IVAFE: Italy’s Wealth Tax on Foreign Financial Assets, Rates, and Filing

IVAFE, short for Imposta sul Valore delle Attività Finanziarie Detenute all’Estero, is Italy’s annual wealth tax on foreign financial assets held by Italian tax residents. The standard rate is 0.2% of each asset’s year-end market value, foreign bank accounts pay a flat €34.20 per account instead, and everything gets reported in the Quadro RW section of your annual income tax return.1Agenzia delle Entrate. Decree-Law No. 201 of December 6, 2011 – Article 19

Who Has to Pay IVAFE

IVAFE applies to individuals, non-commercial entities, and simple partnerships that qualify as Italian tax residents. Legislative Decree 209/2023 rewrote the residency rules effective January 1, 2024. You are an Italian tax resident if, for more than half the calendar year (183 days, or 184 in a leap year), you meet any one of these tests:

  • Your habitual physical dwelling is in Italy.
  • Your domicile, defined since 2024 as the place where your personal and family relationships are primarily developed, is in Italy. The pre-2024 rule focused on economic interests instead.
  • You are physically present in Italy, with partial days counted as full days.2Agenzia delle Entrate. Residence for Tax Purposes
  • You are registered in the civil registry of the resident population. Since 2024 this creates only a rebuttable presumption, so you can prove you actually live abroad.

Meeting one test for 183 days or more makes you a tax resident and pulls your worldwide financial holdings into IVAFE. Using a non-Italian broker does not help: the tax specifically reaches residents who hold assets through foreign intermediaries that do not withhold Italian taxes.1Agenzia delle Entrate. Decree-Law No. 201 of December 6, 2011 – Article 19

Two groups sit outside the ordinary system. New residents who opt into Italy’s flat tax regime for high-net-worth individuals are exempt from both IVAFE and Quadro RW reporting; the annual substitute tax is €100,000, or €200,000 for people who moved their residence after August 10, 2024. A separate regime for foreign retirees relocating to southern Italy also provides a full IVAFE and monitoring exemption.

What Counts as a Foreign Financial Asset

IVAFE reaches nearly every kind of financial holding kept outside Italy: foreign bank and savings accounts, brokerage accounts, stocks, mutual funds, government and corporate bonds issued by non-Italian entities, equity stakes in foreign companies, derivatives, structured products, precious metals held in financial form, and annuity or endowment-type insurance policies arranged with foreign insurers.

What matters is whether the asset sits outside Italian territory in a custodial or legal sense. Holding something through a foreign trust, nominee, or power of attorney does not remove the beneficial owner’s reporting duty.1Agenzia delle Entrate. Decree-Law No. 201 of December 6, 2011 – Article 19 On the other side of the line, a foreign asset held through an Italian intermediary that already applies Italian withholding and stamp duty is generally not subject to IVAFE, because the domestic stamp duty has already captured it.

Cryptocurrency held on foreign exchanges or in self-custody wallets is taxed at the same 0.2% rate on its December 31 market value. Crypto held through an Italian-based exchange or custodian instead pays a 0.2% domestic stamp duty at the source and owes no separate IVAFE.

American-style retirement accounts get a specific carve-out. Article 19(18) of Decree-Law 201/2011 excludes supplementary pension schemes managed under foreign law from IVAFE, and Circolare 28/E confirmed that U.S. employer-sponsored plans like 401(k)s and 403(b)s along with traditional IRAs qualify, provided the holder cannot freely withdraw or pledge the assets before retirement or a qualifying event. These accounts still have to be disclosed in Quadro RW; the exemption only removes the 0.2% tax. Roth IRAs are treated less clearly because their early-withdrawal flexibility can be read as undermining the restricted-access condition, so cross-border advice is worth getting.

How Much You Owe

IVAFE has two rate structures depending on what you hold:

  • Financial assets (stocks, bonds, funds, crypto, and so on): 0.2% of the market value as of December 31, or the last day you held the asset if you sold during the year.1Agenzia delle Entrate. Decree-Law No. 201 of December 6, 2011 – Article 19
  • Bank and savings accounts: a flat €34.20 per account per year, regardless of balance. The fee is not owed at all if the average annual balance stays below €5,000.

