Is There a Conventional Streamline Refinance?

Yes. A conventional streamline refinance exists in the form of two programs: Fannie Mae’s RefiNow and Freddie Mac’s Refi Possible. Both let you replace an existing Fannie Mae or Freddie Mac mortgage with a new one carrying a rate at least 50 basis points lower, with a required drop in your monthly payment, using a faster and cheaper process than a standard refinance. Both are aimed at borrowers earning at or below the area median income where the property sits.1Fannie Mae. RefiNow – Expanding Refinance Eligibility for Qualifying Homeowners

Which Program Applies to You

You don’t choose between RefiNow and Refi Possible. Your loan does. RefiNow covers mortgages Fannie Mae owns or has securitized. Refi Possible covers mortgages Freddie Mac owns or has securitized. If neither holds your loan, these streamline options aren’t available.

Your monthly statement shows your servicer, but the servicer is often a different company from the owner. Check ownership directly. The practical differences between the two are minor. RefiNow allows a loan-to-value ratio up to 97% on standard properties, with certain scenarios capped at 95%.4Fannie Mae. RefiNow Refi Possible allows up to 97% on one-unit properties and caps manufactured homes at 95%.5Freddie Mac. Refi Possible

Who Qualifies

Every requirement below has to be met. One miss disqualifies the application.

The new loan also has to stay within the conforming loan limit. For 2026, the baseline is $832,750 for a one-unit property in most of the country, with higher figures in designated high-cost areas.6Federal Housing Finance Agency. What Makes It “Streamline”

Two features do most of the work.

First, the appraisal can often be skipped. When the lender runs your file through Fannie Mae’s Desktop Underwriter or Freddie Mac’s Loan Product Advisor, the system may issue what Fannie Mae calls a “value acceptance offer,” letting the lender use existing property data instead of ordering an inspection.1Fannie Mae. RefiNow – Expanding Refinance Eligibility for Qualifying Homeowners Not every loan qualifies. State-law requirements, rental income used to qualify, or unusual property features can force a full appraisal.

Second, when an appraisal is required on a RefiNow loan, Fannie Mae provides a $500 credit that the lender must pass to you at closing.4Fannie Mae. RefiNow That covers most or all of a typical appraisal fee.

The 65% debt-to-income ceiling is the third piece of the streamlined design. Borrowers who wouldn’t clear a standard refinance’s DTI cap often clear this one.

Closing Costs, Cash Back, and PMI

Streamline doesn’t mean free. Expect lender origination fees, title insurance, recording fees, and prepaid escrow items. Total closing costs for a conventional refinance generally run between 2% and 3% of the loan amount. The appraisal waiver and $500 credit help, but they don’t erase the bill.

Cash back at closing is capped at $250 on both programs.4Fannie Mae. RefiNow The cap exists so minor settlement rounding doesn’t reclassify the loan. If you want to pull meaningful equity out, a standard rate-and-term or cash-out refinance is the right choice instead.

Private mortgage insurance carries over. If your new balance exceeds 80% of the home’s value, you’ll likely have PMI. If you already pay it on your current loan, the streamline refinance doesn’t remove it. The lower rate still cuts your monthly cost.

How the Process Runs

Have your recent mortgage statement, roughly 30 days of pay stubs, W-2s or tax returns from the last two years, property tax and insurance records, and current balances on other debts ready before you apply. That’s what the lender needs to verify income and calculate your debt-to-income ratio.

Once you submit, the lender feeds everything into Desktop Underwriter or Loan Product Advisor. The automated system evaluates the file against RefiNow or Refi Possible guidelines and returns approval, denial, or a request for more information. That automation is where the time savings show up.

After underwriting clears, you receive a Closing Disclosure listing every cost, the final rate, the monthly payment, and the amount due at closing. Federal rules require it to reach you at least three business days before signing.7Consumer Financial Protection Bureau. TILA-RESPA Integrated Disclosures Compare it line by line to the Loan Estimate you received earlier. Push back on unexplained changes before closing day.

At closing, you sign the promissory note and deed of trust. Because this is a refinance on a primary residence, federal law gives you a right of rescission through midnight of the third business day after signing.8Consumer Financial Protection Bureau. 12 CFR 1026.23 – Right of Rescission After that window, the lender funds the new loan, pays off the old mortgage, and records the new lien. Most of these refinances finish within 30 to 45 days from application to funding.
