IRS Refund Trace: How to Request One and What Happens Next

An IRS refund trace is the formal request you file when the IRS says your refund was sent but it never reached you. You start one by calling 800-829-1954 for the automated system, calling 800-829-1040 to speak with a representative, or mailing or faxing a completed Form 3911 (Taxpayer Statement Regarding Refund) to the service center that handles your state.1Internal Revenue Service. Refund Inquiries 2 Before you do either, confirm through the “Where’s My Refund?” tool that the refund was actually issued and that enough time has passed for normal delivery.

Confirm the Refund Was Issued

A trace only applies after the IRS has sent your money. If your return is still processing, there is nothing to trace yet, and a phone representative will tell you the same thing.

Check the status in one of two ways. Sign into your IRS online account to see your refund status, tax records, and amended return details, or use the “Where’s My Refund?” tracker without signing in using your Social Security number, filing status, and the exact refund amount. Status becomes available 24 hours after e-filing a current-year return, three days after e-filing a prior-year return, or four weeks after mailing a paper return.2Internal Revenue Service. Refunds

If the tool shows the refund was issued, write down the issue date. You need it to figure out whether you have waited long enough to open a trace, and the IRS will ask for it.

How Long You Have to Wait Before Requesting a Trace

The IRS will not open a trace until a reasonable delivery window has passed. The waiting period depends on how the refund was sent.

  • Direct deposit: wait at least five days after the issue date. If nothing has posted to your bank, you can request a trace.3Taxpayer Advocate Service. Lost or Stolen Refund
  • Paper check to a domestic address: wait at least 28 days from the date the IRS mailed it.4Internal Revenue Service. About Where’s My Refund?
  • Paper check to a foreign address: wait at least nine weeks from the mailing date.

Calling before these windows expire will not get a trace started.

Watch the Three-Year Refund Deadline

If you are tracing a refund from an older return, check the refund statute first. You generally have three years from the date you filed your original return, or two years from the date you paid the tax, whichever is later, to claim a refund. After that, the IRS treats the credit as expired and will not pay it even if everyone agrees it was owed to you.5Taxpayer Advocate Service. Refund Statute Expiration Date (RSED)

Opening the Trace

Once the waiting period has passed, you have two paths.

By Phone

Call 800-829-1954 for the automated refund trace system, or 800-829-1040 to reach a representative.1Internal Revenue Service. Refund Inquiries 2 Have your Social Security number, filing status, tax year, and exact refund amount ready.

One restriction catches many people: if you filed a joint return, the automated phone system will not process the request. You have to speak with a live representative or submit Form 3911 on paper.6Internal Revenue Service. Refund Inquiries

By Mail or Fax

Download Form 3911 from the IRS website and fill in your name, address, Social Security number, phone number, the tax year, the type of return you filed, the exact refund amount, and the issue date. The form also asks why you are filing: lost check, stolen check, or a direct deposit that never posted.7Internal Revenue Service. About Form 3911, Taxpayer Statement Regarding Refund Both spouses must sign if the return was joint.

Mail or fax the completed form to the service center that handles your state. The correct address and fax number are in the Form 3911 instructions. There is currently no electronic submission option through an IRS online account or document upload tool, and you need a separate Form 3911 for each tax year with a missing refund.

What Happens After the Trace Is Filed

The outcome depends on how the refund was sent and, for paper checks, whether anyone cashed it.

Paper Check That Was Never Cashed

If the trace shows the check was never cashed, the IRS cancels it and issues a replacement.6Internal Revenue Service. Refund Inquiries This is the clean outcome and usually resolves within several weeks.

Paper Check That Was Cashed

If someone cashed the check, the Bureau of the Fiscal Service takes over. BFS mails you a claim package that includes a copy of the cashed check. You review the endorsement on the back and complete an affidavit certifying whether the signature is yours. BFS then reviews the claim and the signature. That review can take up to six weeks. If BFS finds the check was cashed fraudulently, it issues a replacement; if the endorsement looks legitimate, the claim can be denied.6Internal Revenue Service. Refund Inquiries

Direct Deposit the Bank Rejected

If the account or routing number on your return does not match a valid account, the bank rejects the deposit and returns the money to the IRS. The IRS then mails you a notice explaining how you will get the refund. If five calendar days pass after the rejection with no deposit and no notice, file Form 3911.8Internal Revenue Service. Direct Deposit the Bank Accepted Into the Wrong Account

This is the hard case. If you entered an account number that happens to belong to another person and the bank accepted the deposit, the IRS will not recover the money for you. You have to work directly with the financial institution.8Internal Revenue Service. Refund Inquiries 18

If the bank refuses or the funds are gone, the IRS cannot force the bank to cooperate; the dispute becomes a civil matter between you, the bank, and the person who received the deposit. You can still file Form 3911 so the IRS contacts the bank on your behalf, but banks have up to 90 days to respond and the full process can run up to 120 days.8Internal Revenue Service. When a Trace Is Not the Right Tool

Two situations look like missing refunds but call for a different response.

Your Refund Was Offset to Pay a Debt

If the amount was smaller than expected or did not arrive, the Treasury Offset Program may have redirected it to cover past-due child support, federal non-tax debts, state income tax, or certain state unemployment debts.9Internal Revenue Service. Reduced Refund You should get a notice explaining the offset. If you did not, call the Bureau of the Fiscal Service TOP call center at 800-304-3107 and select option 1 to hear the amount, date, and creditor agency.10Bureau of the Fiscal Service. Home – Bureau of the Fiscal Service A trace will not change an offset.

The IRS Is Holding Your Refund for Identity Verification

A refund that looks stuck in processing is sometimes flagged by the IRS Taxpayer Protection Program. The IRS sends Letter 5071C or Letter 4883C when it suspects a return filed under your Social Security number is fraudulent, and the refund is not released until you respond.11Internal Revenue Service. How IRS ID Theft Victim Assistance Works Letter 5071C includes an online verification link; Letter 4883C provides a phone number. Follow the instructions in the letter rather than filing a trace or an identity theft affidavit on your own.

If the Trace Stalls

Traces do not always resolve on time. If yours has been open more than 30 days past the normal processing window with no resolution, or the IRS keeps sending interim letters asking for more time, you may qualify for help from the Taxpayer Advocate Service.12Taxpayer Advocate Service. TAS is an independent organization within the IRS. You are more likely to get assistance if the missing refund is causing real financial hardship, such as risk of losing your home, inability to pay for utilities or food, or significant credit damage. TAS also steps in when an IRS system or procedure has failed to work as intended. Call 877-777-4778 or contact your local Taxpayer Advocate office.
