The Navy Meritorious Advancement Program lets Commanding Officers promote standout sailors in paygrades E-3 through E-5 to the next paygrade without requiring them to sit the Navy-Wide Advancement Exam. Advancement runs on annual command quotas, and selection turns on sustained performance, leadership, and meeting every standard advancement requirement other than the exam itself.1MyNavyHR. Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve BUPERSINST 1430.16H
The program runs alongside the exam cycle, not in place of it. Navy Personnel Command hands each command a limited number of quotas based on its eligible enlisted population, and Commanding Officers and Officers in Charge spend those quotas on the sailors they believe deserve them most. The governing instruction is BUPERSINST 1430.16H, but the details that change year to year live in a separate MAP NAVADMIN released for each cycle.1MyNavyHR. Who Can Be Advanced
A sailor must be serving in paygrade E-3, E-4, or E-5 to be considered for advancement to the next paygrade under MAP.2United States Marine Corps. II MEFO 1430.3C – Navy Meritorious Advancement Program Active Duty, Full-Time Support, and Drilling Reserve sailors are all eligible. Beyond paygrade, a candidate has to meet every standard advancement requirement for the target rank except taking the exam.1MyNavyHR. Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve BUPERSINST 1430.16H
Time in Rate is not fixed. BUPERSINST 1430.16H directs that TIR dates are published each cycle in the MAP NAVADMIN.1MyNavyHR. Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve BUPERSINST 1430.16H The Calendar Year 2026 E4 MAP, for example, carries no TIR restriction at all and only requires 12 months of Time in Service.3MyNavyHR. NAVADMIN 006/26 – Calendar Year 2026 E4 Meritorious Advancement Program E5 and E6 seasons set their own TIR eligibility dates, so check the current NAVADMIN before assuming a timeline.
PMK-EE requirements split by target paygrade. For E5 and E6 MAP, commands must locally validate that the candidate finished the Professional Military Knowledge Eligibility Examination before the first day of the season.4MyNavyHR. NAVADMIN 184/25 – 2025 E5/E6 Meritorious Advancement Program Season Three For E4 MAP, PMK-EE is no longer required.5MyNavy HR. Meritorious Advancement Program If the exam isn’t complete before an E5 or E6 season opens, the command cannot submit the sailor no matter how strong the package.
What Disqualifies You
Because MAP candidates must meet every standard advancement requirement, the disqualifiers that block exam-based promotion also block MAP.1MyNavyHR. Advancement Manual for Enlisted Personnel of the U.S. Navy and U.S. Navy Reserve BUPERSINST 1430.16H
- Any finding through Non-Judicial Punishment, an administrative discharge board, or court-martial that the sailor used or attempted fraudulent means to obtain advancement. Ineligibility is permanent for that cycle.
- Unauthorized absence or deserter status.
- Confinement due to a civil conviction or court-martial sentence on the authorized advancement date.
- Failure to meet the physical readiness standards in OPNAVINST 6110.1L.
- A revoked security clearance, or no favorable adjudication on file, in a rating that requires clearance eligibility.
- Selection for non-continuation by an Enlisted Retention Board or Senior Enlisted Continuation Board.
- A most-recent evaluation with a promotion recommendation of “Significant Problems” or “Progressing.”
Separate from those automatic bars, the Commanding Officer can withhold or withdraw an advancement recommendation at any time if the CO decides the sailor no longer qualifies. A withdrawal is permanent for that cycle; the sailor waits for the next one.
How Commands Get and Use Quotas
Quotas drive the program and they are finite. Navy Personnel Command sets the total number by paygrade based on each command’s eligible E-3 through E-5 population, so a carrier receives far more quotas than a small shore detachment.6U.S. Navy. Meritorious Advancement Program Update Allocations appear in the Navy Standard Integrated Personnel System under the quota summary report tab.4MyNavyHR. NAVADMIN 184/25 – 2025 E5/E6 Meritorious Advancement Program Season Three
For E5 and E6, quotas are split across two seasons per calendar year, with roughly half in each.4MyNavyHR. NAVADMIN 184/25 – 2025 E5/E6 Meritorious Advancement Program Season Three The two seasons are aligned with the exam schedule so unused MAP quotas roll into the exam cycle. The message from that design is direct: spend quotas on genuinely outstanding sailors, not because they’re there.
Commands with strong candidates beyond their allocation can request additional quotas through NSIPS. The command reviewer initiates the request and the Budget Submitting Office or echelon II chain processes it.4MyNavyHR. NAVADMIN 184/25 – 2025 E5/E6 Meritorious Advancement Program Season Three Approval isn’t automatic, but the mechanism is there.
How Sailors Are Selected
The Commanding Officer is the final approving authority, but the decision typically flows from a command selection board. Board composition generally includes the Senior Enlisted Leader or a designee at E-8 or above, plus at least two additional members at E-7 or above or O-3 or above.2United States Marine Corps. II MEFO 1430.3C – Navy Meritorious Advancement Program The board evaluates performance, leadership potential, professional military education, and contribution to the command, then hands the CO a ranked list.
There are almost always more deserving sailors than quotas. Board members look at evaluation history, awards such as the Navy and Marine Corps Achievement Medal, physical fitness scores, collateral duties, community involvement, and evidence of sustained superior performance rather than a single strong month. Consistent promotion recommendations that place a sailor above peers at the current paygrade carry more weight than one standout achievement. Command Career Counselors typically own the data verification, pulling from the Electronic Service Record and NSIPS so an administrative error doesn’t waste a quota.1MyNavyHR. E4 MAP and PACT Sailors
The E4 program runs on its own timeline, separate from E5 and E6. The Calendar Year 2026 E4 MAP season runs February 1 through December 31, a much wider window than the two-season E5/E6 structure.3MyNavyHR. NAVADMIN 006/26 – Calendar Year 2026 E4 Meritorious Advancement Program
E4 MAP is designed to give apprentice-band sailors an advancement opportunity before 30 months of service. There are no rating restrictions and no TIR restrictions; a sailor needs E-3 paygrade and 12 months of Time in Service.3MyNavyHR. NAVADMIN 006/26 – Calendar Year 2026 E4 Meritorious Advancement Program Because there are no rating restrictions, Professional Apprenticeship Career Track sailors who haven’t yet struck into a rating are eligible, which makes E4 MAP one of the earliest promotion paths a PACT sailor has.5MyNavy HR. After the CO Approves
Once the Commanding Officer approves an advancement, the administrative work moves into the NSIPS MAP module. The command must have two user roles set up in advance: a command reviewer and a command reporting senior. Without both, the command cannot submit MAP advancements, exception-to-policy requests, or additional quota requests.4MyNavyHR. NAVADMIN 184/25 – 2025 E5/E6 Meritorious Advancement Program Season Three Each seasonal NAVADMIN now includes a preseason window so commands can verify role access and Unit Identification Code assignments before the season opens. Access problems on day one delay advancements.
The system uses authoritative data to determine eligibility, so most verification runs automatically once the submission is entered.4MyNavyHR. NAVADMIN 184/25 – 2025 E5/E6 Meritorious Advancement Program Season Three Commands without NSIPS access, typically ships using NSIPS Web Afloat, submit a Meritorious Certification Letter signed by the CO through the chain of command to the Immediate Superior in Charge, Type Commander, or echelon II command.
After the transaction finalizes, the record is updated with the new paygrade and effective date. Pay at the new rate usually follows within one to two pay cycles. Check your Leave and Earnings Statement after that window to confirm both the advancement and the pay adjustment went through.
