IRS Form W-4V is the Voluntary Withholding Request you send to a government payer to have federal income tax taken out of certain benefits before they reach you. You can choose 7%, 10%, 12%, or 22% of each payment, and that’s the full menu — no custom dollar amounts, no other percentages.1Internal Revenue Service. Form W-4V – Voluntary Withholding Request Without the form, payments like Social Security and unemployment arrive with nothing set aside for taxes, which often means a bill in April. Setting up withholding through W-4V can also reduce or remove the need for quarterly estimated payments, which the IRS expects whenever you’ll owe $1,000 or more after subtracting withholding and refundable credits.2Internal Revenue Service. Which Payments Form W-4V Covers
The list is short and specific. Form W-4V only works for these government-administered payments:1Internal Revenue Service. Form W-4V – Voluntary Withholding Request
- Unemployment compensation, including payments under the Railroad Unemployment Insurance Act. Unemployment is fully taxable at the federal level, and your state agency won’t deduct federal tax unless you submit a W-4V.
- Social Security benefits — monthly retirement, survivor, and disability payments from the Social Security Administration.
- Tier 1 railroad retirement benefits (the Social Security-equivalent portion).
- Commodity Credit Corporation loans treated as income.
- Certain crop disaster payments under the Agricultural Act of 1949 or Title II of the Disaster Assistance Act of 1988.
- Dividends and other distributions paid by Alaska Native Corporations to shareholders.
Wages from an employer are not on this list. Those go through the standard Form W-4. Pensions, annuities, and IRA distributions are not on this list either, which is where people most often use the wrong form.
Pensions, Annuities, and IRA Distributions
If you receive a pension, annuity, profit-sharing distribution, or regular IRA payment, you set up withholding through Form W-4P, not W-4V.3Internal Revenue Service. 2026 Form W-4P Form W-4P works more like the wage version: you provide filing status, dependents, and other income, and the payer calculates a tailored amount rather than a flat percentage. For one-time or irregular retirement distributions, such as a lump-sum withdrawal or an eligible rollover, the correct form is W-4R.4Internal Revenue Service. About Form W-4R, Withholding Certificate for Nonperiodic Payments and Eligible Rollover Distributions Filing a W-4V for any of these will delay your request.
Choosing 7%, 10%, 12%, or 22%
The right percentage depends on your total income from every source, not just the benefit being withheld from. A useful starting point is your most recent tax return: divide the total tax you paid by your total income to get your effective rate, then pick the W-4V option closest to it. If your effective rate was around 11%, choosing 12% will slightly overwithhold and produce a small refund rather than a balance due.
Some rules of thumb narrow the choice. If Social Security is your only income and your total benefits fall below the taxable thresholds, you may owe no federal tax at all and can skip withholding entirely. If you have significant income from other sources pushing you into higher brackets, 22% is often the safest pick, since underpayment carries a penalty but overpayment just returns to you as a refund. The IRS Tax Withholding Estimator can help you model scenarios, though it works best when wage or pension income is also in the picture.5Internal Revenue Service. Tax Withholding Estimator
If none of the four rates covers your liability, combine a W-4V election with quarterly estimated payments using Form 1040-ES.2Internal Revenue Service. Form 1040-ES – Estimated Tax for Individuals For instance, if your bracket is 24% but the highest W-4V option is 22%, elect 22% and send a small estimated payment each quarter to make up the gap.

When Withholding Starts
The form doesn’t guarantee a specific start date. IRS instructions say to ask your payer when withholding will begin.1Internal Revenue Service. Form W-4V – Voluntary Withholding Request The Social Security Administration generally takes four to eight weeks to process a W-4V, and withholding begins once the update goes through. SSA doesn’t send a confirmation letter; the first sign the request landed is a slightly smaller deposit.
Submit near the end of the year and there’s a real chance withholding won’t begin until the following year. If you need tax covered for the current year’s remaining payments, a quarterly estimated payment may be the only way to close the gap while your W-4V processes.
Changing or Stopping Your Withholding
Your election stays in effect until you change it. To switch percentages, submit a new Form W-4V with the new rate selected. To stop withholding, submit a new form and check the box ending federal income tax withholding. Both follow the same processing timeline as the original request. Social Security recipients can make either change through the my Social Security portal rather than mailing paper.7Social Security Administration. Request to Withhold Taxes
What Happens If You Withhold Too Little
Choosing too low a rate, or skipping withholding entirely, can mean more than a tax bill in April. If the shortfall is large enough, the IRS charges an underpayment penalty on top of the tax owed. The penalty works like interest on the amount you should have paid throughout the year, calculated at a rate the IRS sets quarterly.8Internal Revenue Service. Interest Rates Remain the Same for the First Quarter of 2026
You avoid the penalty if you meet any of these safe harbors:9Internal Revenue Service. Estimated Tax
- Your balance due after withholding and refundable credits is under $1,000.
- Your total withholding and estimated payments cover at least 90% of the tax on this year’s return.
- Your total payments equal at least 100% of the tax on last year’s return, or 110% if your adjusted gross income exceeded $150,000 ($75,000 if married filing separately).
The last rule is often the easiest to apply because you already know the number. If your prior-year tax was $5,000 and your AGI was under $150,000, making sure at least $5,000 is withheld or paid in during the current year keeps you out of penalty territory even if your actual tax ends up higher.
Year-End Reporting
At year-end, the payer sends a statement showing total payments and total federal tax withheld. Unemployment compensation, Commodity Credit Corporation loans, and crop disaster payments appear on Form 1099-G, with withholding in Box 4.10Internal Revenue Service. Form 1099-G Social Security benefits appear on Form SSA-1099, with benefits in Box 3 and federal tax withheld in Box 6.11Internal Revenue Service. Form SSA-1099 Social Security Benefit Statement You report the income and the withheld tax on Form 1040. The withholding is credited against your total tax the same way wage withholding is — using a W-4V rather than a W-4 doesn’t change that.
State Taxes Are Separate
Form W-4V applies only to federal income tax.6Internal Revenue Service. About Form W-4V, Voluntary Withholding Request Submitting it does nothing for state liability.
