Native American Student Loan Forgiveness Programs

Native American student loan forgiveness programs fall into three main categories: Public Service Loan Forgiveness for people working in tribal government, the Indian Health Service Loan Repayment Program for healthcare professionals at qualifying facilities, and two separate programs for teachers at Bureau of Indian Education schools. Each has its own service term, dollar cap, and eligible loan types, and the tax rules changed at the start of 2026 in ways that matter before you sign up.

Indian Health Service Loan Repayment Program

The IHS Loan Repayment Program pays up to $50,000 toward eligible educational loans in exchange for an initial two-year service commitment at a qualifying facility, awarded at up to $25,000 per year.1Indian Health Service. Where You Can Serve

Eligible sites include hospitals and clinics operated directly by the IHS, facilities run by tribal organizations under self-determination contracts, and urban Indian health organizations.2Office of the Law Revision Counsel. 25 US Code 1616a – Indian Health Service Loan Repayment Program Sites are ranked by staffing need, so a remote reservation clinic with open positions will generally place higher than an urban facility that is already staffed.

Who Qualifies

The list of eligible professions is much longer than physicians and nurses. The IHS accepts pharmacists, optometrists, dentists, dental hygienists, dental therapists, physician assistants, physical and occupational therapists, speech-language pathologists, clinical psychologists, licensed clinical social workers, counselors, nurse practitioners, nurse midwives, nurse anesthetists, respiratory therapists, dietitians, laboratory scientists, diagnostic radiology technologists, environmental health sanitarians, and chiropractors and licensed acupuncturists, among others.3Indian Health Service. Eligible Health Professions Categories are updated periodically, so it’s worth checking directly if your degree isn’t on the standard list.

Applications run on a monthly cycle with a submission deadline on the 15th of each month, submitted through the IHS online participant portal along with proof of your loans and a job offer or employment verification at a qualifying site.4Indian Health Service. PSLF for Tribal Government Employees

Public Service Loan Forgiveness has no dollar cap, which makes it the most powerful option for anyone with a large balance. Full-time employees of a federally recognized tribal government qualify as public service workers.5Federal Student Aid. Become a Public Service Loan Forgiveness (PSLF) Help Tool Ninja After 120 qualifying monthly payments on Direct Loans while enrolled in an income-driven repayment plan, the remaining balance is forgiven.

Only William D. Ford Federal Direct Loans qualify. Older Federal Family Education Loans and Perkins Loans can be rolled into a Direct Consolidation Loan to start accumulating qualifying payments, but only payments made after consolidation count toward the 120.6Student Loan Borrower Assistance. Public Service Loan Forgiveness (PSLF) – Section: PSLF Requirements Private loans never qualify, regardless of your employer.

Tribal government covers a wide range of employers: court systems, housing authorities, health departments, natural resource agencies, and tribal councils. If you already work for your tribe in any capacity, you may be building toward forgiveness without knowing it. Submit the employment certification form annually so your qualifying payments are tracked accurately.

Loan Forgiveness for Teachers at Tribal and BIE Schools

Two federal programs benefit teachers who serve Native American students. They operate under different rules and can sometimes be used together, but not for the same period of service.

Teacher Loan Forgiveness

Teachers at schools operated by the Bureau of Indian Education, including schools run on reservations by tribal groups under BIE contract, qualify.7Federal Student Aid. Teacher Loan Forgiveness Application After five consecutive years of full-time teaching:

  • Up to $17,500 for highly qualified teachers of mathematics, science, or special education at the secondary level, and special education teachers at the elementary level.
  • Up to $5,000 for highly qualified full-time teachers in other subjects.

The five-year clock resets if you leave for a year in the middle, even for medical or family reasons. Direct Loans and older FFEL loans qualify; Perkins Loans do not, but they have a separate cancellation path.

Perkins Loan Cancellation

Teachers at BIA-operated schools, schools on reservations run by tribal groups under BIA contract, and full-time faculty at tribal colleges and universities can cancel their Federal Perkins Loans incrementally:8Federal Student Aid. Perkins Loan Cancellation and Discharge

  • Years 1 and 2: 15% of the original principal canceled each year.
  • Years 3 and 4: 20% canceled each year.
  • Year 5: 30% canceled, bringing the total to 100%.

You can defer Perkins payments while performing qualifying service, but you have to submit the deferment paperwork at the start of each service year and apply for the cancellation at the end. Missing the deferment step before your loan enters billing status can trigger late fees. No new Perkins Loans have been issued since the program expired in 2017, but existing balances remain eligible for cancellation.

Tribal Enrollment and Documentation

Programs tied to service at Indian health or education facilities don’t always require the applicant to be Native American, but tribal membership opens doors to additional scholarships and state-level benefits. Enrollment in a federally recognized tribe is the standard proof. The Bureau of Indian Affairs maintains the federal acknowledgment process that determines which tribal groups are officially recognized.9Bureau of Indian Affairs. Office of Federal Acknowledgment

Applicants usually verify identity with a tribal enrollment card or an official letter from their tribe’s registrar. Keep the documentation current, since expired or unclear copies slow down review. Pull your federal loan data from studentaid.gov before applying so you can confirm which loans qualify and whether any are in default, which must be resolved first. You will also need employment verification from your service site, whether that’s the IHS, a BIE school administrator, or a tribal government HR office.

Tax Treatment After 2025

This is where borrowers get caught out. The American Rescue Plan Act temporarily excluded all forgiven student loan debt from federal taxable income, but that exclusion expired on December 31, 2025.10Taxpayer Advocate Service. What to Know about Student Loan Forgiveness and Your Taxes Starting in 2026, a balance forgiven under an income-driven repayment plan is generally treated as taxable income at your ordinary rate. An $80,000 forgiven balance shows up on your return as $80,000 in additional income.

Several programs remain tax-free. PSLF, Teacher Loan Forgiveness, and discharges for death or total and permanent disability do not create a tax liability.10Taxpayer Advocate Service. What to Know about Student Loan Forgiveness and Your Taxes For a Native American borrower pursuing PSLF through tribal government employment or Teacher Loan Forgiveness at a BIE school, the forgiven amount will not raise your tax bill. If you do receive taxable forgiveness and your total debts exceed the fair market value of everything you own at the time, IRS Form 982 lets you claim insolvency and exclude some or all of the amount. Your lender will send a Form 1099-C for the year the debt was canceled.

What Happens If You Leave Early

The consequences of breaking a service commitment vary sharply by program.

For the IHS Loan Repayment Program, the authorizing statute lets the federal government recover funds already paid on your behalf if you fail to complete your obligation.2Office of the Law Revision Counsel. 25 US Code 1616a – Indian Health Service Loan Repayment Program Specific terms are set in each participant’s contract, and the amounts can be substantial because you may owe back the full value of loan payments made plus additional damages.

For Teacher Loan Forgiveness, the rule is all-or-nothing: without five consecutive years of qualifying full-time teaching, you receive no forgiveness. There is no partial credit for three or four years.

Perkins Loan Cancellation is more forgiving. Each year’s cancellation percentage stands on its own, so if you teach at a qualifying school for three years and leave, you keep the 50% cancellation earned during those years and owe the remaining balance.

For PSLF, leaving qualifying employment simply pauses the clock. Certified payments remain on your record, and if you return to an eligible employer, you pick up where you left off. That flexibility makes PSLF the most forgiving option for anyone whose career may move in and out of tribal government service.
