My Child’s Social Security Card Never Came: Call SSA and Reapply

If your child’s Social Security card never came in the mail, the first step is a phone call to the Social Security Administration at 1-800-772-1213 to find out whether a number was actually assigned and a card was mailed. From there, replacing the card is free: you’ll complete Form SS-5 and submit it with original documents, either at a local SSA office or by mail. In-person is faster and safer because your documents are returned on the spot.

How Long the Card Should Have Taken

Most parents apply through the Enumeration at Birth program at the hospital. The hospital sends the paperwork to the state vital records office, which forwards it to SSA. SSA itself takes about two weeks to process the application, and the card takes roughly two more weeks to arrive by mail.1Social Security Administration. What is Enumeration at Birth and how does it work? The state-level step is the variable one. Some states forward paperwork in a week; others take up to six. End to end, the wait runs about three to eight weeks depending on where you live.2Social Security Administration. How long does it take to get my child’s Social Security number?

If you applied directly at an SSA office instead of through the hospital, the card should usually arrive within seven to ten business days of processing. Mail-in applications currently take two to four weeks because of processing delays.3Social Security Administration. How long will it take to get a Social Security card?

Once you’re past the outer edge of the appropriate window by about two weeks, treat the card as missing and start making calls.

Start With a Phone Call

Call 1-800-772-1213 Monday through Friday, 8:00 a.m. to 7:00 p.m. local time.4Social Security Administration. Contact Social Security By Phone The representative can tell you whether a number was assigned and a card was mailed. That single fact splits the situation in two.

If the number was assigned and the card was mailed, the card is either delayed, lost, or possibly stolen, and you’ll need to file for a replacement. If no number was ever assigned, the hospital application didn’t make it through, and you’ll apply from scratch. Either way, the paperwork is the same Form SS-5, and there’s no fee.5Social Security Administration. Replace Social Security card6Social Security Administration. One thing worth knowing before you hang up: the number and the card are different things. If a number has been assigned, SSA can confirm it exists and you can often use it for the paperwork you were trying to complete, even before the physical card arrives. Wait times on the phone tend to be shorter in the morning, later in the week, and later in the month.

Documents You’ll Need

Form SS-5 is on the SSA website in English and other languages.7Social Security Administration. Social Security Forms You’ll need to prove three separate things: the child’s citizenship, the child’s identity, and your own identity as the parent. Every document must be an original or a certified copy from the issuing agency. Regular photocopies and notarized copies are not accepted.8Social Security Administration. Citizenship

A U.S. birth certificate or U.S. passport proves citizenship. Most parents use a certified birth certificate. If you don’t have one, your state’s vital records office can issue a certified copy for roughly $10 to $35.8Social Security Administration. Application for Social Security Card

The Child’s Identity

This is where parents most often get stuck. The birth certificate cannot double as identity, even though it just proved citizenship. SSA explicitly does not accept birth certificates as identity documents.8Social Security Administration. Application for Social Security Card Acceptable options for a young child include a U.S. passport, a doctor’s, clinic, or hospital record showing the child’s name and identifying information, or a school or daycare record. For a newborn, a pediatrician or hospital record is usually the easiest. Ask the provider for an original or a certified copy on letterhead.

Your Own Identity

Bring a current, unexpired photo ID: a U.S. driver’s license, a state-issued ID card, or a U.S. passport. The child’s birth certificate proves your parental relationship as long as your name is on it.8Social Security Administration. Application for Social Security Card

How to Submit the Application

You can file in person at an SSA office or by mail. In-person is strongly preferred. The staff verify your documents and hand them back on the spot; if you mail the application, you’ll be without your child’s birth certificate and your own driver’s license for the two to four weeks the round trip takes.3Social Security Administration. One thing the online system can’t do for you: because your child is a minor, the fully online replacement path is unavailable. If you file by mail, send Form SS-5 with your original documents to your local SSA office. Use certified mail or a trackable service so you have proof of delivery.

If You Need the Number for Tax Filing

Tax season is often what turns a missing card into an emergency. The IRS won’t let you claim a child as a dependent without an SSN on the return.12Internal Revenue Service. Dependents 9 If the number isn’t in hand by the filing deadline, you have two workable options.

You can file on time without claiming the child, then file Form 1040-X to amend the return once the SSN arrives and pick up any credits you missed. Or you can file Form 4868 for an automatic six-month extension to file, which buys time to receive the SSN. Any tax you owe is still due by the original deadline; the extension is for the paperwork, not the payment.

The Child Tax Credit has a hard cutoff: the child must have an SSN valid for employment, issued on or before the return’s due date including extensions.13Internal Revenue Service. Child Tax Credit The Earned Income Credit is more forgiving: if you qualify but your child doesn’t have an number yet, you can still claim the smaller EIC amount available to taxpayers without qualifying children.12Internal Revenue Service. If You Suspect the Card Was Stolen

A card that never arrives could mean a processing delay, a postal error, or mail theft. If theft is a real possibility, act quickly.

  • File a mail theft report with the U.S. Postal Inspection Service online or at 1-877-876-2455.14United States Postal Inspection Service. Report a Crime
  • Call SSA at 1-800-772-1213 and request a block on electronic access to your child’s Social Security record. This prevents anyone from viewing or changing the record online or through the automated phone system. You can lift the block later by calling and verifying your identity.15Social Security Administration. How You Can Help Us Protect Your Social Security Number and Keep Your Information Safe
  • Place a free credit freeze on your child’s file with all three credit bureaus (Equifax, Experian, TransUnion). For children under 16, a parent can request this, and the freeze stays in place until you remove it.16Federal Trade Commission. How To Protect Your Child From Identity Theft
  • Report identity theft at IdentityTheft.gov to create an official record and a recovery plan.

Child identity theft often goes undetected for years because nobody checks a toddler’s credit report. A preemptive freeze costs nothing and heads off surprises when the child is old enough to apply for a car loan or student loan.
