If you work at a Title 1 school, three federal programs can wipe out some or all of your student loans: Teacher Loan Forgiveness pays up to $17,500 on Direct and Stafford Loans after five consecutive years of qualifying teaching; Public Service Loan Forgiveness cancels your entire remaining Direct Loan balance after 120 qualifying payments; and Perkins Loan Teacher Cancellation erases 100% of an eligible Perkins balance over five years of service. Loan forgiveness for Title 1 teachers is not a single benefit but a choice among these three, and picking the right one for your loan balance and career plans matters as much as qualifying in the first place.
Teacher Loan Forgiveness: $5,000 or $17,500
Teacher Loan Forgiveness (TLF) cancels between $5,000 and $17,500 of your federal student loans after five complete and consecutive academic years of full-time teaching at a school that serves low-income families.1eCFR. 34 CFR 685.217 – Teacher Loan Forgiveness Program The school has to appear in the Teacher Cancellation Low-Income (TCLI) Directory for each year you worked there, and most Title 1 schools meet that threshold.2Federal Student Aid. The higher $17,500 amount is reserved for secondary math or science teachers who met the federal “highly qualified” standard during their service, and for special education teachers working with children with disabilities at any grade level.3eCFR. 34 CFR 682.216 – Teacher Loan Forgiveness Program Everyone else who qualifies gets up to $5,000. “Highly qualified” means a bachelor’s degree, full state certification (not emergency or provisional), and demonstrated competence in your subject.4U.S. Department of Education. The consecutive-years requirement is strict. Leave a qualifying school after year three and come back later, and the clock starts at zero.
Only Direct Subsidized and Unsubsidized Loans and Federal Stafford Loans qualify. Public Service Loan Forgiveness at a Title 1 School
Public Service Loan Forgiveness (PSLF) cancels your entire remaining Direct Loan balance after 120 qualifying monthly payments made while working full-time for a qualifying employer.6eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program That’s a minimum of 10 years, but the payments don’t have to be consecutive. PSLF is broader than TLF in two ways that matter for school employees. It isn’t limited to classroom teachers, so administrators, counselors, paraprofessionals, cafeteria workers, and custodians can all participate. What Counts as Full-Time
For PSLF, full-time means averaging at least 30 hours per week during the period being certified.8Federal Student Aid. Why an Income-Driven Plan Is Usually Necessary
The 10-year standard repayment plan technically qualifies for PSLF, as does any plan whose monthly payment is at least as large as the standard amount.6eCFR. 34 CFR 685.219 – Public Service Loan Forgiveness Program But if you make 10 years of standard payments, the loan is paid off and there’s nothing left to forgive. That’s why an income-driven repayment (IDR) plan is effectively required to get real benefit: your monthly payment tracks your income, you carry a balance for the full 120 months, and PSLF wipes out what remains.
Perkins Loan Teacher Cancellation
If you still owe on a Federal Perkins Loan, five years of full-time teaching at a qualifying Title 1 school cancels 100% of the balance.9eCFR. 34 CFR 674.53 – Teacher Cancellation of Perkins Loans No new Perkins Loans have been issued since 2017, but the cancellation is still available if you’re repaying one.
Cancellation happens in stages tied to the original principal:
- Years one and two: 15% per year
- Years three and four: 20% per year
- Year five: 30%
Each year’s cancellation also covers the interest that accrued during that year of service.9eCFR. 34 CFR 674.53 – Teacher Cancellation of Perkins Loans Your school must defer your Perkins payments automatically during qualifying service, and interest doesn’t accrue during that time.
One process difference: Perkins cancellation is handled by the school that issued the loan, or its designated servicer, not by a federal loan servicer.
Can You Combine Teacher Loan Forgiveness With PSLF?
You can benefit from both TLF and PSLF over a career, but the same years of service can’t count toward both. If you use five years of teaching to claim TLF, the payments you made during those five years won’t count toward PSLF’s 120. So there’s a real choice to make. If your total federal balance is modest, taking the $17,500 (or $5,000) after five years might come out ahead. If you owe a large amount, skipping TLF and letting every payment count toward PSLF from day one may save more, because PSLF forgives whatever remains regardless of size. Run the numbers before deciding. Five years spent qualifying for TLF are five years you don’t get back for PSLF purposes.
Perkins cancellation sits outside this conflict. It applies only to Perkins Loans, while TLF and PSLF apply to Direct and Stafford Loans, so there’s no overlap to manage.
Do You Pay Taxes on the Forgiven Amount?
No, not at the federal level. How to Apply
Check the TCLI Directory First
Search the Teacher Cancellation Low-Income Directory on the Federal Student Aid website by state, year, and school name.2Federal Student Aid. Teacher Cancellation Low Income Directory The school needs to appear in the directory for every academic year you’re claiming. A school that qualified in one year but not the next creates a gap that can break your five consecutive years for TLF, so check each year individually.
Pull Your Records Together
You’ll need your loan servicer’s name and account number (on your billing statements or StudentAid.gov dashboard), the exact school name as it appears in the TCLI Directory, and the start and end dates of each academic year worked. For PSLF, you’ll also need your employer’s EIN.
File the Right Form
For TLF, use the Teacher Loan Forgiveness Application on the Federal Student Aid site. Your school’s chief administrative officer has to sign and certify the employment section, and the completed form goes to your loan servicer.12Federal Student Aid. Teacher Loan Forgiveness Application
For PSLF, use the PSLF Certification and Application form. Submit it annually and whenever you change employers, not just at the 10-year mark. Regular submission keeps your qualifying payment count updated and catches problems early. Your employer certifies your dates and full-time status.
For Perkins cancellation, contact the school that issued the Perkins Loan or its designated servicer. The request goes to that institution directly.
Processing takes anywhere from several weeks to a few months. Make sure the school name on the application matches the TCLI Directory exactly, since mismatches are one of the most common reasons applications stall.
If Your Application Is Denied
For PSLF, you can file a reconsideration request through your StudentAid.gov account if you disagree with the qualifying payment count in your determination letter.13Federal Student Aid. Supporting documentation like payment records or prior servicer correspondence strengthens the case but isn’t strictly required.
TLF denials often come down to fixable problems: a school name that doesn’t match the TCLI Directory, an incomplete certification from the chief administrative officer, or a miscounted five-year window. Read the denial reason carefully, correct the issue, and resubmit. If you believe the denial was wrong, ask your servicer what specific documentation they need to reconsider.
Keep your own records across all three programs. Save copies of every employment contract, every form you submit, and every response you get back. Servicer records aren’t always accurate, and borrowers who can produce their own paper trail are the ones who get errors corrected.
