As an employer, you submit W-2s online through the Social Security Administration’s Business Services Online (BSO) portal, not directly to the IRS. The SSA processes the wage data and shares it with the IRS. For tax year 2026, both the electronic filing deadline and the deadline to give employees their copies fall on February 1, 2027, because January 31 lands on a Sunday.1Internal Revenue Service. General Instructions for Forms W-2 and W-3 (2026) If you file 10 or more information returns of any kind in a calendar year, electronic filing is mandatory.2Internal Revenue Service. Electronic-Filing Requirements for Specified Returns and Other Documents The SSA’s tools are free.
Set Up Your BSO Account First
Nothing else happens until you have access. The SSA has retired its old BSO user IDs and passwords for employer services, so you now sign in through either Login.gov or ID.me, both of which require identity verification.3Social Security Administration. Business Services Online (BSO) Credentials you already have from another federal service will work. If you’re starting from scratch, create the account well before the deadline, because identity verification can take a few days if anything trips it up.
Once you’re in, choose “Report Wages to Social Security” from the main menu. That opens the Electronic Wage Reporting page, where you’ll pick your filing method.4Social Security Administration. How To Navigate BSO Access And Registration
Pick a Filing Method
The SSA offers three ways to submit W-2s online, and the right one depends on your headcount and whether you already use payroll software.5Social Security Administration. How Do I File W-2s, W-2Cs, and W-3s for My Employees
- W-2 Online. A free tool inside BSO that lets you type up to 50 W-2s directly on screen, submit them, and print employee copies. This is the practical choice for small employers.
- Wage file upload. If your payroll software exports a file in the SSA’s EFW2 format, you upload the whole file through BSO. Any volume, and it’s the standard route for mid-size and larger employers.6Social Security Administration. Electronic Wage Reporting (Forms W-2)
- Third-party payroll service. Providers like ADP, Gusto, or Paychex file with the SSA for you, usually for a fee. You never touch BSO.
Gather Your Data Before You Log In
Every mistake caught before you submit is a W-2c you don’t have to file later. Have this ready:
- Your nine-digit Employer Identification Number, exactly as it appears on Form 941, 943, or 944. Don’t truncate it or reuse a prior owner’s number.1Internal Revenue Service. General Instructions for Forms W-2 and W-3 (2026)
- Your business name and address as shown on those same employment tax returns.
- Each employee’s Social Security number, matching the number on their Social Security card.
- Each employee’s name and address, again matching the Social Security card, especially the last name.
- The wage and tax figures for each employee: Box 1 (total wages), Box 2 (federal income tax withheld), Box 3 (Social Security wages), Box 4 (Social Security tax withheld), Box 5 (Medicare wages), and Box 6 (Medicare tax withheld). For 2026, Box 4 should not exceed $11,439, which is 6.2% of the $184,500 Social Security wage base.7Social Security Administration. Contribution and Benefit Base
- Any special compensation items: tips, nonqualified plan distributions, retirement plan indicators, and third-party sick pay. Each has its own box and must be separated from regular wages.
Verify Names and SSNs in Advance
Name and SSN mismatches are the most common reason the SSA rejects a wage report. The free Social Security Number Verification Service inside BSO lets you check up to 10 employees at a time for instant results, or upload a file of up to 250,000 for overnight processing.8Social Security Administration. The Social Security Number Verification Service Run this before you file. It costs nothing and saves corrections.
Filing Through W-2 Online (Manual Entry)
W-2 Online is the fastest route for a small employer. You type each employee’s information into on-screen fields laid out to mirror the paper W-2, and the system builds both the individual W-2s and the summary W-3 for you, auto-calculating the totals.6Social Security Administration. Electronic Wage Reporting (Forms W-2)
The system checks your work in real time, flagging malformed SSNs, blank required fields, and totals that don’t reconcile. Fix those warnings before moving on. A correction takes seconds during entry; after submission it becomes a W-2c filing.
You can enter up to 50 W-2s per session. A summary screen appears before you submit. Confirm the data, submit, and BSO issues a confirmation receipt with a unique tracking number. Save or print that receipt. It’s your proof of timely filing if anyone asks.
