A tax return cover letter to the IRS is a one-page transmittal you place on top of a paper filing to tell the processing center who you are, what’s in the envelope, and why you sent it. The IRS doesn’t require one for most returns, but a clear cover letter helps the mail room route your package, lets a reviewer check off each document without digging, and gives you a written record of exactly what you mailed. Think of it as a packing slip for your return.
What the Letter Needs to Contain
A usable cover letter is short and factual. Five pieces of information do the work.
Your Identification
Open with your full legal name, current mailing address, and Taxpayer Identification Number. For individuals that’s your Social Security Number; businesses use an Employer Identification Number, and a nonresident or resident alien without an SSN uses an Individual Taxpayer Identification Number.1Internal Revenue Service. Taxpayer Identification Numbers Every detail in the letter must match the enclosed return exactly. A name on the letter that doesn’t match the name on Form 1040 is an easy way to stall processing.
The Correct IRS Address
Use the exact mailing address from the current IRS instructions for the form you’re filing. The right address depends on the form and your state of residence, and the IRS updates these periodically.2Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment Don’t reuse last year’s address without checking. If you’re responding to a notice or audit letter, use the address and attention line printed on that correspondence instead of the general filing address.
A Specific Subject Line
The subject line is what gets your package to the right desk. State the tax year, the primary form, and the purpose. “Transmittal of Original Form 1040 for Tax Year 2025” or “Amended Return (Form 1040-X) for Tax Year 2023” tells the mail room where to send it. “Tax Documents Enclosed” tells it nothing.
The Enclosure List
This is the functional heart of the letter. List every form, schedule, statement, and supporting document in the envelope. The IRS recommends assembling schedules and forms behind your return in the order of the “Attachment Sequence Number” printed in the upper right corner of each form, with supporting statements last.3Internal Revenue Service. IRS Tax Tip 2001-30 – How to Prepare Your Tax Return for Mailing Your list should follow the same order so a reviewer can check items off in sequence.
Describe third-party documents clearly rather than writing “attachment.” Note quantities when more than one copy is enclosed. For a Section 83(b) election statement, for example, your list might read: “Section 83(b) Election Statement (original plus 1 copy), self-addressed stamped envelope.”
Signature, Date, and Phone
Close with your typed name, a daytime phone number, and a handwritten signature. Date the letter on the day you actually sign and mail it. For deadline-sensitive filings, the postmark date is what counts as your filing date under federal law, so aligning the letter date with the mailing date keeps your records consistent. If a tax professional prepared the return, the letter typically goes on firm letterhead and the preparer signs with their title and PTIN.
How to Lay the Letter Out
Use a standard business letter format on 8.5 × 11 inch white paper in a readable 12-point font. Date at the top, then the IRS address block, then a formal salutation such as “Dear IRS Service Center” or “To Whom It May Concern.”
The opening sentence should do the heavy lifting. Something like: “Enclosed is the original Form 1040 for the 2025 tax year, along with all required schedules and statements.” Then go straight into the enclosure list, formatted vertically with each item on its own line and identified by official form number or a clear description. A transmittal letter is not the place for narrative, explanation, or legal argument. Keep it short.
When a Cover Letter Matters Most
A cover letter helps with any paper filing, but it becomes close to essential in a few situations.
For an amended return on Form 1040-X, the letter tells the processing center which tax year you’re amending and what changed. (The 1040-X can also be filed electronically for the current and two prior tax years, which skips the cover letter question entirely.)4Internal Revenue Service. For a Section 83(b) election on restricted stock, the election must be postmarked and mailed within 30 days of the property transfer, and that deadline cannot be extended.5Office of the Law Revision Counsel. 26 USC 83 – Property Transferred in Connection With Performance of Services A cover letter flags the time-sensitive document inside and documents what was mailed and when.
For a response to an IRS notice or audit inquiry, the letter references the notice number and summarizes the enclosed documentation. CP2000 underreporter notices come with their own Response form you complete and return; a cover letter supplements that form by listing any additional supporting documents you’re including.6Internal Revenue Service. Filing on Behalf of Someone Else
When you mail a return for another person, the cover letter needs to explain your authority and point to the documentation enclosed inside.
If you’re an executor filing a final return for someone who died, file Form 56 with the IRS to establish the fiduciary relationship, and sign the return with your name followed by your role, such as “Jane Smith, Executor of the Estate of John Smith, Deceased.”7Internal Revenue Service. About Form 56, Notice Concerning Fiduciary Relationship If you’re claiming a refund and you aren’t the surviving spouse, attach a copy of the court document appointing you as executor. The cover letter should reference these documents and include them in the enclosure list.
Signing a return for a living taxpayer under a power of attorney is tightly limited. Treasury regulations permit it in only three situations: disease or injury, continuous absence from the United States for at least 60 days before the filing deadline, or specific permission granted by the IRS for other good cause.8Internal Revenue Service. Instructions for Form 2848 – Power of Attorney and Declaration of Representative A completed Form 2848 must be attached to the return, and the cover letter should state which of those three circumstances applies.
Enclosing a Payment
If you owe a balance, include Form 1040-V (the payment voucher) and a check or money order. The IRS is explicit about handling: do not staple or attach the payment or Form 1040-V to your return or to each other. Place them loose in the envelope.9Internal Revenue Service. 2025 Form 1040-V Your enclosure list should note the payment voucher and the amount of the enclosed check, so the record ties the payment to the return.
Make the check payable to “United States Treasury” and write your SSN, the tax year, and “Form 1040” on the memo line. The IRS sometimes directs payments to a different address than the return itself, so confirm which address applies in the current instructions for your form and state.
Assembling the Package
Place the cover letter on top. Behind it, the primary return (Form 1040, Form 1120, and so on). Attach copies of your W-2s and any Forms 1099-R showing withheld tax to the front of the return itself. Schedules and additional forms go behind the return in attachment sequence number order, followed by supporting statements and any third-party documentation.3Internal Revenue Service. IRS Tax Tip 2001-30 – How to Prepare Your Tax Return for Mailing Don’t staple the whole package together. Use a staple only where the form instructions say to.
Mailing It So the Date Is Protected
For any filing where the date matters, use USPS Certified Mail with a Return Receipt. The Taxpayer Advocate Service recommends this for paper returns because you get proof of both the mailing date and the delivery date.10Taxpayer Advocate Service. Options for Filing a Tax Return
This matters because of the federal “timely mailing” rule: if you mail a return or payment by the deadline, the postmark date counts as the filing date even if the IRS doesn’t physically receive it until later.11Office of the Law Revision Counsel. 26 USC 7502 – Timely Mailing Treated as Timely Filing and Paying Certified or registered mail provides legally recognized proof of that postmark. If you ever need to show you filed on time, the receipt is your evidence.
Private carriers like FedEx, UPS, and DHL also qualify for the timely-mailing rule, but only at specific service levels the IRS has designated, and only when sent to the processing center’s street address rather than the P.O. Box printed in most instructions.12Internal Revenue Service. Private Delivery Services (PDS) Standard ground shipping does not count. If you go this route, check the current IRS list before you ship.
What to Keep After You Mail
Keep a complete copy of what left your hands: a signed copy of the cover letter, every page of the return and its attachments, the certified mail receipt, and the return receipt showing delivery. That package is your defense if the IRS later says it never received your filing. For most returns the IRS has three years to assess additional tax from the date you filed, which is the practical floor for how long to hold the file.13Internal Revenue Service.
