Indian Passport Renewal for Change of Appearance: Photo Rules and Fees

If your face no longer matches the photo in your Indian passport, you renew it in the United States by filing a reissue through VFS Global under the “change of appearance” category, together with a notarized affidavit stating that you and the person in the old passport are the same individual.1VFS Global. Apply for Passport Services It is not a separate kind of passport. It is a standard reissue with one extra sworn document and a fresh photo that honestly shows how you look now.

When You Need to File Under This Category

For children, the trigger is usually age. A passport photo taken at five looks nothing like the same child at fifteen, and Indian consulates treat this as a routine change of appearance case. Parents of a minor file a separate declaration stating the child’s appearance changed with age.

For adults, the situations tend to be specific: significant weight loss or gain that reshapes the face, reconstructive surgery, growing or shaving a full beard, or starting or stopping the use of religious headwear like a turban or hijab. Aging on its own can be enough. If your passport was issued a decade ago and your face has clearly changed, filing under this category up front avoids the risk of a consular officer rejecting a standard renewal because the new photos don’t match the old booklet. The Consulate General of India in San Francisco tells applicants whose appearance has changed to apply for a reissue through VFS Global along with a notarized affidavit of change in appearance, and a consular officer reviewing a standard renewal can require you to refile under this category if they see a mismatch.2Consulate General of India, San Francisco, USA. Documents You Need to Submit

The document list is longer than for a plain renewal, and missing a single item usually means the packet is returned unprocessed and you pay courier costs both ways. VFS Global requires the following:3VFS Global. Re-issue of Passport – Mandatory Documents

  • The government online application form, completed on the Passport Seva portal with photo and signature uploaded digitally. Digital signatures are not accepted, so print the form and sign it physically. The Application Reference Number generated by the government form must match your VFS payment receipt.
  • The Affidavit for Change in Appearance and Signature. This is the document unique to this category: a sworn declaration that the person in the old passport photo and the person in the new photo are the same individual. It must be signed by the applicant and notarized with stamp and notary signature, and you affix a 2×2-inch photo to it.4VFS Global. Affidavit for Change in Appearance and Signature
  • Annexure E, a separate self-declaration covering citizenship, criminal record, and other background statements. It does not address appearance and is a general requirement for all reissues. Sign it.5VFS Global. Annexure E Specimen Declaration of the Applicant on a Plain Paper
  • Your current original passport, plus copies of the first five and last two pages.
  • Proof of valid US status: a notarized color copy of your Green Card, valid visa, EAD, I-797A approval notice, or work or study permit.
  • Proof of US address: a state-issued ID, driver’s license, utility bill (water, gas, or electricity, not more than three months old), a valid lease signed by both tenant and landlord, mortgage document, or income tax return. PO Boxes are not accepted, and expired documents like a lapsed driver’s license or old lease will not work.
  • Two identical passport photos: one for the government application form, one for the appearance affidavit.

A common and costly mix-up is treating the Affidavit for Change in Appearance and Annexure E as the same form. They are two different documents, and both are mandatory. The affidavit is the one that addresses your changed looks; Annexure E is the standard citizenship and background declaration required for every reissue.

Photo Rules That Actually Get Applications Rejected

Photo defects are one of the most frequent reasons packets come back. Indian passport photo specifications are strict:6VFS Global. Requirement of Photograph for Passport / VISA / OCI

  • Size 2 inches by 2 inches (51mm x 51mm), color, high resolution.
  • Plain white or off-white background, no shadows on face or background.
  • Natural expression, mouth closed, eyes open and clearly visible.
  • Colored clothing only. No white or off-white shirts, no patterns or textures.
  • Eyeglass frames must not cover the eyes, and tinted or dark glasses are not allowed. If you wear glasses, a very slight head tilt to avoid glare is fine, but the photo must still be a direct, front-facing view.
  • Religious head coverings like turbans and hijabs are permitted, but the full face from chin to forehead and both edges of the face must remain clearly visible.7Consulate General of India, Toronto. Requirement of Photograph for Indian Passport
  • Taken within the last six months.

