The Milan sales tax that visitors encounter is Italy’s Value Added Tax, or IVA, charged at a standard rate of 22% and already included in every price tag you see. Food, hotel stays, and some essentials are taxed at lower rates of 4%, 5%, or 10%. On top of that, hotels collect a separate nightly tourist tax of €3 to €12 per person. If you live outside the European Union, you can reclaim most of the IVA on goods you take home, as long as you spend at least €70 at a single store.
What the 22% Standard Rate Covers
The 22% rate applies to most of what tourists buy in Milan: designer clothing, leather goods, jewelry, electronics, perfume, home décor, and general merchandise. Whether you’re shopping the boutiques of the Quadrilatero della Moda or picking up souvenirs near the Duomo, the sticker price already includes the tax.1Agenzia delle Dogane e dei Monopoli. Legislation
Nothing gets added at the register. EU consumer rules require sellers to display the full price with all taxes included.2Your Europe. Pricing, Payments and Price Discrimination in the EU You’ll often see “IVA inclusa” printed on tags or near the register confirming this. After each transaction, the shop issues a fiscal receipt (scontrino) showing the breakdown. Keep it if you plan to claim a refund.
Reduced Rates on Food, Hotels, and Essentials
Italy runs three lower tiers below the standard rate:
- 4%: staple foods like bread, milk, fresh fruit, and vegetables, along with certain medical devices and supplies.
- 5%: select social and health-related services and specific transport categories.
- 10%: hotel rooms, restaurant meals, and many prepared food products. This is the rate that hits most tourism spending outside of shopping.
A sit-down dinner in a Navigli trattoria carries a lighter tax burden than the handbag you bought that afternoon. The distinction matters if you later file for a VAT refund, since the refund tracks whatever rate was originally charged.1Agenzia delle Dogane e dei Monopoli. Legislation

Milan’s Nightly Tourist Tax
Milan also charges a city tourist tax (imposta di soggiorno) on overnight stays. It’s usually not included in the room rate shown on booking sites; the hotel or host collects it separately. As of April 1, 2026, the per-person, per-night rates are:4Comune di Milano. Tourist Tax: Information
- 1-star hotel: €3.00
- 2-star hotel: €4.00
- 3-star hotel: €7.00
- 4-star hotel: €10.00
- 5-star hotel: €12.00
- B&Bs and short-term rentals: €9.50
- Hostels and campgrounds: €3.00
The charge applies per guest per night, usually capped at a set number of consecutive nights. Budget for it separately. A couple staying four nights at a five-star property can owe nearly €100 in tourist tax alone.
Who Qualifies for a VAT Refund
If you live outside the European Union, you can reclaim the IVA paid on goods you carry home. The requirements:
- You must live outside the EU. EU nationals living abroad qualify if they can show proof of non-EU residence, such as a foreign residence permit.5European Commission. VAT Refunds – Section: VAT Refunds to Non-EU Travellers
- You must spend at least €70 on a single invoice at one store. That threshold was lowered from the previous €154.94 in February 2024.6Agenzia delle Dogane e dei Monopoli. How It Works
- The refund covers goods only. Hotel stays, restaurant meals, and taxi rides carry IVA but cannot be refunded.1Agenzia delle Dogane e dei Monopoli. Legislation
- The items must be for personal or family use, not for resale.
Tell the cashier at the time of purchase that you want a tax-free invoice. They’ll need your passport number to generate the paperwork, which gets linked to Italy’s digital customs system. Many shops in Milan’s main shopping districts partner with tax-free operators such as Global Blue or Planet, and those stores will hand you a branded form with your receipt.6Agenzia delle Dogane e dei Monopoli. How to Claim the Refund at the Airport
Italy validates tax-free purchases at departure through a digital platform called OTELLO (Online Tax Refund at Exit: Light Lane Optimization), which replaces the old paper customs stamp with a digital visa.7Agenzia delle dogane e dei Monopoli. The Procedure
At Milan Malpensa, dedicated tax-free company kiosks sit alongside the customs offices. Linate handles refunds through currency exchange desks like Forexchange in the check-in area and departures hall.8Milan Linate Airport. Bank, Exchanges and VAT Refund Visit the refund point before checking your bags. Customs officers may ask to see the goods to confirm they are unused and match the invoice.
Once OTELLO applies the digital visa to your invoice, you submit the validated form to the refund operator. Most operators offer either a credit card refund or cash in euros. Cash is immediate but comes with a processing fee deducted from the total. Card refunds skip the fee but can take several weeks to post.7Agenzia delle dogane e dei Monopoli. The Procedure
Deadlines That Can Cost You the Refund
Two separate clocks start when your invoice is issued, and confusing them is a common way to lose the money.
The goods must physically leave the EU within three months of the purchase date. Buy a jacket on March 15, and it needs to cross an EU border by June 15. This deadline has not changed.6Agenzia delle Dogane e dei Monopoli. How It Works
You then have to return the customs-validated invoice to the tax-free operator for payment. The 2026 Budget Law extended this window from four to six months, effective for purchases made on or after January 1, 2026. Miss the six-month deadline and the seller must retroactively charge the VAT, leaving recovery up to you.9VATupdate. Tax Free Shopping: Deadline for Proof of Goods Export Extended from 4 to 6 Months
Keep Your Receipts
Every retail transaction in Italy must produce an electronic fiscal receipt. Since 2020, shops transmit sales data digitally to the Italian Revenue Agency, and the printed scontrino is the customer-facing copy of that record. Shops that fail to issue one face fines equal to 90% of the tax owed on the undocumented sale.10Agenzia delle Entrate. IVA – Norme Generali e Aliquote
If a store offers a cash discount “without a receipt,” they’re asking you to help them evade tax. Beyond the legal risk, no receipt means no VAT refund and no proof of purchase for returns.
