How to Send Money to Belarus from the USA: Sanctions and OFAC Rules

To send money to Belarus from the USA, you need to confirm the recipient and their bank are not on the U.S. Treasury’s sanctions list, then move funds through a channel that still operates in the country, which in practice means a bank SWIFT wire or MoneyGram. Personal remittances to private individuals in Belarus are legal, but U.S. sanctions administered by the Office of Foreign Assets Control (OFAC) under 31 CFR Part 548 restrict which banks, entities, and people can receive funds.1eCFR. 31 CFR Part 548 – Belarus Sanctions Regulations The steps below walk through the checks, the mechanics, and the reporting rules that apply once dollar amounts get large.

Check the OFAC SDN List Before You Do Anything Else

Before you fill out a single form, look up the recipient’s name and their bank’s name on OFAC’s Specially Designated Nationals and Blocked Persons List. This is the compliance gate for every transfer to Belarus. If a U.S. financial institution receives instructions to send money to an SDN-listed entity, it is legally required to block the funds instead of processing the transfer, and you don’t get the money back while it sits frozen.2Office of Foreign Assets Control. FAQ 42 – What Do I Do if a Person Tries to Open an Account and the Individual or Entity’s Name Is on OFAC’s SDN List

OFAC runs a free search tool on its website. A partial name match isn’t automatically a hit; OFAC advises checking whether identifying details like location and other descriptors actually match before treating a result as real.3Office of Foreign Assets Control. Specially Designated Nationals (SDNs) and the SDN List If you’re not sure, call OFAC’s hotline before sending anything. Several Belarusian banks are sanctioned, and the list changes, so run the check again even if you’ve sent money to the same person before. The Development Bank of the Republic of Belarus, for instance, appears on the SDN list under the BELARUS-EO14038 program, and any transaction touching it can freeze immediately.2Office of Foreign Assets Control. Which Transfer Services Still Work for Belarus

Your options are narrower than for most countries. Western Union suspended operations in Belarus. Wise doesn’t support the corridor. Several other digital platforms have similarly pulled out. Two channels remain functional for most personal senders.

Bank SWIFT wire. Most major U.S. banks can send an international wire to a non-sanctioned Belarusian bank. Fees for international wires to Eastern Europe typically run between $40 and $60 per transaction, plus the bank’s exchange rate markup. Your bank may also charge an intermediary fee if the wire routes through a correspondent bank on the way.

MoneyGram. MoneyGram still offers transfers to Belarus through its app, website, and in-person agent locations. Recipients can pick up cash at MoneyGram locations, and senders can fund the transfer with a debit card, bank account, or credit card.4MoneyGram. Send Money to Belarus

If the recipient’s bank has been disconnected from SWIFT or shows up on the SDN list, a wire will fail. Cash pickup through MoneyGram then becomes the practical alternative, because it doesn’t require the recipient to have a bank account at all.

Recipient Information You Need to Collect

For a bank wire, ask your recipient for the following, and ask them to send it directly from their banking app or a recent statement rather than typing it from memory:

  • Full legal name exactly as it appears on their Belarusian government ID
  • Complete residential address, including city and postal code
  • IBAN (Belarusian IBANs are 28 characters and start with “BY”)5United Nations. Countries with IBAN
  • SWIFT/BIC code identifying the recipient’s specific bank branch

Errors in the IBAN or the name are the most common reason transfers get delayed or returned. A single wrong digit in a 28-character IBAN can route money to a different account or bounce the wire back, minus the fee.

What the Sanctions Actually Prohibit

The sanctions do not ban all transfers to Belarus. They target specific people, government entities, and economic sectors. Under 31 CFR Part 548, U.S. persons cannot send funds to or for the benefit of anyone whose property is blocked. The definition of “Government of Belarus” is broad and covers political subdivisions, agencies, the National Bank of the Republic of Belarus, and any entity owned or controlled by the government.1eCFR. 31 CFR Part 548 – Belarus Sanctions Regulations

The regulations also block property of persons operating in designated sectors of the Belarusian economy: defense and security, energy, potash, tobacco products, construction, and transportation. Treasury can add sectors at any time.1eCFR. 31 CFR Part 548 – Belarus Sanctions Regulations If the person you’re paying works for or through a business in one of these sectors, or if the funds are meant for a Belarusian government purpose, stop and get advice before sending.

