The Indonesian NPWP tax ID (Nomor Pokok Wajib Pajak) is the taxpayer identification number issued by the Directorate General of Taxes (DJP) to every registered taxpayer in the country. Since July 1, 2024, it uses a 16-digit format: Indonesian citizens now use their national identity number (NIK) as their NPWP, while foreign individuals and corporate taxpayers use a 16-digit number formed by adding a leading zero to their old 15-digit number.1Directorate General of Taxes. Adjusting Affected Systems Due to 16-Digit TIN Format If you’re required to have one and don’t, your income tax withholding jumps by 20%, and you’ll struggle to open a bank account, get credit, or register a business.
Who Needs an NPWP
Two things determine whether you need to register: where you live and what you earn. Indonesian citizens must register once their annual income crosses the non-taxable income threshold (PTKP). Foreign nationals become Indonesian tax residents and must register once they’ve been present in the country for more than 183 days within any 12-month period. Those days don’t have to be consecutive; the DJP counts the total number of days you’ve been in Indonesia since arrival.2Direktorat Jenderal Pajak. Tax Return Reporting for Foreign Citizens in Indonesia
Anyone running a business or working as an independent professional must register regardless of income. The obligation attaches to the activity, not the amount earned. Foreigners arriving on a work permit often qualify from day one if their contract extends beyond 183 days, because the tax law looks at intent to reside as well as actual days present.
The Non-Taxable Income Threshold
The PTKP sets the floor below which you owe no income tax. Your personal threshold depends on marital status and dependents:
- Single, no dependents: IDR 54 million per year
- Married, no dependents: IDR 58.5 million per year
- Each dependent, up to three: an additional IDR 4.5 million per year
A married taxpayer with three dependents reaches a PTKP of IDR 72 million. Once your gross income crosses the applicable threshold, you’re required to register and file annual returns. Employees whose salary falls below the threshold are still commonly registered by their employers to keep withholding clean, even though no tax is ultimately owed.
Married couples file jointly by default under Head of Family (KK) status, with the wife using her husband’s NPWP and one combined return covering the household.3Direktorat Jenderal Pajak. Tax Planning on Marriage – A Simple Perspective Spouses can also file separately, which requires each to hold their own NPWP; the DJP’s guidance is that combined filing under KK tends to be more tax-efficient for most dual-income households because the merged PTKP deduction is larger.
What the NIK-NPWP Integration Means for You
Since July 2024, the older 15-digit NPWP has been fully replaced by the 16-digit format as part of a broader effort to unify Indonesia’s national identity databases.4Cabinet Secretariat of the Republic of Indonesia. Ministry of Finance – Integration of NIK, NPWP Aims to Realize Effective, Efficient Tax Administration If you’re an Indonesian citizen, your NIK now functions as your NPWP. There’s no separate tax card to carry; your KTP doubles as your tax ID.5Direktorat Jenderal Pajak. Resmi! NIK Gantikan NPWP
Foreign residents and corporate taxpayers had a zero appended to the front of their existing NPWP. An old number of 92.929.292.9-292.000 became 092.929.292.9-292.000. The old 15-digit format is no longer accepted for tax filings or administrative services, so anyone still referencing the old number needs to update their records with banks, employers, and government agencies.
Documents You’ll Need
What you have to produce depends on who you are.
Indonesian citizens need only their NIK-based KTP. Because the NIK now doubles as the NPWP, registration is closer to activating your tax profile than creating a fresh number.
Foreign nationals need a valid passport plus their residency permit, either a KITAS (limited stay permit) or a KITAP (permanent stay permit), along with their Indonesian address and a description of their employment or business activity.2Direktorat Jenderal Pajak. Tax Return Reporting for Foreign Citizens in Indonesia
Companies must submit their deed of establishment and any amendments, along with approval documentation from the Ministry of Law and Human Rights. A designated company representative, typically a director, provides their own NPWP so the entity can be linked to a responsible individual. The company’s registered address and its primary business activity code are required during registration.
How to Register
The DJP launched the Coretax system in early 2025, replacing the older e-Registration platform. New NPWP registrations now go through coretaxdjp.pajak.go.id rather than the previous eregtax.pajak.go.id address. The portal walks you through identity verification, address entry, and business classification before generating a submission.
After you complete the required fields, the system emails you a one-time verification token. Entering it serves as your electronic signature and authorizes the submission. You then receive an electronic receipt called the Bukti Penerimaan Elektronik. Verification typically takes a few business days, longer if additional document review is needed. A digital tax card is available through the portal once approved, and a physical card is mailed to your registered address.
Activating an EFIN to File Electronically
To file returns electronically or generate tax payment codes, you also need an Electronic Filing Identification Number (EFIN). This is a separate step from NPWP registration. Individual taxpayers must apply in person at the nearest tax office (KPP); the application cannot be submitted through a representative. Bring your identity card (KTP for Indonesians, passport plus KITAS or KITAP for foreigners) and your NPWP or registration certificate, along with an active email address.6Direktorat Jenderal Pajak. How to Activate EFIN
Individual taxpayers who can’t visit in person have one alternative: emailing the registered tax office with tax ID, name, government ID number, address, email, phone number, and a selfie holding both the tax and government ID cards. Corporate taxpayers must send a company director to the tax office where the entity is registered, with an appointment letter, the company’s NPWP, and the director’s own identification.
