CHAMPVA Eligibility
CHAMPVA eligibility is tied to a veteran sponsor. You may qualify if you are the spouse or dependent child of a veteran the VA has rated permanently and totally disabled from a service-connected condition. Surviving spouses and children of veterans who died from a service-connected disability, or who had a permanent and total rating at death, also qualify. Dependent children lose CHAMPVA at 18 unless they are in school, in which case coverage runs until age 23 or until they stop attending, whichever comes first. Children who marry before 23 lose coverage on the marriage date. Spouses who remarry before age 55 lose CHAMPVA on the date of remarriage; if that remarriage later ends by divorce, annulment, or death, eligibility can be restored the first day of the following month. TRICARE Eligibility
TRICARE covers a much broader population: active-duty service members and their families, National Guard and Reserve members, retirees who completed the required years of service, and their dependents. TRICARE covers dependent children until age 21, or 23 if they are full-time students. After that, unmarried adult children without employer coverage can purchase TRICARE Young Adult up to age 26 as a premium plan.7TRICARE. Why You Can’t Have Both
Federal regulations draw a firm line between the two. If you are eligible for TRICARE, you cannot receive CHAMPVA benefits, even if you are also the dependent of a veteran with a permanent and total service-connected disability.9eCFR. 38 CFR 17.271 – Eligibility TRICARE takes priority. If you gain TRICARE eligibility through marriage or a change in your sponsor’s status, your CHAMPVA coverage ends automatically. It is not a choice.
The VA checks for TRICARE eligibility during the CHAMPVA application. If you later lose TRICARE eligibility, you may then qualify for CHAMPVA and can apply through the VA at that point.
What You Pay
CHAMPVA
CHAMPVA has no enrollment fee and no monthly premium. You pay a $50 annual outpatient deductible per person, up to $100 per family. After the deductible, you pay 25% of the CHAMPVA-determined allowable amount for covered services. A family’s total out-of-pocket spending is capped at $3,000 per calendar year; once you hit that catastrophic cap, CHAMPVA covers 100% of allowable charges for the rest of the year. TRICARE
Active-duty service members pay nothing out of pocket, and their families pay no enrollment fees, though they may have copayments depending on plan and setting.11TRICARE Newsroom. The plan structures also differ. TRICARE Prime works like managed care: you are assigned a primary care manager, need referrals for specialists, and pay the lowest copayments. TRICARE Select works like a preferred provider plan: you choose your own providers without referrals, but you pay higher deductibles and cost-shares. Providers and Pharmacy
CHAMPVA has no formal provider network. TRICARE runs a structured network with its own fee schedule, the CHAMPUS Maximum Allowable Charges, tied by law to Medicare’s allowable charges.14Health.mil. Pharmacy access differs too. Dental and Vision
Neither program includes routine dental or vision as part of standard medical benefits, and the gaps look different. CHAMPVA covers dental only when it is part of treating a non-dental medical condition, and it does not cover routine eye exams, glasses, or contacts.17VA.gov. What Changes at Age 65
Both programs treat Medicare as a hard requirement once you become eligible, and both can end if you drop Part B.
For CHAMPVA, if you become eligible for Medicare Part A, you must enroll in and keep Medicare Part B to stay covered. The rule applies to anyone who turned 65 on or after June 5, 2001. How to Get Into Each Program

TRICARE begins with registration in DEERS. Active-duty members and their families can enroll or change plans any time.
