Petty Officer and duty assignments like recruiting, ceremonial units, and Navy bands.

Initial Allowance for Enlisted Sailors

Most of your first uniform allowance arrives as actual uniforms, not money. At Recruit Training Command the Navy issues you a full seabag of required items during processing, and a smaller cash portion covers things you buy yourself such as ball caps, insignia, athletic socks, and PT sweats.

For FY2026, the total initial clothing allowance for Navy men at E-1 through E-6 is $2,389.01, with $146.55 of that paid in cash. For Navy women the total is $2,552.94, with $358.47 in cash. The women’s figure is higher because it includes undergarments and a swimsuit.1Department of the Navy. FY-26 Clothing Requirements and Monetary Allowances Table 1-1-1

The entitlement triggers when you first report for active duty for a period exceeding 90 days. Reserve members qualify after completing at least 14 days of active duty or active duty for training, or after completing 14 periods of inactive-duty training of at least two hours each.2Department of Defense. Financial Management Regulation Volume 7A Chapter 29

Initial Allowance for Officers

Commissioned and appointed officers receive a one-time cash payment of up to $400 to reimburse the cost of required uniforms and equipment.3Office of the Law Revision Counsel. 37 USC 415 – Uniform Allowance: Officers; Initial Allowance Nothing is issued in-kind; officers buy service dress blues, name tapes, and any alterations themselves.

Eligibility mirrors the enlisted triggers: first reporting for active duty of more than 90 days, 14 days of reserve duty, 14 inactive-duty training periods, or the first active-duty period under the Armed Forces Health Professions Scholarship Program. A reserve officer who transfers to another component requiring a different uniform can receive a second initial allowance.4Department of Defense. DoD Financial Management Regulation Volume 7A Chapter 30 – Officers Uniform and Equipment Allowance

There is no recurring annual payment for officers. After the initial $400, uniform upkeep comes out of your own pay.

Annual Clothing Replacement Allowance

Every enlisted Sailor receives an annual cash payment called the Clothing Replacement Allowance, paid during the anniversary month of your initial allowance. It covers ongoing wear: faded shirts, worn boots, anything that no longer meets standards.

The amount depends on how long you have been in. Your first three years draw the basic rate; after that you move to the standard rate. For FY2026 at E-1 through E-6:

  • Basic rate (years 1–3): $432.00 for both men and women
  • Standard rate (after year 3): $615.60 for men, $619.20 for women

Chief Petty Officers (E-7 through E-9) receive a higher special replacement allowance because their uniforms differ significantly from the junior enlisted seabag. For FY2026 the special annual rate is $810.00 for men and $792.00 for women.1Department of the Navy. Special Initial Allowance for Milestones

Certain career milestones trigger a separate special initial allowance on top of what you received at boot camp. The biggest one hits when you advance to Chief Petty Officer. Because Chiefs wear a completely different set of uniforms, the Navy pays an allowance to cover the new items. For FY2026 that special initial allowance is $1,384.19 for men and $1,321.60 for women, paid entirely in cash.6Defense Finance and Accounting Service. Navy Special Initial Clothing Allowances

The same special initial allowance applies to enlisted members assigned to the U.S. Navy Band in Washington, D.C. or the Naval Academy Band, and to E-6s selected for temporary appointment as a Limited Duty Officer.6Defense Finance and Accounting Service. Navy Special Initial Clothing Allowances

Enlisted members selected for Officer Candidate School receive a special initial allowance to cover officer uniforms: $2,413.96 for men and $2,543.50 for women in FY2026.1Department of the Navy. FY-26 Clothing Requirements and Monetary Allowances Table 1-1-1

Supplementary Allowances for Special Duty

Some assignments add extra wear or require additional items, and the Navy pays a supplementary clothing allowance to match. For FY2026 the rate is $280.92 per year for assignments including:

  • Recruiting and recruiting support billets
  • The U.S. Navy Ceremonial Guard
  • Fleet and area bands, the Navy Band in Washington, D.C., and the Naval Academy Band
  • Recruit company commanders and drill instructors at Naval training centers
  • USS Constitution crew
  • Master Chief Petty Officer of the Navy and Fleet/Force Master Chiefs

Smaller supplementary amounts apply to other roles: $63.84 for Armed Forces police or permanent shore patrol, and $19.20 for duty in the executive offices of the Department of the Navy or the Office of the Secretary of Defense, among others.7Defense Finance and Accounting Service. Maternity Uniforms

Pregnant Sailors on active duty or in the Selected Reserve receive a maternity clothing allowance of $513.44 in FY2026.7Defense Finance and Accounting Service. Civilian Clothes for Certain Billets

If your duties require civilian clothes instead of a uniform, such as some intelligence or liaison roles, a civilian clothing allowance may apply. The specifics are governed by the DoD Financial Management Regulation and MILPERSMAN 7220-230.9MyNavy HR. Civilian Clothing Allowance

Are These Allowances Taxed?

No. The IRS excludes military clothing allowances from gross income, and uniforms furnished to enlisted personnel are treated as tax-exempt in-kind benefits.10Internal Revenue Service. Publication 3 – Armed Forces Tax Guide Nothing is withheld on your Leave and Earnings Statement, and you do not report these payments on your tax return.

When and How the Money Arrives

At boot camp, most of your initial allowance is handed to you as physical uniforms, with the cash portion deposited through the military pay system. After that, annual replacement and supplementary allowances show up as line items on your regular pay via direct deposit. The annual payment lands during your anniversary month, so the timing varies from one Sailor to the next depending on when you entered service. If you suspect a payment is missing, your Leave and Earnings Statement breaks out each allowance separately, and your command’s personnel office can track down any discrepancy.