Starting with the 2024 tax year, Italy’s Budget Law raised the rate to 0.4% for financial assets held in jurisdictions classified as having privileged taxation under the 1999 Ministerial Decree. Switzerland came off that list effective 2024, so Swiss-held assets stay at 0.2%.

Ownership rarely lines up neatly with the calendar. If you bought or sold an asset partway through the year, IVAFE is prorated to the days you held it, and the same applies if you became or ceased being an Italian tax resident during the year. Co-owners each pay on their proportional share.1Agenzia delle Entrate. Decree-Law No. 201 of December 6, 2011 – Article 19

If the country where the asset sits already charges its own wealth tax, you can credit that foreign tax against IVAFE, capped at the IVAFE amount due. One exception: if a double taxation treaty covers wealth taxes and assigns taxing rights exclusively to the country of residence, Italy’s position is that you cannot claim the credit here and should instead seek a refund from the foreign country.

When You Have to Report

Reporting and paying are separate questions. Even assets that generate no tax may still need to appear in Quadro RW.

Bank Accounts

You can skip Quadro RW for a foreign bank or savings account only if both conditions hold: the average annual balance stayed below €5,000 and the balance never exceeded €15,000 on any single day. Crossing the €15,000 peak triggers reporting even when the average stays low. The €34.20 tax itself only applies once the average annual balance reaches €5,000.

Other Financial Assets

Stocks, bonds, fund shares, insurance policies, and similar holdings have no minimum reporting threshold. They go in Quadro RW regardless of value, and the 0.2% tax applies from the first euro.

Crypto on Foreign Platforms

Crypto held on foreign exchanges or self-custody wallets must be reported in Quadro RW when the aggregate value exceeds €15,000 at any point during the year.

What to Have Ready

For each asset you’ll need the December 31 market value (or the disposal date value), the exact acquisition and sale dates, your ownership share on jointly held assets, and records of any foreign wealth taxes paid. For bank accounts, note both the year-end balance and the peak balance reached during the year.3Agenzia delle Entrate. How to File and Pay

IVAFE is reported inside the Modello Redditi Persone Fisiche, in the Quadro RW section. The filing deadline is October 31 of the year following the tax year, so a 2025 return is due by October 31, 2026.4Agenzia delle Entrate. How and When to File a Tax Return Non-residents abroad who cannot file electronically have until November 30.

Returns go in electronically through the Agenzia delle Entrate’s online portals, Entratel for intermediaries or the agency’s web services for individual taxpayers.5Agenzia delle Entrate. Online Services Payment runs through the Modello F24, Italy’s unified payment form.6Agenzia delle Entrate. Payment Forms F23 – F24 The IVAFE tax codes are:

  • 4043 for the balance payment
  • 4047 for the first advance installment or lump-sum advance
  • 4048 for the second advance installment

IVAFE payment dates track personal income tax. The balance and first advance fall due at the end of June, with a 30-day extension available at a small surcharge, and the second advance is due at the end of November. After filing, keep the electronic receipt and the F24 payment confirmation; audits can reach back several years.

Penalties and Voluntary Correction

Failing to disclose foreign financial assets in Quadro RW carries administrative penalties of 3% to 15% of the undisclosed value, depending on the circumstances.1Agenzia delle Entrate. Decree-Law No. 201 of December 6, 2011 – Article 19 Assets held in jurisdictions Italy classifies as non-cooperative can push those penalties to double. Monitoring penalties sit on top of any unpaid IVAFE plus interest.

Italy’s ravvedimento operoso mechanism lets you fix a late or missing filing at sharply reduced rates, provided you act before the tax authority contacts you. Correcting within 30 days of the deadline costs far less than correcting a year later. On the F24, code 8943 covers the penalty amount and 1943 covers the interest. Given how quickly penalties escalate in flagged jurisdictions, voluntary correction is almost always cheaper than waiting to be found.
