Is There a National Bank in the United States?

There is no government-run national bank in the United States where ordinary people can open accounts. The phrase “national bank” describes a category of privately owned commercial banks that hold a federal charter rather than a state one. A separate institution, the Federal Reserve, is the country’s central bank, but it serves other banks and the federal government, not individual customers. So when you see “National” in a bank’s name or “N.A.” after it, you’re looking at a private company operating under federal rules, not a bank the government owns.

What “National Bank” Means in the United States

Federal law requires any bank chartered under the National Bank Act to include the word “national” in its name.1Office of the Law Revision Counsel. 12 USC 22 – Organization Certificate The National Bank Act, first passed in 1864, lets groups of private individuals form banking associations that operate under federal rules.2Office of the Law Revision Counsel. 12 USC 38 – The National Bank Act These banks receive their charter from the Office of the Comptroller of the Currency (OCC), a federal agency.3Office of the Law Revision Counsel. 12 USC 21 – Formation of National Banking Associations Chase and Wells Fargo are two familiar examples.

Despite the official-sounding label, national banks are shareholder-owned corporations. They earn profits through lending, fees, and investments like any other business. The “national” designation means only that the bank answers to a federal regulator instead of a state banking department. The OCC monitors these institutions for solvency, requires adequate capital reserves, and enforces consumer protection rules. Violations can bring civil penalties of up to $5,000 per day for each ongoing violation, and the OCC can issue cease-and-desist orders.4Office of the Law Revision Counsel. Title 12 – Banks and Banking, Chapter 2 – National Banks

The alternative is a state charter. The U.S. runs what regulators call a “dual banking system,” in which banks can choose between a federal charter (through the OCC) or one issued by an individual state’s banking department. Both types offer the same services and both can carry federal deposit insurance. The main difference is who supervises them. Federal rules can sometimes override state consumer protection laws for a nationally chartered bank under a legal principle called preemption.5Office of the Comptroller of the Currency. National Banks and the Dual Banking System For a customer, the practical difference is usually small.

The Federal Reserve Is the Central Bank, Not a Retail Bank

The Federal Reserve was created by the Federal Reserve Act of 1913 and functions as a bank for banks and for the federal government.6Office of the Law Revision Counsel. 12 USC 221 – Definitions It operates through a Board of Governors in Washington, D.C., and twelve regional Federal Reserve Banks in cities including New York, Chicago, San Francisco, and Atlanta.7Federal Reserve Board. What the Fed does shape is the cost of borrowing. Congress gave it a mandate to promote maximum employment, stable prices, and moderate long-term interest rates.8Office of the Law Revision Counsel. 12 USC 225a – Maintenance of Long Run Growth of Monetary and Credit Aggregates It pursues those goals primarily by adjusting the federal funds rate, the interest rate banks charge each other for overnight loans. When that rate rises, mortgages, car loans, and credit cards generally get more expensive. When it falls, borrowing generally gets cheaper. The Fed also runs a lending facility called the discount window, which allows member banks to borrow directly from a regional Federal Reserve Bank to cover short-term cash needs.9Office of the Law Revision Counsel. 12 USC 347b – Advances to Individual Member Banks on Time or Demand Notes

Policy discussions have touched on whether the Fed might one day offer digital accounts directly to individuals through a central bank digital currency (CBDC). As of early 2026, the Fed had made no decision to pursue one.10Federal Reserve Board. Central Bank Digital Currency (CBDC) In January 2025, an executive order prohibited federal agencies from establishing, issuing, or promoting a CBDC within the United States and directed that any existing development efforts be terminated.11The White House. The Treasury Handles Federal Money, Not Your Money

The U.S. Department of the Treasury manages the federal government’s finances but does not operate as a commercial bank. It collects taxes through the IRS, issues government debt in the form of Treasury bonds and bills, and maintains the Treasury General Account, the federal government’s primary checking account held at the Federal Reserve. Federal payments, including Social Security benefits and military salaries, flow out of that account.

Treasury also oversees the Financial Crimes Enforcement Network (FinCEN), which monitors large financial transactions to combat money laundering and terrorist financing.12Financial Crimes Enforcement Network. Direct Express: The One Quasi-Banking Service Treasury Offers

Treasury does provide one limited banking-like service. The Direct Express prepaid debit card lets recipients of federal benefits, including Social Security, Supplemental Security Income, and Veterans Affairs payments, receive their money electronically without a bank account.14Bureau of the Fiscal Service. Direct Express There is no signup cost, no monthly fee, no credit check, and no minimum balance. Cardholders get one free ATM withdrawal per deposit each month and can use the card anywhere Mastercard is accepted. Funds on the card are FDIC-insured. The program is issued through Comerica Bank under contract with Treasury, so it isn’t a government-owned bank account, but it fills a gap for people who might otherwise have no electronic access to their benefits.

The Closest Things to a Public Bank

The closest institution to a government-owned bank in the United States is the Bank of North Dakota, established in 1919 and owned by the state government. It is the only state-owned commercial bank in the country. Rather than competing with local banks, it partners with them, holding state tax revenue and offering low-interest loans for agriculture and education. Individual consumers in other states cannot bank there, and no equivalent exists at the federal level.

The U.S. Postal Service offers a narrower financial service: domestic money orders sold at any Post Office. A money order costs $2.55 for amounts up to $500 and $3.60 for amounts between $500.01 and $1,000.15USPS. Money Orders Advocates have periodically proposed expanding USPS into savings accounts or small-dollar loans, but no such program exists today.

Why the Absence of a Government Bank Doesn’t Put Your Money at Risk

Because private institutions hold your deposits, federal insurance is what protects them. Whether you bank at a nationally chartered institution or a state-chartered one, your deposits are covered up to $250,000 per depositor, per insured bank, for each account ownership category.17FDIC. Understanding Deposit Insurance The Federal Deposit Insurance Corporation (FDIC) provides this coverage. If your bank fails, the FDIC pays you back dollar for dollar up to that limit, including any interest that has posted to your account.

Credit unions carry equivalent protection through the National Credit Union Share Insurance Fund, administered by the National Credit Union Administration, with the same $250,000 limit per member, per insured credit union.18MyCreditUnion.gov. Share Insurance The limit applies separately to different ownership categories (individual accounts, joint accounts, retirement accounts), so a married couple at one institution can often have well over $250,000 covered across multiple account types. To confirm your institution is federally insured, check the FDIC’s BankFind tool at banks.data.fdic.gov or look for the FDIC or NCUA logo displayed at the branch.
