For the 2025 tax year (returns filed in 2026), IRS Free File eligibility and income limits come down to a single number: if your adjusted gross income is $89,000 or less, you qualify for the guided tax software offered through the Free File program.1Internal Revenue Service. E-file: Do Your Taxes for Free Individual software partners layer their own rules on top of that ceiling, and filers above $89,000 have separate free options that carry no income cap.
The $89,000 AGI Cutoff
AGI is your total income minus specific adjustments like student loan interest deductions and educator expenses. It is the only income figure that matters for Free File eligibility. The $89,000 limit applies to the return as a whole, not per person, so a married couple filing jointly qualifies only if their combined AGI is $89,000 or less.2Internal Revenue Service. 2026 Tax Filing Season Opens With Several Free Filing Options Available
Being above $89,000 does not shut you out of free filing. It only shuts you out of the guided commercial software offered through the Free File Alliance partnership. Free File Fillable Forms and IRS Direct File remain available, and both are covered further down.
Rules Each Provider Adds on Top
Meeting the $89,000 threshold does not mean every Free File partner will take your return for free. Each participating software company sets its own additional criteria around age, state of residence, and sometimes whether you qualify for the Earned Income Tax Credit.3Internal Revenue Service. IRS Free File – Browse All Offers
- Age windows vary by provider. One partner limits its offer to filers between ages 20 and 60. Another cuts off at age 64. If you’re on either end of the age spectrum, check the fine print before committing.
- At least one provider offers free filing exclusively to taxpayers who qualify for the Earned Income Tax Credit, regardless of other factors.
- State return coverage is inconsistent. FreeTaxUSA, TaxSlayer, and OLT.com include free state returns for filers who qualify federally. FileYourTaxes.com and ezTaxReturn.com do not.
The IRS Free File landing page hosts a lookup tool that filters partners against your income, age, and state before you pick one.4Internal Revenue Service. IRS Free File: Do Your Taxes for Free Running it first avoids the frustration of getting halfway through a return only to find you don’t fit that particular company’s free offer.
What Kinds of Returns Free File Handles
The program is built for individual federal returns filed on Form 1040. That covers more than many people assume. Side businesses, gig income, self-employment earnings, and hobby income all fit as long as they flow through your individual return.5Internal Revenue Service. IRS Free File Can Handle Many Complicated Tax Returns The guided software supports common credits, including the Earned Income Tax Credit, the Child and Dependent Care Credit, and education credits. You can also deduct business expenses in certain situations even without a 1099 or W-2 for that income.
Partnerships, corporations, and other entities that require specialized business returns fall outside Free File. If your tax situation involves those structures, you need separate software or a tax professional.
Free Options Above the Income Limit
Free File Fillable Forms
Free File Fillable Forms is the no-income-limit alternative. Anyone can use it regardless of AGI.6Internal Revenue Service. Free File Fillable Forms The trade-off is that it offers almost no guidance. The software is essentially a digital replica of paper IRS forms. It handles basic math, but it will not walk you through deductions, suggest credits you might qualify for, or flag errors the way commercial guided software does.
Fillable Forms only supports federal returns. No state filing.7Internal Revenue Service. Free File Fillable Forms: Program Limitations and Available Forms You also need a U.S. cell phone number that can receive text messages, because the system uses SMS for identity verification. If you’re comfortable preparing your own taxes from IRS instructions, it’s a genuinely free way to e-file at any income level. If you’ve never filed before, guided software or Direct File is a better starting point.
IRS Direct File
Direct File is a newer tool built and operated entirely by the IRS, separate from the Free File Alliance partnership. It doesn’t route you through a third-party company’s website, which removes the upselling that has long frustrated Free File users. There is no income limit.
Direct File launched with a narrow scope covering relatively straightforward returns and has expanded incrementally to more states and tax situations each filing season.2Internal Revenue Service. 2026 Tax Filing Season Opens With Several Free Filing Options Available It is not yet available in every state or for every type of income, so confirm at the IRS website that your state and situation are supported for the current year before you rely on it. If Direct File doesn’t cover you, the guided Free File software (under the $89,000 AGI limit) or Fillable Forms (any income) remain open.
MilTax for Military Families
Active-duty service members, their spouses, and eligible veterans have a separate free option called MilTax, offered through Military OneSource rather than the IRS Free File program. MilTax has no income limit and includes electronic filing for one federal return plus up to five state returns at no cost.8Internal Revenue Service. Military Personnel and Their Families Have Filing Options and Resources Military filers can still use the standard Free File program if they prefer, under the same $89,000 AGI rule that applies to everyone else. MilTax is worth knowing about because it handles multiple state returns for free, which most Free File partners either charge for or don’t offer.
Extensions Have No Income Limit
One eligibility distinction is worth flagging. If you can’t finish your return by the April deadline, you can use IRS Free File to electronically request an automatic extension regardless of income.9Internal Revenue Service. Get an Extension to File Your Tax Return The $89,000 cap doesn’t apply to the extension request itself. The extension pushes your filing deadline to October 15, and you must submit it by the original April due date. It only extends the time to file, not the time to pay. If you owe, estimate and pay by April or interest and penalties will start accruing on the unpaid balance.
