Yes, rubbing alcohol is FSA eligible when you buy it for a medical purpose such as cleaning a wound or disinfecting skin. No prescription or letter of medical necessity is required, and the same rule applies to HSAs and HRAs.
Why It Counts as a Medical Expense
The IRS treats an expense as medical when it pays for the diagnosis, cure, treatment, or prevention of disease, or affects a structure or function of the body.1Office of the Law Revision Counsel. 26 USC 213 – Medical, Dental, Etc., Expenses Rubbing alcohol used as an antiseptic prevents infection, which puts it in the same category as bandages, gauze, and hydrogen peroxide: a first aid supply with a clear medical function.
Since the CARES Act permanently removed the prescription requirement for over-the-counter medicines in 2020, there’s no ambiguity left about buying antiseptics off the shelf.2FSAFEDS. FAQs
When It Doesn’t Qualify
Purpose is what makes the expense eligible. If you’re buying rubbing alcohol to clean electronics, dissolve adhesive, or degrease something in the garage, that isn’t a medical expense and doesn’t qualify. The IRS distinguishes products used for medical care from products that are merely useful or serve non-medical functions.1Office of the Law Revision Counsel. 26 USC 213 – Medical, Dental, Etc., Expenses
In practice this is rarely a problem, because rubbing alcohol is almost always sold as a first aid antiseptic. But the label matters if your plan administrator asks questions. “Isopropyl rubbing alcohol antiseptic” from a pharmacy reads as medical; an industrial solvent from a hardware store doesn’t.
How to Pay With Your FSA
At an IIAS-Certified Store
The simplest route is swiping your FSA debit card at a retailer using an Inventory Information Approval System. IIAS checks each item at checkout against a database of eligible products and authorizes the card only for qualifying items.3Special Interest Group for IIAS Standards. Merchants Most major pharmacies and large retailers are certified. When the system approves the purchase at the register, the transaction is already substantiated, and you generally won’t be asked for anything else.
Filing a Manual Claim
If you pay out of pocket or shop somewhere without IIAS certification, you submit the receipt to your plan administrator afterward. Most administrators accept photo uploads through a mobile app or web portal, and a mailed claim form works too. FSAFEDS, the federal employee plan, reports that most claims are processed within one to two business days after verification.4FSAFEDS. File a Claim Reimbursement usually arrives by direct deposit or check.
What Your Receipt Needs to Show
An acceptable receipt shows the merchant name, the date, a clear product description such as “isopropyl alcohol 70% antiseptic,” and the amount you paid.5FSAFEDS. Eligible Health Care FSA (HC FSA) Expenses A credit card statement or canceled check on its own isn’t enough, because it doesn’t identify the product.
Keep the receipt for at least three years from the date you file the tax return covering that plan year. That’s the standard window during which the IRS can assess additional tax and review FSA expenses.6Internal Revenue Service. Topic No. 305, Recordkeeping A folder of legible phone photos is fine.
Using Rubbing Alcohol to Spend Down Year-End Balances
FSA funds don’t roll over indefinitely. The default federal rule is use-it-or-lose-it: anything left in the account at the end of the plan year is forfeited.7Internal Revenue Service. Publication 969 – Health Savings Accounts and Other Tax-Favored Health Plans Employers can offer one of two cushions, but not both:
- A grace period of an extra 2½ months to spend leftover funds on new eligible expenses. For a calendar-year plan, that extends the deadline to March 15.
- A carryover of up to $680 of unused funds into the next plan year for plans beginning in 2026. Anything above that is still forfeited.8FSAFEDS. New 2026 Maximum Limit Updates – Message Board
Some plans offer neither. Because rubbing alcohol, bandages, and other first aid supplies are shelf-stable and eligible without any paperwork, they’re a common way to use up remaining balance before the deadline.
