The ITAR registration form DS-2032, formally the Statement of Registration, is filed electronically through the State Department’s Defense Export Control and Compliance System (DECCS) portal at deccs.pmddtc.state.gov. You complete the numbered blocks with company, ownership, and personnel information, upload supporting documents, have a senior officer apply an electronic signature, and pay a registration fee that starts at $3,000 per year for new applicants.1eCFR. 22 CFR 122.3 – Registration Fees Registration is a prerequisite: no export license or other Directorate of Defense Trade Controls (DDTC) authorization can issue until it is on file and current.
Who Has to File
Anyone in the business of manufacturing or exporting defense articles on the United States Munitions List (USML) must register with DDTC by filing a DS-2032.2eCFR. 22 CFR 122.2 – Registration Statement The trigger is the activity, not whether anything has actually crossed a border. A machine shop that fabricates parts for a military weapon needs to register even if every sale stays domestic. So does a software developer working on military guidance code, or an engineer providing design support for a USML item.3U.S. Department of State – Directorate of Defense Trade Controls. Brokers register under a parallel rule. If you arrange or facilitate the sale, transfer, or disposal of defense articles or services between other parties, you need your own registration even if you never handle the goods.4eCFR. 22 CFR 129.3 – Requirement to Register
Before you open the form, identify every USML category your products, services, or technical data fall under. The list at 22 CFR 121.1 runs from firearms and ammunition through spacecraft, military electronics, and classified articles across 21 categories, and you will select the applicable ones on the DS-2032.
Narrow Exemptions
Four groups are exempt from registration itself: U.S. government officers and employees acting officially; persons whose relevant business is limited to producing unclassified technical data only; persons whose manufacturing and export are entirely licensed under the Atomic Energy Act of 1954; and persons who fabricate articles solely for experimental or scientific purposes, including research and development.5eCFR. 22 CFR 122.1 – Registration Requirements, Exemptions, and Purpose
The last two exemptions come with a catch. Even if you qualify, you cannot receive an export license or other approval without registering. Set Up Before You Start Typing
DECCS Account
The DS-2032 exists only inside DECCS. Go to the portal and use the enrollment link to create a user account tied to your organization. Nothing else in the process works until enrollment is complete. Plan to have your signing officer and other key personnel set up their own accounts too, since the person who signs the form applies an electronic signature from inside the portal.
Empowered Official
Every ITAR-registered entity must designate at least one Empowered Official. This is the person authorized to sign export license applications and other requests for DDTC approval on the company’s behalf. To qualify, the individual must be a U.S. person, directly employed by the registrant or one of its subsidiaries, in a position with authority over policy or management, and formally empowered in writing to sign on the company’s behalf.6eCFR. 22 CFR 120.67 – Empowered Official The designation letter should be signed by the officer who signs the DS-2032 and kept in the company’s records.
The role carries personal exposure. An Empowered Official is expected to have independent authority to investigate any proposed export or brokering transaction, to verify its legality, and to refuse to sign without retaliation. Working knowledge of the ITAR, the Arms Export Control Act, the Export Administration Regulations, OFAC sanctions, and the Foreign Corrupt Practices Act is part of the job. Violations can produce personal criminal liability, fines, and debarment from government contracting.
What the DS-2032 Asks For
The form is organized into numbered blocks. Getting them right the first time avoids amendment requests that stall the review.7Reginfo.gov. DS-2032 Instructions
Block 1: Type of Filing
Choose new registration, renewal, amendment, or cancellation. Renewals and amendments require your existing DDTC registration code. A cancellation must specify which controlled activities — manufacturing, exporting, brokering, or freight forwarding — you are ending.
Blocks 2 and 3: U.S. Person Status and Foreign Ownership
Block 2 asks whether the applicant is a “U.S. person” under ITAR definitions; if yes, attach documentation. Block 3 covers foreign ownership and control. You must disclose whether any foreign person owns 25 percent or more of the company’s voting securities, and whether anyone from a country listed in 22 CFR 126.1 has the ability to direct company policies or holds 5 percent or more of voting securities.
This block draws the most scrutiny. The regulation requires a certification explaining the nature of any foreign ownership or control, including the identities of the foreign persons who ultimately own or control the registrant.2eCFR. 22 CFR 122.2 – Registration Statement Vague answers are one of the fastest ways to draw follow-up questions from DDTC analysts.
Block 4: Organizational Type
Corporation, LLC, partnership, educational institution, individual, or other. Nonprofits that are fully tax-exempt under 26 U.S.C. 501(c)(3) can qualify for a fee reduction but must attach their IRS certification letter.
