A HUD foundation certification for manufactured homes is a signed and sealed letter from a licensed engineer or architect confirming that the home’s foundation meets the federal standards in HUD’s Permanent Foundations Guide for Manufactured Housing (HUD-4930.3G). Lenders require it before approving FHA, VA, or most conventional loans, because without it the home is treated as personal property rather than real estate.
Why Lenders Require It
The certification exists to unlock financing. FHA, the VA, Fannie Mae, and most conventional lenders will not insure or purchase a loan on a manufactured home until they have proof the home sits on a code-compliant permanent foundation. Without that proof, you are limited to chattel loans, which carry higher rates and shorter terms. With it, the home qualifies for standard mortgage products with terms up to 30 years.
The document also matters for how the home is titled and taxed. To be classified as real estate, the home must be permanently affixed to the land, the towing gear (axles, wheels, and hitch) must be removed, and in most states the certificate of title has to be surrendered so the home merges into the deed. The foundation certification is the structural evidence that makes that conversion possible.
Whether Your Home Is Eligible
Not every manufactured home can receive a certification, no matter how solid the foundation is. The home must have been built after June 15, 1976, when HUD’s national construction and safety standards took effect. You also need the home’s original data plate intact. What the Foundation Itself Has to Meet
The foundation must be built from durable, site-constructed materials: poured concrete, reinforced masonry, or pressure-treated wood. Prefabricated piers and temporary blocking do not qualify. The system has to be engineered for the home’s dead loads, live loads, and the wind, snow, and seismic forces at the site.
Footings and Piers
Footings are the reinforced poured-concrete base that spreads the home’s weight into the soil. In freezing climates, they must extend below the local frost line so the foundation does not heave. Piers sit on top of the footings and carry loads from the steel chassis into the ground; they must be solid, durable, and bearing directly on the footings with no gaps or shims.

Anchoring and Tie-Downs
An anchoring system has to resist wind uplift and lateral forces. Tie-downs connect the home’s steel frame to the footings. Older installations often fall short here, especially in high-wind zones. Homes in Wind Zones II and III face stricter anchoring requirements, and the data plate indicates which zone the home was designed for.
Perimeter Enclosure and Ventilation
The crawlspace must be enclosed by a permanent wall on its own concrete footing. Vinyl or metal skirting is cosmetic and does not satisfy the requirement. The enclosure braces against lateral loads and keeps out moisture and pests.
Ventilation is mandatory. Federal installation standards require openings of at least one square foot for every 150 square feet of floor area, dropping to one per 1,500 square feet with a proper ground vapor barrier. Openings must be on at least two opposite sides for cross-ventilation, placed as high as possible, and screened against rodents. Who Can Sign the Certification
Only a licensed Professional Engineer or Registered Architect may sign and seal the final document. The professional has to be licensed in the state where the home is located, and the certification must be site-specific.4U.S. Department of Housing and Urban Development. Some firms send a technician for the on-site data collection and have a licensed engineer review the findings and seal the report. That arrangement is common and accepted, provided the engineer takes professional responsibility for the conclusions. When hiring, confirm the engineer has specific experience with manufactured housing foundations; a structural engineer who works mostly on commercial buildings may not know HUD-4930.3G in detail, and that gap causes delays.
How the Inspection Works
You or your lender engages the engineer. Before the site visit, pull together the data plate information, any original installation records, and whatever you have on how the foundation was built. The more the engineer has going in, the faster things move.
On-site, the inspector needs full access to the crawlspace. The inspection covers:
- Footing depth and condition, including whether they extend below the frost line and show no cracking
- Pier construction: solid materials, correct spacing, direct bearing on footings
- Anchoring and tie-downs rated for local wind and seismic loads
- The perimeter enclosure, its ventilation, and its access opening
- Site drainage and grading, so water moves away from the foundation
- Utility connections that are permanent and protected from freezing
A straightforward inspection with no deficiencies can be finished in a single visit, with the written report following in a few business days to a couple of weeks depending on the firm’s workload.
What the Document Must Contain
The certification is a formal letter stating explicitly that the foundation complies with the Permanent Foundations Guide for Manufactured Housing. Why Foundations Commonly Fail
Engineers see the same problems again and again. Knowing them ahead of time can save a closing.
- Missing or inadequate tie-downs. Older installations often used straps anchored into soil rather than connections to permanent footings.
- Shallow footings that don’t reach below the frost line in cold climates. Fixing this usually means excavating and pouring new footings.
- Skirting passed off as a perimeter wall. The enclosure has to be a structural wall on its own footing.
- Standing water under the home, signaling grading problems.
- Temporary supports still in place: wooden shims, unmortared block stacks, or adjustable steel jacks.

If the engineer finds problems, the certification is not issued until repairs are made and re-inspected. Fixes range from cheap (adding vents) to expensive (replacing footings). If you’re buying, a preliminary assessment before you commit can prevent costly surprises.
What It Costs
Fees generally run $400 to $700 for a standard single-section home, with variation by region and by how complex the foundation is. Multi-section homes and sites with challenging soil or seismic conditions cost more. The fee usually covers the site inspection and the sealed letter. Re-inspection after repairs is billed separately. Some firms quote a flat rate; others break out the site work and the engineering review, so ask for the total upfront.
How the Rules Differ by Loan Program
All major loan programs require a permanent foundation, but the specifics vary. VA loans require the foundation to meet both HUD’s guide and local building codes. The VA itself does not always mandate an engineer’s certification, but most VA lenders require one as an overlay, particularly in high-wind, cold-climate, or seismic areas. Plan on needing the certification either way.
Fannie Mae requires the home to be on a permanent foundation, evidenced by a HUD Data Plate or certification labels, attached to a permanent chassis, and titled as real estate.5Fannie Mae.