Annual Filing and Tax Rates
Once you hold an NPWP, you must file an annual tax return (Surat Pemberitahuan Tahunan, or SPT) even if your income falls below the taxable threshold. Individual taxpayers file by March 31 of the following year. Corporate taxpayers have until April 30.7Direktorat Jenderal Pajak. Due Date for Tax Return Filing
Indonesia applies progressive rates to individual income above the PTKP:
- Up to IDR 60 million: 5%
- IDR 60 million to IDR 250 million: 15%
- IDR 250 million to IDR 500 million: 25%
- IDR 500 million to IDR 5 billion: 30%
- Above IDR 5 billion: 35%
These brackets apply to taxable income after the PTKP deduction, not to gross earnings. Missing the filing deadline triggers administrative penalties, and repeated non-filing can escalate into a criminal matter.
Penalties if You Don’t Register
The Harmonization of Tax Regulations Law (Law No. 7 of 2021, the UU HPP) sets the framework for penalties.
The most immediate hit is a 20% surcharge on Article 21 income tax withholding. If you earn a salary or fees from an Indonesian employer or client and can’t provide an NPWP, your withholding rate rises by 20% above the standard rate. That drops your take-home pay significantly compared with a registered taxpayer earning the same amount. The surcharge applies to wages, honorariums, and other compensation subject to Article 21 withholding.
The UU HPP separates negligent from deliberate non-compliance. Unintentional failures, such as not filing a return or submitting incomplete information without fraudulent intent, carry up to one year of imprisonment and fines of up to twice the unpaid tax. First-time offenders can sometimes resolve these cases administratively. Deliberate violations are treated far more seriously: intentionally failing to register for an NPWP, submitting falsified records, or refusing a tax audit can result in up to six years of imprisonment and fines of up to four times the tax owed. Repeat offenders within one year of a prior conviction face doubled prison terms.
Everyday Consequences of Not Having One
Beyond the tax penalties, the NPWP is woven into so many administrative processes that operating without one becomes nearly impossible. Financial institutions require it to open bank accounts, apply for mortgages, and issue credit cards. Business owners can’t obtain a Nomor Induk Berusaha (NIB), the business identification number, without a valid NPWP for both the company and its directors.8ASEAN Briefing. Business Registration Number in Indonesia Buying property or luxury vehicles also requires a tax ID on file.
For taxpayers who accumulate significant tax debt, the government can impose travel bans (pencegahan) that prevent you from leaving the country until the debt is resolved. This tool is reserved for serious cases, but it shows that Indonesian tax obligations carry weight beyond fines.
Notes for US Citizens Working in Indonesia
Americans working in Indonesia need to think about both sides of the border. Under Article 15 of the US-Indonesia tax treaty, income from independent professional services (physicians, lawyers, engineers, architects, accountants, and similar professionals) is taxable only in the United States if two conditions both hold: you don’t have a fixed base of operations in Indonesia, and your total presence there is fewer than 120 days in any consecutive 12-month period.9Internal Revenue Service. Tax Convention with the Republic of Indonesia If you exceed either threshold, Indonesia can tax income earned there, and NPWP registration becomes necessary.
Note the gap between this treaty threshold and Indonesia’s domestic 183-day residency rule. The treaty’s 120-day limit for independent services is stricter. An American freelance consultant spending 150 days in Indonesia might not qualify as a tax resident under domestic law but could still owe Indonesian tax on locally-sourced income under the treaty.
Opening an Indonesian bank account with your NPWP creates separate US reporting obligations. If the combined value of your foreign financial accounts exceeds $10,000 at any point during the calendar year, you must file a Report of Foreign Bank and Financial Accounts (FBAR) with FinCEN, regardless of whether the accounts produced taxable income.10Internal Revenue Service. Report of Foreign Bank and Financial Accounts (FBAR) Under FATCA, US taxpayers abroad must also file Form 8938 if their foreign financial assets exceed $200,000 on the last day of the tax year or $300,000 at any point during it (for individual filers). Joint filers have higher thresholds of $400,000 and $600,000.11Internal Revenue Service. Do I Need to File Form 8938, Statement of Specified Foreign Financial Assets? The FBAR and Form 8938 are separate filings with different thresholds and different penalties. You may need to file both.
Leaving Indonesia or Pausing Your NPWP
If you leave Indonesia permanently, you can apply to have your NPWP revoked. The DJP requires documentation showing the departure is permanent, and revocation triggers a mandatory examination of your tax records. For individual taxpayers, the DJP has up to six months to complete this review.
If your absence is temporary and you plan to return, apply instead for non-effective (NE) taxpayer status. This suspends your filing obligation without deleting your NPWP. To qualify, you must have been outside Indonesia for more than 183 days in a 12-month period and be able to show you’re a tax resident of another country during that time. When you return, you reactivate the NPWP rather than registering from scratch.
Either way, don’t simply leave the country and ignore your tax file. An active NPWP with unfiled returns accumulates administrative penalties, and unresolved tax obligations can complicate future visa applications or re-entry.
