No, an ITIN is not the same as a Social Security Number. Both are nine-digit numbers that appear on federal tax returns, but they come from different agencies and do very different things. A Social Security Number is issued by the Social Security Administration and, in most forms, authorizes you to work and earn credit toward Social Security and Medicare. An Individual Taxpayer Identification Number is issued by the IRS to people who need to file a U.S. tax return but aren’t eligible for an SSN, and it does nothing beyond federal tax processing.
Who Issues Each Number and Why
The Social Security Administration issues SSNs. The number was created to track workers’ earnings and determine eligibility for Social Security retirement and disability benefits. Employers report your wages under it, and the IRS uses it as your taxpayer ID. U.S. citizens, permanent residents, and temporary residents with work authorization can get one. Over time the SSN became a general-purpose identifier used by banks, credit bureaus, insurers, and other government agencies.
The IRS issues ITINs. It created the number so that foreign nationals, undocumented immigrants, and others outside the SSN system could still meet U.S. tax obligations. An ITIN always begins with a 9, which is the quickest way to tell it apart from an SSN. People who commonly need one include nonresident aliens with U.S.-source income, resident aliens without work authorization who meet the substantial presence test, and spouses or dependents listed on a U.S. return who have no SSN.1Internal Revenue Service. How the Two Numbers Differ in Practice
Once you get past the nine-digit format, the numbers barely resemble each other. The differences that matter to most people are these:
- Work authorization. An SSN generally authorizes you to work. The exception is a Social Security card marked “NOT VALID FOR EMPLOYMENT,” which is issued to people who are lawfully present without work authorization but need a number for a non-work reason. An ITIN never authorizes work.2Social Security Administration. Types of Social Security Cards
- Benefits. An SSN is the gateway to Social Security retirement benefits, disability benefits, and Medicare. An ITIN provides none of these.1Internal Revenue Service. Individual Taxpayer Identification Number (ITIN)
- Immigration status. An ITIN does not change your immigration status, and it is not identification outside the federal tax system.
- Scope of use. An SSN is used across banking, credit, and government systems. An ITIN is used only for federal tax filing.
- Expiration. An SSN doesn’t expire. An ITIN expires on December 31 of the third consecutive year in which it isn’t used on a federal tax return.3Internal Revenue Service. How to Renew an ITIN
You cannot hold both numbers at the same time. If you become eligible for an SSN, you have to stop using your ITIN and ask the IRS to combine the records.4Internal Revenue Service. Additional ITIN Information
Tax Credits: Where the Difference Costs Money
The starkest practical gap between an SSN and an ITIN shows up in tax credits. Several valuable credits require an SSN, and an ITIN will not stand in for one.
The Earned Income Tax Credit is completely off-limits to ITIN holders. You, your spouse if filing jointly, and every qualifying child must each have a valid SSN issued for employment. An SSN marked “NOT VALID FOR EMPLOYMENT” also disqualifies you.5Internal Revenue Service. Who Qualifies for the Earned Income Tax Credit (EITC)
The Child Tax Credit works the same way for the child. Each qualifying child must have an SSN that is valid for employment and issued before the due date of the return. A child with only an ITIN cannot be claimed for the Child Tax Credit or the Additional Child Tax Credit.6Internal Revenue Service. Child Tax Credit
The fallback for ITIN dependents is the Credit for Other Dependents, worth up to $500 per dependent. The dependent can have an ITIN but must be a U.S. citizen, U.S. national, or U.S. resident alien. That $500 is nonrefundable, so it can reduce your tax to zero but will not generate a refund on its own.6Internal Revenue Service. Child Tax Credit
Timing is a trap here. The ITIN must be assigned by the due date of the return, including extensions, for you to claim any credit that tax year.1Internal Revenue Service. Individual Taxpayer Identification Number (ITIN) If your application is still pending when you file, the credit will be denied for that year.
ITIN Expiration
An SSN follows you for life. An ITIN doesn’t. If you don’t use your ITIN on a federal tax return for three consecutive tax years, it expires on December 31 of that third year, and you won’t get a warning letter before it happens.3Internal Revenue Service. How to Renew an ITIN
To renew, you submit Form W-7 with the “Renew an existing ITIN” box checked, along with your identity documents and, in most cases, the tax return that requires the number. If your legal name has changed since the ITIN was originally issued, include documentation such as a marriage certificate or court order.3Internal Revenue Service. How to Renew an ITIN Filing with an expired ITIN doesn’t stop the IRS from accepting your return, but it will delay any refund and can cost you credits that require a valid ITIN by the deadline. Dependents with expired ITINs each have to renew separately.
What Happens When You Move From an ITIN to an SSN
If your immigration or work status changes and you receive an SSN, you must stop using your ITIN right away and use the SSN for all tax purposes. You also need to notify the IRS so it can merge your ITIN tax records with your new SSN. If you skip this step, wages and withholding reported under your ITIN may not get credited to your new record, which can shrink a refund you’re owed.4Internal Revenue Service. Additional ITIN Information
To combine the records, send the IRS a letter that includes your full name, mailing address, ITIN (with a copy of your CP 565 Notice of ITIN Assignment if you still have it), and a copy of your new Social Security card. The address is:

You can also handle this at a local IRS office. Once the IRS processes the request, it voids the ITIN and links your prior tax information to your SSN.1Internal Revenue Service. Individual Taxpayer Identification Number (ITIN) Continuing to use both numbers after you get an SSN creates duplicate records that can trigger processing delays.
The Short Version
Same length, same format, entirely different tools. An SSN is a lifelong identifier tied to work authorization, benefits, and the wider financial system. An ITIN is a tax-filing number for people who can’t get an SSN, with real limits on the credits it unlocks and a clock that runs out after three unused years. If you qualify for an SSN, get one and retire the ITIN; if you don’t, the ITIN keeps you compliant with the IRS, and that is the entire job it was built to do.
