Mandatory Student Loan Forbearance: Eligibility and PSLF Impact

You qualify for mandatory student loan forbearance if you fall into one of five service-based categories or if your total monthly federal student loan payments equal at least 20% of your gross monthly income. When you meet either standard and submit the correct form, your servicer has no discretion to refuse. Service-Based Eligibility

Under 34 CFR 685.205(a), your servicer must grant forbearance while you’re serving in any of the following roles. Each is renewable in one-year increments for as long as the qualifying service continues.1eCFR. 34 CFR 685.205 – Forbearance

Medical or dental internship or residency. You must have been accepted into a program that required a bachelor’s degree for admission. The program has to either lead to a degree or certificate from a qualifying institution, or its completion has to be required before you can practice.2Federal Student Aid. National Guard active state duty. Guard members activated by a governor for more than 30 consecutive days who don’t qualify for a military deferment can use this category.1eCFR. 34 CFR 685.205 – Forbearance

AmeriCorps national service. Serving in a position that earns a national service education award under the National and Community Service Act qualifies you for the full duration of your service term.1eCFR. 34 CFR 685.205 – Forbearance

Teacher Loan Forgiveness qualifying service. Teachers working toward the five-year service requirement in a low-income school or educational service agency can receive forbearance covering that period.1eCFR. 34 CFR 685.205 – Forbearance

Department of Defense Student Loan Repayment Program. If the DoD is making payments on your loans, forbearance covers the gaps between those payments so you aren’t billed twice for the same period.1eCFR. 34 CFR 685.205 – Forbearance

Every service-based category requires an authorized official to certify your service dates on the request form. That’s a residency program director, commanding officer, or program administrator, depending on which category applies.3StudentAid.gov. The 20% Debt Burden Test

If your total monthly federal student loan payments equal or exceed 20% of your total monthly gross income, your servicer must grant forbearance regardless of what you do for a living.1eCFR. 34 CFR 685.205 – Forbearance Gross income means earnings before taxes and deductions. Qualifying payments include all your Title IV loans: Direct Loans, Federal Family Education Loans, and Perkins Loans.

Only federal loan payments count. Payments on private student loans are excluded from the calculation entirely.4Federal Student Aid. Mandatory Forbearance Request – Student Loan Debt Burden Even if combined federal and private payments eat half your income, you won’t qualify unless the federal portion alone crosses 20%.

The forbearance is granted for up to 12 months at a time and can be renewed, but there’s a hard ceiling: three years total across your entire borrowing history for this category.1eCFR. 34 CFR 685.205 – Forbearance Once you hit the three-year mark, this pathway closes permanently.

How to Apply

The Department of Education uses separate forms for each eligibility category. The Student Loan Debt Burden form handles the 20% income threshold. A different form covers medical or dental residency, National Guard duty, and DoD repayment program forbearance.4Federal Student Aid. For a debt burden application, gather your Social Security number, loan account numbers, and income documentation before starting. The form lets you calculate income two ways: your gross monthly taxable income from all sources, or one-twelfth of the adjusted gross income from your most recent federal tax return, whichever is more favorable.4Federal Student Aid. Service-based applications require a certification section signed by the authorized official from your program or unit.3StudentAid.gov. Submit through your servicer’s online portal for the fastest turnaround. Most servicers also accept forms by mail or fax. Online submissions can process within 24 hours; mailed applications typically take around 10 business days.5Nelnet. Interest Keeps Accruing

Interest accrues on every type of federal loan during forbearance, subsidized and unsubsidized alike.6Congressional Research Service. Direct Loan Program Student Loans: Deferment and Forbearance When the forbearance ends, that unpaid interest capitalizes, meaning it folds into your principal. From then on, you pay interest on the larger balance. The regulation itself states that forborne interest capitalizes.1eCFR. 34 CFR 685.205 – Forbearance

This is a meaningful difference from deferment. If you have subsidized Direct Loans and qualify for a deferment, the federal government covers the interest during that period and your balance doesn’t grow.6Congressional Research Service. Direct Loan Program Student Loans: Deferment and Forbearance Forbearance carries no such subsidy for any loan type. If you’re eligible for both, deferment is almost always cheaper on subsidized loans.

You can limit the damage by making interest-only payments during forbearance even though they aren’t required. Paying the monthly interest prevents capitalization and keeps your principal from growing. Your servicer can tell you the exact monthly interest amount.

Effect on Public Service Loan Forgiveness

Months spent in forbearance don’t count as qualifying payments toward Public Service Loan Forgiveness. This matters especially for medical residents and AmeriCorps members using service-based forbearance while also building toward the 120 PSLF payments. Pausing through forbearance instead of staying on an income-driven repayment plan means those months are lost from your PSLF count.7Federal Student Aid. Public Service Loan Forgiveness Buyback

The PSLF buyback program offers a limited workaround: you can retroactively purchase months spent in forbearance, but only if you had qualifying employment during those months, you still have an outstanding loan balance, and the buyback would complete your 120 qualifying payments.7Federal Student Aid. Public Service Loan Forgiveness Buyback If you’re on a PSLF track and your income is low enough for a $0 payment under an income-driven plan, that route counts toward forgiveness while forbearance does not.

If Your Servicer Denies the Request

Because this forbearance is a legal entitlement, a denial usually points to a documentation problem, such as missing certification, an unsigned form, or income evidence that doesn’t clearly show the 20% threshold. Contact your servicer to find out what’s missing and resubmit.

When Income-Driven Repayment Fits Better

Mandatory forbearance solves an immediate cash-flow problem at real long-term cost: unpaid interest adds to your balance, and the months don’t count toward any forgiveness program. Under an income-driven repayment plan, your monthly payment is capped at a percentage of discretionary income and can be as low as $0. Even a $0 IDR payment counts as a qualifying payment for PSLF and toward IDR forgiveness after 20 or 25 years.

The debt burden category also caps out at three years total.1eCFR. 34 CFR 685.205 – Forbearance An income-driven plan has no such time limit. Use mandatory forbearance as a bridge, whether that’s covering a residency, a Guard activation, or a few months while you assemble IDR paperwork. For anything longer, the math almost always favors switching plans.
