EFTPS batch provider software is a Treasury-issued desktop application that lets payroll bureaus, reporting agents, and large corporations transmit up to 5,000 federal tax payments and 1,000 enrollments in a single file instead of keying each payment into EFTPS.gov.1EFTPS. Batch Provider Software User Manual You compile payments from your internal systems, authenticate with credentials the Treasury issues by mail, and upload the batch over a secure connection. Payments can be scheduled up to 365 days in advance.2Fiscal Service, U.S. Department of the Treasury. EFTPS Fact Sheet
If you need to move more than 5,000 payments in a day, submit multiple files. There’s no cap on the number of transmissions.
Register and Get Your Credentials
Setup is administrative rather than technical. There is no software certification test or trial filing tied to EFTPS batch payments. The steps:
- Install the Java-based application. It runs on Windows, Mac, and Linux; Linux installations need an X Window System implementation.3EFTPS. Downloads – Software
- Complete the Provider Registration Form through the software’s registration wizard.
- Wait for two separate mailings: one with your Registration ID, and a second with your Master PIN and instructions for getting a Master Password.
- Call 1-800-945-7337 to obtain the Master Password, then change it inside the software.
- Synchronize the registration with the EFTPS database. When synchronization completes, your status flips to “Active” and you can start enrolling clients.1EFTPS. Batch Provider Software User Manual
The Registration ID, Master PIN, and Master Password authenticate every batch you submit from that point on. Anyone holding all three can move your clients’ tax funds to the Treasury, so treat them accordingly.
Authorize Each Client With Form 8655
If you’re acting as a reporting agent, every client must sign IRS Form 8655, Reporting Agent Authorization.4Internal Revenue Service. About Form 8655, Reporting Agent Authorization The form gives you authority to sign and file specified returns, make deposits and payments, receive copies of IRS notices, and give the IRS information relevant to penalty relief.
Form 8655 must reach the IRS before or at the same time you submit your IRS e-file application.5Internal Revenue Service. Reporting Agent Technical Fact Sheet The authorization is per-client; 200 clients means 200 forms on file. IRS Publication 1474 has the full specifications.
Build the Batch File
EFTPS batch files use the ACH network’s CCD+ (Corporate Credit or Debit) format with a TXP addenda record that carries the tax detail for each payment.1EFTPS. Batch Provider Software User Manual For each payment, the TXP addenda needs the taxpayer identification number, the tax type code, and the tax period. A Form 941 employment tax deposit uses tax type code 94105; a Form 940 unemployment tax deposit uses 09405.6Internal Revenue Service. Foreign Electronic Payments – Tax Type Codes
Every file also carries your Batch Filer ID, Master Inquiry PIN, and the file creation date. A wrong tax type code or tax period can post a payment to the wrong account or trigger a rejection, and if that happens on a deposit deadline the consequences fall on the client.
Transmission runs over HTTPS to the EFTPS servers. If your network uses a proxy, configure the address and port in the application’s properties file before the software can reach outside the firewall.1EFTPS. Batch Provider Software User Manual
Hit the 2:15 a.m. ET Cutoff
Batch providers initiate payments as ACH Credit transactions, so your financial institution pushes funds to the Treasury. For a payment to post on its due date, the ACH Credit file must reach the Federal Reserve Bank’s ACH operator by 2:15 a.m. Eastern Time on that date.7Treasury Fiscal Service. Financial Institution Handbook That is a hard cutoff. Your bank’s internal deadline for accepting the file will sit hours earlier; confirm it with them directly and build your submission schedule backward from there.
After a successful transmission, EFTPS returns a single EFT Acknowledgement Number for the batch. Keep it as your proof of submission.8Fiscal Service, U.S. Department of the Treasury. EFTPS Payment Instruction Booklet Then synchronize with the EFTPS database to see the status of each individual payment inside the batch.
The Treasury encourages taxpayers to also enroll in ACH Debit as a backup so they can still pay through EFTPS.gov or the voice response system if your batch system is unavailable.7Treasury Fiscal Service. Financial Institution Handbook
Cancel or Fix a Payment
You can cancel a scheduled batch payment up to 8 p.m. ET two business days before the settlement date.1EFTPS. Batch Provider Software User Manual In the Cancel Payments tab, pick the registration, select the payments, authenticate with your Master PIN and Master Password, and submit. Status shows “Submitted Cancel” and flips to “Canceled” after your next synchronization.
Past that window, the software will not cancel the payment. Your only options are contacting the IRS directly or letting the payment post and asking for an adjustment.
Rejected payments show a status of “Rejected” and can be edited and resubmitted inside the software.1EFTPS. Batch Provider Software User Manual When you get an email titled “Notification of Returned Transaction,” log in, synchronize, and read the specific reason. The usual causes are wrong taxpayer identification numbers, invalid tax type codes, and bank account problems. A rejected payment that isn’t resubmitted before the deposit deadline draws the same penalty as a late payment.
Who Pays When a Deposit Is Late
The client, not the batch provider. The Internal Revenue Code does not authorize the IRS to assess failure-to-deposit penalties against payroll processors or reporting agents, so if your system goes down or a file transmits late, the penalty posts to the taxpayer’s account. The IRS treats the shortfall between provider and client as a contract dispute.9Internal Revenue Service. 20.1.4 Failure to Deposit Penalty
The federal failure-to-deposit penalty scales with lateness:10Office of the Law Revision Counsel. 26 USC 6656 – Failure to Make Deposit of Taxes
- 2% of the underpayment if the deposit is 1 to 5 days late
- 5% if 6 to 15 days late
- 10% if more than 15 days late
- 15% if the deposit still isn’t made within 10 days of the first IRS delinquency notice
Reasonable cause relief is possible, but the IRS states that a delay caused by a payroll processor does not automatically qualify; that stays between the processor and the taxpayer. Relief may be available when a bank or government financial agent caused the delay, but not when the reporting agent is at fault.9Internal Revenue Service. 20.1.4 Failure to Deposit Penalty
Trust fund taxes carry a further layer of exposure. For income tax and the employee share of FICA that employers withhold, the IRS can pursue responsible persons inside a payroll service provider who willfully fail to pay the withheld amounts over to the Treasury under the trust fund recovery penalty.11Internal Revenue Service. 5.17.7 Liability of Third Parties for Unpaid Employment Taxes That personal liability is why backup systems, disciplined deadline management, and written service agreements matter for anyone running batches on behalf of clients.