Identity Verification on the U.S. Side

Every international transfer triggers identity checks under federal Know Your Customer rules. You’ll need a valid government photo ID, typically a U.S. passport or state driver’s license, whether you send at a branch or through an app. If you initiate the transfer in person and you’re not an established customer at that bank, the institution must record your ID type and number plus your Social Security number or taxpayer identification number. Without an SSN, you can provide a passport number and country of issuance.6FFIEC. Assessing Compliance with BSA Regulatory Requirements – Funds Transfers Recordkeeping

Banks processing transfers to sanctioned jurisdictions run automated compliance screens. An unusually large amount, a partial SDN name match, or a flagged destination bank can trigger a manual review, and the bank may ask you to explain the purpose of the transfer or document the source of funds. That’s normal for the Belarus corridor and not a sign you’ve done anything wrong.

Tracking the Wire

When you authorize the transfer, the bank deducts the principal plus fees and generates a unique transaction reference number. Keep it. You can also request an MT103 from your bank, the standardized SWIFT message that serves as proof the wire was sent. It contains all the transaction details and is recognized worldwide, so if the recipient’s bank can’t locate the incoming funds, the MT103 gives them what they need to trace it.

Transfers to Belarus typically clear in three to five business days, but compliance reviews at intermediary banks can stretch that. If funds haven’t arrived after a week, call your bank with the reference number and ask them to initiate a trace.

Humanitarian and NGO Transfers

The Belarus sanctions include general licenses that authorize certain transfers even when a blocked person would otherwise be involved. Nongovernmental organizations can conduct transactions that directly benefit the civilian population, including disaster relief, food and medicine distribution, health services, assistance for displaced or vulnerable populations, and water and sanitation projects, provided the NGO itself isn’t blocked. A separate general license authorizes transfers of agricultural commodities, medicine, and medical devices to a blocked individual as long as the quantities are consistent with personal, non-commercial use. Emergency medical services are authorized regardless of the recipient’s sanctions status.1eCFR. 31 CFR Part 548 – Belarus Sanctions Regulations

These general licenses don’t cover transfers where you know or have reason to know the ultimate beneficiary is a blocked person, except for narrow purposes like paying taxes or government fees. If your situation doesn’t clearly fit one of these licenses, you can apply to OFAC for a specific license before sending funds.

The $10,000 Reporting Threshold and Structuring

When a transfer involves $10,000 or more in currency, the financial institution handling it files a Currency Transaction Report (CTR) with the Financial Crimes Enforcement Network. The bank files the report; you don’t submit anything yourself. Multiple transactions adding up to more than $10,000 in a single day also trigger a CTR.7Financial Crimes Enforcement Network. Notice to Customers – A CTR Reference Guide

What you cannot do is break a large transfer into smaller pieces to stay under the threshold. That’s called structuring, and it’s a federal crime even when the underlying money is entirely legitimate. Structuring can bring up to five years in prison and fines up to $250,000, and penalties double if the structured amount exceeds $100,000 within a twelve-month period.7Financial Crimes Enforcement Network. Notice to Customers – A CTR Reference Guide If you need to send $25,000, send $25,000. A CTR filing creates no legal problem for you; three $8,300 wires does.

Gift Tax if the Money Is a Gift

If the funds are a gift rather than a loan or a payment for goods and services, federal gift tax rules apply. For 2026, the annual gift tax exclusion is $19,000 per recipient.8Internal Revenue Service. What’s New – Estate and Gift Tax You can send up to $19,000 to any individual in Belarus during the calendar year without filing a gift tax return.

Send more than $19,000 to one person in a year and you’ll need to file IRS Form 709.9Internal Revenue Service. Instructions for Form 709 Filing doesn’t necessarily mean you owe tax; the excess counts against your lifetime gift and estate tax exemption. Married couples who agree to split gifts can effectively double the annual exclusion to $38,000 per recipient.

When Foreign Account Reporting Applies

A one-time transfer to someone else’s account in Belarus generally does not trigger foreign account reporting. Those rules apply if you have a financial interest in or signature authority over the Belarusian account, for example a bank account you set up in your own name for a family member’s use.

If the combined value of all your foreign financial accounts exceeds $10,000 at any point during the calendar year, you must file a Report of Foreign Bank and Financial Accounts (FBAR, FinCEN Form 114) electronically through the BSA E-Filing System. The deadline is April 15, with an automatic extension to October 15 that requires no paperwork. Penalties for willful failure to file are severe: the greater of an inflation-adjusted amount (currently above $165,000) or 50% of the account balance, assessed per account per year.10Internal Revenue Service. IRS Form 8938 is a separate filing that can also apply above higher thresholds and gets attached to your income tax return.11Internal Revenue Service. Do I Need to File Form 8938, Statement of Specified Foreign Financial Assets If you meet the thresholds for both the FBAR and Form 8938, you file both; they go to different agencies and don’t substitute for each other.12Internal Revenue Service.
