Military STAR Card: Eligibility, Costs, and SCRA Rate Cap

The Military STAR Card is a store credit card run by the Exchange Credit Program under the Army and Air Force Exchange Service. It works only inside the military exchange and commissary network, charges no annual fee and no late fees, carries a variable 13.74% APR on standard purchases, and pays 2% back in rewards on everything you buy.1Exchange Credit Program. Military STAR Card New cardholders also get 10% off everything bought the first day the account is opened, credited on the first monthly statement rather than at the register.

Who Qualifies

Eligibility is limited to people with a verified military connection: active duty from any branch, Reserve and National Guard members, retirees, spouses and dependents with a valid military ID, DoD civilians, Purple Heart recipients, disabled veterans, and survivors of deceased service members who still hold military benefits.2Exchange Credit Program. Honorably discharged veterans and those with a general-under-honorable-conditions discharge can also get the card, but their access is limited to online shopping at exchange websites like ShopMyExchange.com and MyNavyExchange.com rather than in-store purchases.2Exchange Credit Program. Where the Card Works

The STAR card is accepted across every military exchange system worldwide: the Army and Air Force Exchange Service, Navy Exchange, Marine Corps Exchange, and Coast Guard Exchange, along with Defense Commissary Agency stores for groceries.4Military OneSource. MILITARY STAR Credit Card On-base fuel stations, food courts, branded restaurants, and uniform shops also take it.

It’s a closed-loop card. You cannot use it at civilian retailers, off-base gas stations, or anywhere outside the exchange and commissary network. That limitation is the tradeoff for the lower interest rate and no-fee structure.

Fuel Discount

Using the STAR card at the pump saves 5 cents per gallon at AAFES Express stations and participating Navy and Marine Corps Exchange locations, on top of the 2% rewards earned on the purchase.5DVIDS. MILITARY STAR Gas Discounts Fuel Extra Savings at the Pump Exchange fuel prices already tend to sit below off-base competitors.

Military Clothing Line

Active duty and reserve service members with a STAR card automatically receive a separate $1,000 military clothing line of credit for uniform purchases, at 0% interest for 12 months on each qualifying purchase, split into 12 equal payments.6United States Navy. MILITARY STAR Card Now Offers Uniform Line of Credit to Sailors Eligibility is based on DEERS status rather than credit score, so it’s available even to service members who might not qualify for a large standard credit line. The plan covers service uniforms, physical training gear, authorized footwear, undergarments worn with uniforms, and insignia. Anything above the $1,000 limit rolls onto the regular STAR card at the standard rate.

What It Costs

The card charges no annual fee, no late fees, and no over-limit fees.1Exchange Credit Program. Military STAR Card The only fee is a returned payment fee of up to $25 when a check or electronic payment bounces, capped at whatever your total minimum payment was right before the payment was returned.7Exchange Credit Program. The standard variable APR on retail purchases is 13.74%, well below the average credit card rate. If your account triggers the penalty APR, the rate jumps to 21.74%.1Exchange Credit Program. Military STAR Card The minimum interest charge on any balance is 50 cents. Both rates are variable and tied to an index, so they shift over time.

No late fee does not mean no consequence for missing a payment. A missed payment can still trigger the penalty APR, hit your credit, and for active duty members, lead to command notification.

How the Rewards Work

Every dollar spent earns 2 points, a flat 2% rewards rate. At 2,000 points, a $20 digital rewards card is automatically emailed to the address on your account within 48 hours of your statement date.8Exchange Credit Program. Rewards Program Multiple rewards earned in one cycle combine into a single larger card: 6,000 points produces one $60 card rather than three $20 cards.

Digital rewards cards expire three months after they’re issued, so use them promptly.8Exchange Credit Program. Rewards Program Points don’t accrue on military clothing plan purchases, interest charges, fees, or unauthorized transactions.9MyECP. MILITARY STAR Rewards Program Terms and Conditions

  • Mailing address, phone number, and an active email address for electronic disclosures.

You’ll authorize the Exchange Credit Program to pull your credit report through Experian.10Exchange Credit Program. Military STAR Card Application Everything you enter has to match your record in the Defense Enrollment Eligibility Reporting System, so confirm your DEERS record is current before you apply. If income or employment needs manual verification, a decision may take longer than the instant approval.

Veterans without a CAC start by trying to create an account on an exchange website. If the system can’t confirm status automatically through the Defense Manpower Data Center, it redirects to VetVerify, where discharge records are checked. If VetVerify can’t locate a record, uploading a DD214 (Member Copies 2 through 8) or equivalent discharge document allows manual review.3VetVerify.org. FAQ

SCRA 6% Rate Cap for Pre-Service Accounts

Service members who opened a STAR card account before entering active duty can request a 6% interest rate cap under the Servicemembers Civil Relief Act. The cap applies to any debt incurred before military service and covers interest, service charges, renewal fees, and most other charges attached to the obligation.11Office of the Law Revision Counsel. United States Code Title 50 – Section 3937

To claim it, send the creditor written notice with a copy of your military orders or a letter from your commanding officer. The creditor must forgive interest above 6%, apply the reduction retroactively to the start of your active duty period, refund excess interest already paid, and lower your monthly payment. The creditor cannot accelerate principal payments to compensate.12U.S. Department of Justice. Your Rights as a Servicemember: 6% Interest Rate Cap for Servicemembers on Pre-service Debts

The cap lasts for the duration of your service, and you have up to 180 days after service ends to submit the request, so a benefit missed during a deployment can still be claimed retroactively. One caution: if you refinance or consolidate debts while on active duty, the new loan may not qualify because it originated during service rather than before it.12U.S. Department of Justice. What Happens If You Fall Behind

The Military STAR card has a collection feature most civilian cards don’t. If your account goes into default, the Exchange Credit Program reserves the right to notify your unit commander about collection efforts.7Exchange Credit Program. Exchange Credit Program Agreement For active duty members, that can create professional consequences on top of the financial ones. Missing a payment can also suspend charging privileges and rewards.13Exchange Credit Program. Payment Questions

Accounts with no payment received within 60 days of the initial demand letter are reported to the Department of the Treasury.14Defense Finance and Accounting Service. Failure to Pay a Debt From there, Treasury can pursue:

  • Tax refund offset of up to 100% of your federal income tax refund.
  • Salary offset from military or DoD civilian pay, capped at 15% of disposable pay unless you consent to more.
  • Social Security offset of 15% of monthly benefits for retirees.
  • Referral to a private collection agency.

Exchange credit debt is a federal obligation, and the government has collection tools civilian creditors don’t. A $500 unpaid balance can escalate into garnished pay and a seized tax refund that feels wildly out of proportion to the original purchase. If payments are getting hard, contacting the Exchange Credit Program before the 60-day mark is the most effective step you can take.14Defense Finance and Accounting Service. Failure to Pay a Debt