For a change of appearance filing, the photo is the entire point. Do not retouch or digitally soften it. If you have grown a beard, started wearing a turban, or have visible surgical changes, the new photo should show all of it honestly.

How to Submit the Application

All Indian passport applications from the United States go through VFS Global’s Indian Consular Application Centres. You cannot submit directly to an Indian embassy or consulate.1VFS Global. Apply for Passport Services There are three stages.

Fill Out the Government Form

Start on the Passport Seva mission portal. Choose “Re-issue” as the application type and “Change in Appearance” as the reason. Upload your photo and signature digitally during this step. Applications submitted without a photo and signature upload are returned unprocessed. Save the Application Reference Number the system produces; VFS will ask for it.

Register With VFS, Pay, and Courier the Packet

VFS accepts money orders and cashier’s checks made out to “VFS Services (USA) Inc.,” or online payment by Visa or Mastercard with a 3.75% convenience charge.8VFS Global. Additional Services Then buy your own shipping label from a carrier like FedEx or UPS, courier the complete package (signed forms, original passport, notarized affidavit and status document, and photos) to the VFS centre for your jurisdiction, and include a prepaid return label.

Fees

For a regular adult reissue with a 10-year validity booklet, the fees are:9VFS Global. Passport Information

  • Passport fee: $75 for the standard 36-page booklet, $100 for the jumbo 60-page booklet.
  • Indian Community Welfare Fund: $2.
  • VFS service fee: $19.
  • Total: $96 standard, $121 jumbo.

Add 3.75% if you pay online. Budget separately for notarization (required for the affidavit and your US status copy), passport photos, and two-way courier shipping. Those extras add up and catch people off guard.

Processing Time, and Why You Cannot Use Tatkal

Standard processing runs about three weeks once your application reaches the consulate or embassy, assuming everything is in order.9VFS Global. Passport Information The clock does not start until VFS forwards the packet, so add shipping time on both ends. If the consulate triggers police verification in India and the report is unclear or delayed, processing can stretch 30 days or more beyond the baseline.

The Tatkal expedited scheme explicitly excludes applications involving a change in appearance or signature.10Ministry of External Affairs. Categories Not Eligible for Tatkaal Scheme You cannot pay extra to rush this reissue. If you have upcoming travel, the only real way to move faster is to submit an error-free packet the first time. Something as small as a missing notary stamp or the wrong photo size can send it back and cost weeks.

What Happens to Your Old Passport

Your old passport comes back with the new one, stamped as cancelled. If you have an active US visa in the old booklet, that visa typically stays valid even in the cancelled passport, and you travel with both: the new passport for identification and the old one to show the valid visa. The same applies to visas for other countries stamped in the previous booklet.

Updating Your Records After Renewal

A new passport carries a new number, and several US systems tie your identity to that number. Missing these updates can create problems at the border or with immigration benefits.

If you use Global Entry, TSA PreCheck, or another DHS Trusted Traveler Program, log into your Trusted Traveler account and use “update documents” to enter the new passport number. Your membership itself stays valid when your passport changes; the account just needs to reflect the new booklet before your next airport use.11Travel.State.gov. DHS Trusted Traveler Programs

Your electronic I-94 arrival/departure record is linked to the passport you used at your last US entry. CBP’s system retrieves I-94s by passport number, so to look up your record after renewal, search using the old passport number, the one you entered on. The I-94 is not updated in place; it is replaced automatically the next time you leave and re-enter the US with the new booklet. If your I-94 expiration was originally shortened to match the old passport’s expiration, renewing the passport alone does not extend the I-94. You would need to leave and re-enter or file an extension with USCIS.

Also update your passport number with airline frequent flyer accounts, your employer’s HR or immigration team (especially on a work visa), and any pending visa applications for other countries.
