Lumbee Enrollment: Eligibility, Updates, and the 2026 Phased Schedule

Lumbee tribal enrollment requires proving direct biological descent from an ancestor listed on the tribe’s base rolls (the 1900 and 1910 federal Indian census records for Robeson County and adjoining counties), completing a mandatory Lumbee History Culture Class, and applying in person at the enrollment office in southeastern North Carolina. As of 2026, however, new enrollments are closed while the tribe verifies its roll following full federal recognition in December 2025.1Lumbee Tribe of North Carolina. Tribal Enrollment2NPR. New Enrollment Is Currently Closed

The tribe’s website states plainly that Lumbee Tribal Enrollment is closed for new enrollments. No reopening date has been announced.1Lumbee Tribe of North Carolina. Tribal Enrollment

The closure is tied to federal recognition. On December 18, 2025, President Trump signed the National Defense Authorization Act for Fiscal Year 2026, which contained the Lumbee Fairness Act granting full federal recognition. The Bureau of Indian Affairs added the tribe to the official list of federally recognized tribes in the Federal Register on January 30, 2026.3Lumbee Tribe of North Carolina. Who Qualifies for Membership

The Lumbee Constitution and the tribe’s enrollment ordinance (Ordinance CLLO-2010-0121-01) set three requirements for membership.7Lumbee Tribe of North Carolina. Enrollment FAQs8Native Nations Institute, University of Arizona. Constitution of the Lumbee Tribe of North Carolina

  • Direct biological descent from a person named in the tribe’s Source Documents. In practice, the tribe uses the 1900 and 1910 federal Indian census records for Robeson County and adjoining counties, excluding Columbus County, North Carolina, as its base rolls.9Lumbee Tribe of North Carolina. • Historical or present contact with the tribe. The constitution allows both denial of applications and disenrollment of existing members for failure to maintain contact.8Native Nations Institute, University of Arizona. Constitution of the Lumbee Tribe of North Carolina

The Lumbee Tribe does not impose a blood quantum requirement or a residency requirement. Tribal jurisdiction extends to enrolled members without regard to where they live. How the Application Works

Applications must be submitted in person at the enrollment office. Mail, email, and fax submissions are not accepted. A parent or legal guardian may apply on behalf of a minor without the child being present.7Lumbee Tribe of North Carolina. Enrollment FAQs

Documents You Need

  • The completed enrollment application, downloaded from the tribe’s website and printed on legal-sized paper.7Lumbee Tribe of North Carolina. Enrollment FAQs
  • A lineage chart tracing your descent to a person on the base rolls, filed as the first page of the application.9Lumbee Tribe of North Carolina. Enrollment Definitions
  • A county-issued certified birth certificate listing both parents’ names. State-issued certificates are accepted only if the county does not issue birth records. If the Lumbee parent or grandparent through whom you claim descent is not already enrolled, their certified birth certificate is also required.1Lumbee Tribe of North Carolina. Tribal Enrollment
  • A driver’s license or other photo ID for adult applicants.7Lumbee Tribe of North Carolina. Enrollment FAQs
  • A certificate of completion for the Lumbee History Culture Class. Adults 18 and over must complete the class, as must any non-Lumbee parent applying on behalf of a minor. The class replaced an earlier contact interview.9Lumbee Tribe of North Carolina. Enrollment Definitions

Adopted Applicants and DNA

If you were adopted, provide both the original birth certificate listing your biological parents and the amended one listing adoptive parents. When the original is unavailable, the tribe accepts DNA evidence to prove biological descent. The Office of Tribal Enrollment may also request DNA evidence from any applicant or existing member. Testing is done through LabCorp at $50 per person, and you must schedule it through the enrollment office to get that rate.1Lumbee Tribe of North Carolina. Tribal Enrollment

A staff genealogist is available to help applicants trace their lineage back to the base rolls.9Lumbee Tribe of North Carolina. Enrollment Definitions

If Your Application Is Denied

Applicants who do not meet the criteria receive a formal decision letter with a petition to appeal. Appeals go to the Administrative Court by certified mail, and you have 60 days from receipt of the decision letter to file.7Lumbee Tribe of North Carolina. Enrollment FAQs

The common problems are missing documentation, failure to complete the culture class, and inability to establish descent from the base rolls. Applicants who fail the Lumbee knowledge test tied to the culture requirement are barred from reapplying for three years, according to a 2016 report from The Robesonian. A Tribal Council proposal to shorten that wait to one year was rejected.10Appalachian State University Digital Scholarship Initiative. Lumbee Archive Record SHIL039

Keeping Your Enrollment Current

Enrollment is not permanent by default. Under Section 6a of the enrollment ordinance, members must update their enrollment once every seven years. Members 55 and older are exempt.1Lumbee Tribe of North Carolina. Tribal Enrollment

Recertification is lighter than initial enrollment. You complete a recertification form and bring a county-issued certified birth certificate for yourself and any children under 18. The Lumbee History Culture Class does not have to be retaken. Walk-ins are accepted Monday through Friday, 8:00 a.m. to 4:30 p.m.1Lumbee Tribe of North Carolina. Tribal Enrollment

Mail-in recertification is available only in narrow circumstances: active-duty or honorably discharged military members living outside tribal territory, their spouses and children, and members who are physically or mentally unable to appear as documented by a physician’s letter.1Lumbee Tribe of North Carolina. The 2026 Phased Update Schedule

For existing members, the tribe rolled out a phased update system in early 2026 to spread demand at the enrollment office:

  • Phase 1, January 20–30, 2026: citizens aged 55 and older and out-of-territory citizens.6Lumbee Tribe of North Carolina. Phase 1 Updates
  • Phase 2, February 9–27, 2026: members ages 16–25 and those living outside the service area.11Lumbee Tribe of North Carolina. Phase 2 Updates
  • Phase 3, March 2–20, 2026: members ages 26–54 and out-of-territory members.12Lumbee Tribe of North Carolina. Phase 3 Updates

An open update period for all members began March 23, 2026. Members whose designated phase had already passed could still submit updates during the open period, and the tribe reserved the right to adjust timelines based on processing volume.12Lumbee Tribe of North Carolina. Phase 3 Updates

What Federal Recognition Means for Enrolled Members

The 1956 Lumbee Act recognized the tribe as Indian but denied them the federal benefits that typically follow recognition, a product of the Indian Termination Era. Petitions dating back to 1888, and later legislative attempts in 1988, 1989, and 2003, did not succeed. The Lumbee Fairness Act, enacted in December 2025 as part of the FY2026 NDAA, closed that 137-year gap and made the Lumbee the 575th federally recognized tribe.15Lumbee Tribe of North Carolina. For members, recognition unlocks access to federal services in areas such as health care, education, housing, child care, and disaster relief, subject to roll verification and the phased delivery timeline set out in the law.16Governor of North Carolina.
