To ship a credit card internationally, first ask the issuer to send a replacement directly to the overseas address or to issue a virtual card number the recipient can use right away; if you still need to mail the physical card yourself, USPS Priority Mail International is the workable route, because FedEx, DHL, and UPS all classify credit and debit cards as prohibited items.
Ask the Issuer to Ship It for You
The fastest path skips the mailbox entirely. Most large card companies will rush a replacement to a foreign address if you call and ask. Chase ships internationally within two to seven days depending on location. American Express offers multiple delivery speeds, including next-day at no extra cost. Citi delivers in two to three weeks by default, or two to four business days for emergencies. Capital One ships in four to six business days, with rush options for a fee. Discover is the exception: replacement cards go only to the address already on file.
Visa also runs an emergency card replacement service through participating banks that works abroad, though it excludes comprehensively sanctioned countries like Cuba, Iran, North Korea, and Syria.1Visa. Virtual Cards and Digital Wallets
If the person overseas only needs to make purchases, a virtual card number eliminates the wait. Several issuers, including Discover and American Express, let you generate a temporary virtual number the moment an account is approved or a replacement is requested. That number can be loaded into Apple Pay or Google Pay and used at contactless terminals abroad wherever merchants accept NFC payments.
Why FedEx, DHL, and UPS Won’t Work
Before walking into a private carrier’s office, know that their terms of service ban what you’re trying to send. FedEx lists “credit, debit or cash cards” as prohibited items for all global shipments. DHL prohibits credit and debit cards, both activated and unactivated.2DHL. Insurance won’t save you either. FedEx’s declared value coverage excludes prohibited items, treating any declared value on such shipments as “null and void.”4FedEx. FedEx Declared Value and Limits of Liability for Shipments If the card disappears in transit, you have no recourse, because the item should never have been accepted at the counter.
Shipping Through USPS Priority Mail International
USPS does not list credit cards as prohibited items in its International Mail Manual. Global Express Guaranteed was suspended in September 2024 and remains unavailable,5United States Postal Service. Country Price Groups and Weight Limits which leaves Priority Mail International as the practical choice.
Priority Mail International delivers in roughly six to ten business days. Flat rate envelopes start at $32.65, weight-based pricing starts at $43.55 and varies by destination country,6United States Postal Service. Packaging
Place the card inside a plain, opaque envelope or wrap it in dark paper before it goes into the shipping envelope. The point is that no one can see or feel what’s inside. Skip any external markings that hint at the contents. There is no meaningful risk of contactless skimming through a sealed package in mail transit, so an RFID sleeve is optional at best.
Activate Before You Mail
Activate the card before it leaves your hands, because activation typically requires a phone call or app action from the primary account holder. On travel alerts, check with your issuer. Chase and some others no longer accept them, relying instead on automated fraud detection that adapts to new transaction locations.8Chase. Filling Out the Customs Form
Every international USPS shipment requires a customs declaration. For a credit card, you’ll use PS Form 2976, the CN22 declaration for items valued at $400 or less.9United States Postal Service. International Mail Manual – 123 Customs Forms and Online Shipping Labels The clerk will provide it at the counter, or you can generate it through the USPS online shipping portal.
Describe the contents as “plastic card” and list the value as the cost of the physical material, somewhere between $1 and $5. Do not write “credit card” in the description, and do not list the credit limit as the item’s value. The card has no resale value to anyone but the authorized cardholder, so the intrinsic worth of the plastic is what matters for customs. Listing a credit limit as declared value could trigger import duties or flag the package for anti-money laundering review in the destination country.
You Do Not Need to File a FinCEN Report
Some online guides warn about FinCEN reporting requirements when shipping financial items across borders. Those warnings don’t apply here. Under federal law, “monetary instruments” include currency, traveler’s checks, bearer securities, money orders, and similar items.10Office of the Law Revision Counsel. 31 USC 5312 – Definitions and Application Credit cards are not on that list. FinCEN Form 105, the report required when transporting more than $10,000 in monetary instruments across borders, is not required for a credit card shipment.11Financial Crimes Enforcement Network. Countries You Cannot Ship To
U.S. sanctions place hard limits on certain destinations. The Office of Foreign Assets Control maintains comprehensive sanctions programs against Cuba, Iran, North Korea, Russia, and the Crimea, Donetsk, and Luhansk regions of Ukraine.12U.S. Department of the Treasury. OFAC also runs targeted programs covering Belarus, Syria, Sudan, and several other countries with selective restrictions on certain transactions and individuals. If the destination appears on the OFAC sanctions list, consult the specific program’s guidance before sending anything financial. Violations can result in civil fines, criminal prosecution, or both.
After You Ship
Once the package leaves the post office, the tracking number on your receipt is the primary tool for monitoring progress. USPS tracking will show movement through domestic sorting facilities before updating to statuses like “Arrived at Customs” or “In Transit to Destination Country.” Customs processing times vary widely by country. Some clear packages within hours; others hold mail for days.
If customs officials require additional information or assess local fees, they will contact the recipient directly. Priority Mail International includes a delivery attempt with signature confirmation in most countries, so the carrier won’t leave the envelope at the door. The recipient will need to present government-issued identification to take possession of the package.13UPS. Keep the original shipping receipt. If the package is lost, that receipt and tracking number are required for any insurance claim, though the payout would be based on the declared value of the physical card, not the credit line attached to it. If the card disappears in transit, contact the issuer right away to freeze the account and request a replacement through their international shipping process rather than mailing another one yourself.
