Missouri Pseudoephedrine Laws: Limits, Tracking, and Penalties

Missouri’s pseudoephedrine laws cap over-the-counter purchases at 3.6 grams per day, 7.2 grams per 30-day period, and 43.2 grams per year, require a photo ID for every sale, and route each transaction through a real-time electronic tracking system. Both buyers and sellers face criminal charges for knowingly exceeding the limits. The rules cover any product containing a detectable amount of pseudoephedrine, whether it is the only active ingredient or part of a combination cold medicine.

How Much You Can Buy

Missouri sets three separate caps, all measured in grams of pseudoephedrine base rather than tablet count:

No more than 3.6 grams in any 24-hour period.
No more than 7.2 grams in any 30-day period.
No more than 43.2 grams in any 12-month period.

The daily and 30-day limits come from Section 195.417 of the Missouri Revised Statutes.¹ The annual cap sits in Section 579.060, the criminal statute defining unlawful purchase.²

What Those Grams Look Like in Tablets

For a standard 120 mg extended-release tablet, the kind in most 12-hour cold products, 3.6 grams works out to about 30 tablets. For a 30 mg immediate-release tablet, 3.6 grams equals roughly 120 tablets. A single box of cold medicine almost always fits inside the daily limit. The 30-day and annual caps are where families stocking up during cold season or people buying for multiple household members tend to run into problems.

Prescriptions Do Not Count

The three caps apply only to over-the-counter sales. If your doctor prescribes pseudoephedrine, whatever is dispensed under that prescription does not count against your daily, monthly, or annual totals.¹ That exemption matters most for people with chronic sinus conditions who need higher quantities on a regular basis.

Age and ID Requirements

You must be at least 18 to buy pseudoephedrine in Missouri. Before completing the sale, the pharmacist or pharmacy technician has to see photo identification issued by a state or the federal government, or another document the pharmacy will accept for confirming your identity. The ID has to show your date of birth.³

A driver’s license, state ID card, passport, or military ID all qualify. Without valid identification, the pharmacy cannot legally sell you the product, and there is no override for that requirement.

Every Purchase Is Tracked

Missouri pharmacies have to submit pseudoephedrine sales data to an electronic tracking system maintained by the Department of Health and Senior Services.¹ In practice, that system is the National Precursor Log Exchange, known as NPLEx.

NPLEx checks purchases across state lines in real time. When you present your ID at the counter, the system verifies whether the sale would push you past any limit. If it would, the sale is blocked before it can be completed, and law enforcement receives an alert. Pharmacists have limited authority to override a block in unusual situations, but the override itself also generates a law enforcement notification. There is no way to buy pseudoephedrine in Missouri without the transaction being recorded.

Every record includes the buyer’s identifying information, the date and time of purchase, and the quantity sold. All logs, records, and electronic information related to these sales must be available for inspection and copying by municipal, county, state, or federal law enforcement officers at any time.¹

Where the Product Is Kept and How It Is Packaged

You will not find pseudoephedrine on open pharmacy shelves. State law requires every product containing it to be kept behind the pharmacy counter in an area the public cannot access, and only a pharmacist or registered pharmacy technician can retrieve and sell it.³

Packaging is regulated too. Each retail package can contain no more than 3 grams of pseudoephedrine base. Non-liquid products have to come in blister packs holding no more than two dosage units per blister. When blister packaging is not technically feasible, manufacturers can use individual unit-dose packets or pouches instead.⁴

Penalties for Going Over the Limit

Missouri criminalizes both sides of an illegal pseudoephedrine transaction. A buyer who knowingly exceeds any of the three limits and a retailer who knowingly sells past those limits commit the same offense: unlawful sale, distribution, or purchase of over-the-counter methamphetamine precursor drugs. It is a Class A misdemeanor.² A Class A misdemeanor in Missouri carries up to one year in jail and a fine of up to $2,000.

The statute covers more than just gram totals. A retailer also commits the offense by knowingly selling packages that fail Missouri’s blister-pack and packaging rules under Section 195.418.²

How Missouri Compares to Federal Law

Missouri’s rules sit on top of the federal Combat Methamphetamine Epidemic Act of 2005, and in one place Missouri is stricter. The federal 30-day cap is 9 grams; Missouri holds you to 7.2 grams over the same period.⁵ The 3.6-gram daily limit matches the federal figure. Missouri’s 43.2-gram annual cap has no direct federal equivalent for in-store purchases.²

Mail-order and online sales are subject to a separate federal 30-day cap of 7.5 grams per customer, with identity verification required before shipping.⁵ Missouri buyers still fall under Missouri’s own 7.2-gram 30-day limit no matter how the purchase is made, so the lower number controls.