Filing Through Wage File Upload
Employers with more than a handful of employees, or with payroll software that already exports wage data, should use wage file upload. Your file must be in the SSA’s EFW2 format: ASCII text, records exactly 512 bytes long, with defined record types for the submitter, employer, each employee, and a closing record.
Before you upload, run the file through AccuWage Online, the SSA’s free validation tool. AccuWage checks for formatting errors, missing fields, and specification violations. The SSA won’t accept improperly formatted files, so treat AccuWage as a required step even though it’s technically optional.9Social Security Administration. AccuWage Online Information
To submit, sign in to BSO, go to the “Upload Formatted Wage File” tab, and select “Submit a Formatted Wage File.” The system processes the file and returns a confirmation receipt, the same as manual entry.6Social Security Administration. Electronic Wage Reporting (Forms W-2)
Check Status After You Submit
Electronic files process much faster than paper. You can log back into BSO at any time to check submission status and confirm acceptance. If the SSA finds errors, you’ll get a notification through the portal or by mail. Check back within a few weeks rather than waiting for a mailed notice; catching a problem early keeps you within the lower penalty tiers.
Keep the confirmation receipt with your other employment tax records. It’s the document that proves you filed on time.
Give Employees Their Copies
Filing with the SSA is only half the job. You must also furnish a W-2 copy to each employee by the same February 1, 2027 deadline for tax year 2026. The W-2 Online tool lets you download and print employee copies after you submit the master file.
You can deliver copies electronically instead of on paper, but only with the employee’s affirmative consent, and the consent process itself must show the employee can actually open the format you’ll use. You have to disclose the hardware and software requirements, how long the form will be available online, and how to withdraw consent, all before or at the time of consent. Electronic W-2s must stay accessible through October 15 of the year after the tax year they cover.10GovInfo. 26 CFR 31.6051-1 Any employee who doesn’t consent, or who withdraws consent, must get a paper copy by the deadline.
Fixing Mistakes With Form W-2c
If you find an error after submitting, whether a wrong SSN, misspelled name, or bad wage figure, file a corrected W-2c along with the W-3c transmittal.1Internal Revenue Service. General Instructions for Forms W-2 and W-3 (2026) BSO has an online W-2c tool similar to W-2 Online. You choose the tax year, enter the employer information, then enter both the previously reported amounts and the corrected amounts for each affected employee. The tool handles up to 25 W-2cs per submission.11Social Security Administration. W-2c/W-3c Online Tutorial
After you enter corrections, the system generates a W-3c preview with the aggregate changes. You attest to accuracy, submit, and get a confirmation receipt you can save as a PDF. If the correction changes the employee’s tax picture, provide them with an updated copy too.
If You Can’t Meet the Deadline
Extensions for W-2 filing are hard to get. Only one 30-day extension is available, it isn’t automatic, and you have to submit Form 8809 on paper by January 31 with a written justification.12Internal Revenue Service. Form 8809 Application for Extension of Time To File Information Returns Generic reasons won’t fly. The IRS expects something like a natural disaster or a serious disruption to your recordkeeping. An approved extension gives you more time to file with the SSA, but it does not extend the deadline for giving employees their copies.
If the electronic filing requirement itself is the problem, you can request a hardship waiver by submitting Form 8508 at least 45 days before the deadline. The first waiver request for a given form type is granted automatically; later requests need a written hardship explanation, and unsupported software isn’t a valid reason.13Internal Revenue Service. Form 8508 Application for Extension of Time To File Information Returns Without an approved waiver, filing on paper when you were required to file electronically triggers per-form penalties.
What Late or Incorrect Filing Costs
Penalties are tiered by how late you are. Filing within 30 days of the deadline runs $60 per form. More than 30 days late but by August 1 is $130 per form. After August 1, or not filed at all, is $340 per form. Intentional disregard is at least $690 per form with no annual cap.14Internal Revenue Service. 2026 General Instructions for Forms W-2 and W-3 Annual caps apply at each tier, and small businesses (average gross receipts of $5 million or less over the last three tax years) get lower caps. The same penalty scale applies separately for failing to furnish correct copies to employees, so a single mistake can be penalized twice.