Senior Officer Disclosures
The form collects information on all senior officers, board members, partners, and owners, and not only for the registrant but for any parent, subsidiary, or affiliate listed on the registration. The signing officer must certify whether any of these individuals has ever been charged with or convicted of an offense listed in 22 CFR 120.6, or is currently ineligible to contract with or receive licenses from any U.S. government agency.2eCFR. 22 CFR 122.2 – Registration Statement A “yes” answer does not automatically disqualify the registration, but it will extend review.
Corporate Family and Organizational Chart
Blocks 8 through 10 capture your corporate structure. A subsidiary the registrant owns more than 50 percent of, or otherwise controls, can be included on the parent’s registration rather than filing its own. If your registration includes any subsidiaries, affiliates, or an ultimate parent, attach an organizational chart showing every layer through the ultimate parent, whether U.S. or foreign. Block 11: Supporting Documents
At minimum, upload documentation showing the entity is incorporated or otherwise authorized to do business in the United States.2eCFR. 22 CFR 122.2 – Registration Statement Depending on answers elsewhere, you may also need U.S. person documentation, the organizational chart, and a 501(c)(3) letter. Upload everything before submitting; the package is not complete without its attachments.
Submit and Pay
Once every block is complete and all attachments are uploaded, the signing officer applies a secure electronic signature within DECCS and submits.9Directorate of Defense Trade Controls. Completing the DS-2032 Statement of Registration Form Only electronic payment is accepted.
The fee has three tiers, set by the number of license applications or other authorization requests DDTC approved in the 12 months ending 90 days before your current registration expires:1eCFR. 22 CFR 122.3 – Registration Fees
- Tier 1, $3,000: new registrants, and renewing registrants with zero favorable determinations in the measurement period.
- Tier 2, $4,000: renewing registrants with five or fewer favorable determinations.
- Tier 3, calculated: renewing registrants with more than five favorable determinations, at $4,000 plus $1,100 for each favorable determination above five.
Tier 3 has a ceiling. If the calculated fee exceeds 3 percent of the total value of all approved applications, the fee drops to 3 percent of that total value or $4,000, whichever is greater.10Directorate of Defense Trade Controls. Registration Payment
A Tier 1 discount pilot has been extended beyond January 2026. Qualifying Tier 1 registrants can petition DDTC for a $500 discount, bringing the fee to $2,500. After You File
DDTC reviews the package and takes about 30 days on average, with no guaranteed timeframe. Applications involving complex corporate structures, foreign ownership, or flagged criminal history certifications take longer.12U.S. Department of State – Directorate of Defense Trade Controls. On approval, DDTC assigns a registration code. Manufacturers and exporters get a code starting with “M” and four or five digits, such as M-1234 or M12345. Brokers get a code starting with “K.”13U.S. Census Bureau. Keep the Registration Current
Annual Renewal
Registration is valid for one year. File your renewal through DECCS Registration at least 30 days before expiration, but no earlier than 60 days before.14DDTC Public Portal. Registration Renewal A lapse means no export license can issue or be used during the gap, which can stop shipments and put active contracts at risk. The renewal uses the same DS-2032 with “Renew” selected in Block 1 and your existing code entered. Review every block; anything that changed during the year should already have been amended.
Five-Day Material Change Reports

- Name or address change.
- Change in legal structure, including a bankruptcy filing.
- Change in ownership or control.
- A new or divested subsidiary or affiliate involved in manufacturing or exporting defense articles or services.
- Change in board members, senior officers, partners, or owners.
- Criminal charges or convictions for any person listed on the registration, or a person becoming ineligible to contract with the U.S. government.
File amendments through DECCS Registration with a summary of what changed and a note on whether it affects any existing licenses or approvals.16U.S. Department of State – Directorate of Defense Trade Controls. Cost of Getting It Wrong
Operating without an active registration, or making false statements on the DS-2032, carries civil penalties up to $1,271,078 per violation or twice the value of the underlying transaction, whichever is greater,17eCFR. 22 CFR 127.10 – Civil Penalty and criminal penalties for willful violations up to $1,000,000 per violation, imprisonment up to 20 years, or both.18Office of the Law Revision Counsel. 22 USC 2778 – Control of Arms Exports and Imports The same exposure covers failure to report material changes and allowing debarred individuals to hold positions of authority within a registered entity. Small companies and research institutions are not treated differently. If your work touches the USML, the DS-2032 has to stay current and accurate.
