Import VAT is the value-added tax a country charges on goods arriving from abroad, calculated on the goods’ price plus shipping, insurance, and any customs duty, and collected at the border before the shipment is released.1GOV.UK. How to Value Goods for Import VAT Standard rates run from 17% to 27% across the European Union, and the United Kingdom applies a flat 20%.2Your Europe. VAT Rules and Rates – Standard, Special and Reduced Rates For VAT-registered businesses the charge is usually recoverable on a later return; for individuals importing for personal use, it is a final cost.
Import VAT Is Not the Same as Customs Duty
Confusing the two is the most common source of miscalculation. Customs duty is a tariff set by product classification. Import VAT is a consumption tax, the same tax that applies to domestic sales, applied at the border so imports carry the same tax burden as goods produced locally.
The two charges stack. You calculate the duty first, then apply VAT to a base that already includes that duty, along with the goods’ value, shipping, and insurance.1GOV.UK. How to Value Goods for Import VAT The real cost of importing is always higher than either charge on its own.
How Import VAT Is Calculated
The starting figure is the transaction value: the price you actually paid for the goods as shown on the commercial invoice. Transaction value is the primary valuation method used by customs authorities worldwide.3World Trade Organization. Agreement on Implementation of Article VII To that you add international shipping, insurance, and any packing charges incurred during transport.4Finnish Customs. Taxable Amount for Import VAT Then you add any customs duty and excise tax. The total is your VAT base.
The correct rate depends on your product’s Harmonized System code. This international classification determines the duty rate and any special VAT treatment.5U.S. Customs and Border Protection. Harmonized Tariff Schedule – Determining Duty Rates Misclassification is one of the fastest ways to underpay or overpay, and customs authorities treat it seriously.
A Worked Example
Say you import goods worth £1,000 into the UK, with £200 in shipping and insurance, at a 5% duty rate.
- Customs value: £1,000 + £200 = £1,200
- Customs duty: £1,200 × 5% = £60
- VAT base: £1,200 + £60 = £1,260
- Import VAT at 20%: £252
Border charges total £312. The VAT is charged on a base that already includes the duty.1GOV.UK. How to Value Goods for Import VAT

Royalty payments, licensing fees, and distribution rights can increase the taxable value if they are tied to the imported goods as a condition of the sale. Customs authorities look at whether the payment relates to the specific goods and whether the seller required it, directly or indirectly, as part of the transaction. The link is not always obvious, which is where experienced importers still get caught out.
When invoices are in a foreign currency, customs applies its own conversion rate. In the EU, that is the latest recorded selling rate at the time VAT becomes due on the relevant member state’s exchange market.6Taxation and Customs Union. Paying Import VAT
In most countries, import VAT is collected at the border before the goods are released. Many importers use freight forwarders or customs brokers to file declarations and settle payments through government systems. UK declarations go through the Customs Declaration Service.
VAT-registered UK businesses can use postponed VAT accounting instead of paying at the border. You declare the import VAT and reclaim it as input tax on the same VAT return, so the net cash effect is zero.7GOV.UK. Paying VAT on Imports From Outside the UK to Great Britain and From Outside the EU The money that would otherwise sit with HMRC for weeks stays in the business. Accurate import records are the trade-off.
If you pay at the border instead, you receive a certificate. In the UK this is a C79, and it is your evidence for reclaiming the VAT as input tax later.8GOV.UK. Check How to Get Your Import VAT Certificates (C79) Without it, recovery is delayed or blocked. Goods held at the port while payments are resolved also incur daily storage charges.
Recovering Import VAT
For VAT-registered businesses, import VAT is not a final cost. You reclaim it as input tax on your VAT return under the same rules that apply to any domestic input tax. The goods must be imported for use in your taxable business activities; personal goods and items used for VAT-exempt supplies do not qualify.7GOV.UK. Paying VAT on Imports From Outside the UK to Great Britain and From Outside the EU
This is what makes import VAT structurally different from a customs duty. VAT is recoverable through the supply chain; duty generally is not. For goods imported for resale, the VAT flows through until the final consumer absorbs it. If you are that final consumer, the tax stays with you.
When goods turn out to be defective and you return them, you can reclaim both the import VAT and the customs duty originally paid. The goods must be largely unaltered, and you need the original export documentation. Most jurisdictions set a filing window of a few years from the original export.
Low-Value Thresholds and Temporary Admission
Historically, many countries let low-value shipments in tax-free to avoid the administrative cost of collecting small amounts. Those thresholds have been shrinking. The EU eliminated its €22 import VAT exemption in July 2021, so all goods imported into EU member states now carry VAT regardless of value.2Your Europe. VAT Rules and Rates – Standard, Special and Reduced Rates The UK likewise charges VAT on all imported goods, although a customs duty relief still applies at £135 or less.9GOV.UK. Certain categories carry reduced rates or zero-rating on public policy grounds. Medical equipment, children’s clothing, and educational materials qualify in many jurisdictions, but the specifics vary by country.
Temporary Admission and ATA Carnets
If you are bringing goods in temporarily, for a trade show, exhibition, or repair, temporary admission procedures can avoid import VAT entirely. An ATA Carnet works as a passport for goods, allowing duty-free and tax-free entry across more than 75 countries, and is valid for up to one year.10International Trade Administration. ATA Carnet The goods must leave before the carnet expires. Miss that deadline and customs will assess the full import VAT and duty as if the goods had been permanently imported, plus penalties.
The US Does Not Charge Import VAT
If you are importing into the United States, there is no VAT to worry about. The US imposes customs duties and, for products like alcohol and tobacco, excise taxes, but not a value-added tax.11Congress.gov. Value-Added Taxes and Tariffs The recovery mechanism available to VAT-registered businesses elsewhere does not exist in the US; duties are a final cost.
The $800 de minimis exemption that previously let low-value shipments enter duty-free was suspended on August 29, 2025 for all shipments regardless of value or country of origin.12The White House. Suspending Duty-Free De Minimis Treatment for All Countries Every commercial shipment now requires a formal or informal customs entry with duties assessed.
Penalties for Incorrect Declarations
Customs authorities take declaration accuracy seriously, and US federal law scales penalties by culpability. Negligence carries a civil penalty of up to the lesser of the goods’ domestic value or two times the lost duties and taxes. Gross negligence raises the cap to four times the lost duties and taxes. Fraud can bring a penalty up to the full domestic value of the goods, along with possible seizure.
Voluntarily disclosing an error before customs opens a formal investigation can shield you from seizure and reduce penalties significantly.13Office of the Law Revision Counsel. 19 USC 1592 – Penalties for Fraud, Gross Negligence, and Negligence If you find a mistake, report it before an audit does.
US importers must retain entry records, invoices, and supporting documents for five years from the date of importation.14Office of the Law Revision Counsel. 19 USC 1508 – Recordkeeping Other VAT jurisdictions impose similar retention periods. Organized records are your defense if customs questions a past entry years later.
