Modernized e-File (MeF): Submission, Acknowledgment, and Rejections

The Modernized e-File system, known as MeF, is the internet-based platform the IRS uses to receive, validate, and process nearly every electronically filed federal tax return. More than 93% of individual returns came through electronic filing in fiscal year 2024, which makes MeF the main road into the IRS rather than a side option.1Internal Revenue Service. Returns Filed, Taxes Collected and Refunds Issued The 2026 filing season opened on January 27, 2026, with the IRS accepting tax year 2025 returns through this system.2Internal Revenue Service. IRS Opens 2026 Filing Season If you file with commercial software or through a tax professional, your return is already going through MeF, whether or not you ever see the name.

How You Actually Reach MeF

You don’t log into MeF. The system sits behind the scenes and receives data from tax software, authorized preparers, and a handful of free tools. When you use a product like TurboTax or H&R Block, or when a CPA sends your return from their office software, that program is talking to the MeF gateway for you.

Free File and Paid Software

IRS Free File gives taxpayers with an adjusted gross income of $89,000 or less access to guided preparation software at no cost. Eight partner companies participate for the 2026 filing season, each with its own eligibility rules based on age, income, and state residency.3Internal Revenue Service. 2026 Tax Filing Season Opens With Several Free Filing Options Available Above that income threshold, any commercial product that connects to MeF will work, though you’ll pay a fee.

The IRS Direct File tool, which let eligible taxpayers in some states file directly with the agency, is not available for the 2026 filing season. Current free options are the Free File partner products and Free File Fillable Forms, which are blank electronic versions of federal forms without guided help.

Authorized E-File Providers

Tax professionals who file for clients need an Electronic Filing Identification Number before they can send anything through MeF. Getting one involves a suitability check that includes credit, tax compliance, and criminal background reviews.4Internal Revenue Service. Become an Authorized E-File Provider The IRS keeps a searchable directory of authorized providers by ZIP code or state, but the agency notes that listing there is not an endorsement.5Internal Revenue Service. What Kinds of Returns Go Through MeF

MeF handles far more than personal income taxes. The platform is the IRS’s central intake for essentially every major return type:6Internal Revenue Service. Modernized E-File (MeF) Forms

  • Individual returns in the Form 1040 series, including 1040-SR for seniors, 1040-SS for self-employment tax in U.S. territories, and 1040-NR for nonresident aliens.
  • Corporate returns on Form 1120, along with 1120-S for S-corporations, 1120-F for foreign corporations, and specialized variants for insurance companies, REITs, and regulated investment companies.
  • Partnership returns on Form 1065.
  • Tax-exempt organization returns across the Form 990 series, including 990-EZ, 990-N, 990-PF, and 990-T.
  • Fiduciary income tax returns for estates and trusts on Form 1041.

The system also accepts large PDF attachments alongside the return itself, so supporting documents like legal agreements or appraisals travel through in the same submission.

What Happens After You Hit Submit

A return moves through MeF in a predictable sequence: transmission, validation, and acknowledgment. The whole thing is automated, which is how the IRS handles tens of millions of returns during peak weeks.

Transmission and Structural Check

Filing starts when your software or preparer sends the return to the IRS Internet Filing Gateway over a secure connection. Once the file arrives, the system runs an immediate structural check against predefined XML schemas. That first review doesn’t judge whether your numbers are correct. It only asks whether the data is formatted so the system can read it. A return missing a required field or with a broken XML element gets rejected here, before it enters the processing pipeline.7Internal Revenue Service. Business Rules and Acknowledgment

A return that passes the structural check then runs through automated business rules. These verify that names match Social Security numbers, that no one has already filed using the same SSN, and that required fields contain plausible values.7Internal Revenue Service. Modernized E-File (MeF) Schemas and Business Rules If your return clears them, you receive an “Accepted” acknowledgment. Acceptance means the return has entered processing. It doesn’t mean the IRS agrees with your math or won’t examine the return later.

When Your Return Counts as Filed

For deadline purposes, the date and time you transmit the return controls whether it’s on time, measured in your local time zone. You do not have to wait for the IRS acknowledgment. The transmission timestamp is what counts.8Internal Revenue Service. Topic No. 301, When, How and Where to File Send at 11:55 PM on April 15 and get your acknowledgment the next morning, and you’re still timely.

What to Do if Your Return Is Rejected

A rejection isn’t a denial of your filing. It’s a fixable formatting or data problem, and the system generates a specific error code identifying what went wrong. Common triggers include a name that doesn’t match the SSN, a dependent already claimed on another return, or a missing form the return references.

If your return is rejected near the filing deadline, you get five days to correct the errors and resubmit electronically. If electronic resubmission isn’t possible, a paper return must be postmarked by the original due date or within 10 calendar days of the rejection notice, whichever is later, to count as timely.9Taxpayer Advocate Service. Return Rejected Missing those windows can trigger late-filing penalties, so check your acknowledgment status quickly after you transmit.

State Returns Riding Along With Federal

Many states let their returns piggyback on the federal MeF transmission. Your software sends both at once, and the IRS routes the state return to the appropriate state tax agency, which processes it on its own.

Federal and state acknowledgments come back on different clocks. A federal acknowledgment usually returns quickly, but state acknowledgments can take 12 to 24 hours because the state agency has to pull the return from MeF, process it, and send its response back.10Internal Revenue Service. IRS Modernized E-File (MeF) Service Request Guidance for Software Developers/Transmitters and States Not seeing a state acknowledgment right away is normal. If nothing arrives after 48 hours, the transmitter can check submission status through MeF or contact the state directly.

Who Is Required to E-File

MeF isn’t optional for everyone. Two groups face electronic filing mandates: paid tax return preparers with any real volume, and businesses that file information returns.

Under 26 U.S.C. ยง 6011(e), a preparer who reasonably expects to file more than 10 individual income tax returns during a calendar year must file them electronically.11Office of the Law Revision Counsel. 26 USC 6011 – General Requirement of Return, Statement, or List The count combines Forms 1040 and 1041, so seven individual returns plus four trust returns crosses the threshold.12Internal Revenue Service. Frequently Asked Questions – E-File Requirements for Specified Tax Return Preparers For firms, the count is measured across the entire firm rather than per preparer, so every preparer in an 11-return firm must e-file, even the one handling only two returns. The one statutory exception is for preparers in areas without internet service better than dial-up or satellite, who can apply for a waiver.

Separately, any person or entity required to file at least 10 information returns in a calendar year must submit them electronically. The threshold applies in the aggregate across nearly all information return types, so six W-2s and four 1099s together hit the mark.13Internal Revenue Service. Refund Timing Compared to Paper

Filing through MeF produces faster refunds. The IRS estimates that e-filed returns generate refunds in about three weeks. Paper returns take six weeks or more from the date the IRS receives them.14Internal Revenue Service. Refunds E-file plus direct deposit is the fastest combination. Returns needing corrections or extra review take longer either way, but the baseline speed advantage is roughly three weeks.

When the System Is Down

MeF runs continuously except for one recurring maintenance window: Sundays from midnight to 9:00 AM Eastern Time. During that window, the system will still accept submissions, but it does not generate acknowledgments or process state return services.15Internal Revenue Service. Modernized E-File Operational Status Submit early Sunday morning and expect a delay before your acknowledgment comes back. The rest of the week during filing season, the system runs around the clock.
