How to Request a Treasury Check Payment Trace

To request a Treasury check payment trace, wait out the required delivery window, then contact the agency that issued the payment; for a federal tax refund that means using the IRS “Where’s My Refund?” tool, calling 800-829-1954 or 800-829-1040, or mailing Form 3911, after which the Bureau of the Fiscal Service checks whether the check was cashed and either reissues it or opens a forgery claim.1Internal Revenue Service. Forgery cases run longer because BFS has to recover the money from the bank that took the check.

Confirm the Check Is Actually Missing

Before you file anything, check the refund’s status at irs.gov using “Where’s My Refund?” or the IRS2Go app. You’ll need your Social Security number or ITIN, filing status, and the exact whole-dollar refund amount from your return.2Internal Revenue Service. A refund can also look missing when it was reduced through the Treasury Offset Program to pay a federal or state debt. BFS mails a notice showing the original amount, the offset, and the receiving agency. Wait Out the Required Window

You can’t open a trace the day a check feels late. The Taxpayer Advocate Service advises waiting at least six weeks from the date you mailed a paper return before requesting a trace on a refund check going to a domestic address.4Taxpayer Advocate Service. If your missing payment is a Social Security or VA benefit rather than a tax refund, the trace runs through the paying agency, not the IRS. How to Start a Refund Trace

The IRS gives you three ways to open a trace on a tax refund:

  • Use “Where’s My Refund?” at irs.gov.
  • Call the automated refund hotline at 800-829-1954.
  • Call 800-829-1040 to speak with a representative.

Joint filers can’t use the automated options. If you filed jointly, you have to call and speak with a representative or submit Form 3911.6Internal Revenue Service. Refund Inquiries

Filing Form 3911

Form 3911, Taxpayer Statement Regarding Refund, is the paper route. Download it from irs.gov. The form has three parts:7Internal Revenue Service. Form 3911 – Taxpayer Statement Regarding Refund

  • Section I collects your name, taxpayer identification number (SSN or ITIN for individuals, EIN for businesses), current address, the type of return you filed, whether you asked for a check or direct deposit, the refund amount, the tax period, and the filing date.
  • Section II asks what happened: never received, or lost, stolen, or destroyed after you received it.
  • Section III is your signature under penalty of perjury. On a joint return, both spouses must sign before the IRS will act on the trace.

Mail the completed form to the IRS service center where you would normally file a paper return, or fax it to the number listed with the form. Match every entry against your original return. A mismatched refund amount or taxpayer ID number is the fastest way to stall the trace.

If the Refund Went to the Wrong Bank Account

A trace can also cover a direct deposit that landed in the wrong account because of a routing or account number error on your return, but the recovery works differently and takes longer. Start by asking your bank whether the deposit was rejected or posted. If the bank kicked the funds back to the IRS, you’ll get a notice with next steps.

If five calendar days pass with no deposit and the bank hasn’t returned the money, file Form 3911. The IRS will contact the bank to try to recover the funds. Banks have up to 90 days from the initial trace to respond, and the full process can run up to 120 days.8Internal Revenue Service. Refund Inquiries 18

There is a hard limit here. If the bank can’t recover the money or refuses to return it, the IRS cannot force the bank to pay. Your dispute then becomes a civil matter between you and the bank or the account holder who received the funds. Triple-check routing and account numbers before you file.

What BFS Does After the Trace Is Opened

Once the IRS forwards the trace to the Bureau of the Fiscal Service, BFS looks up the check in its records to see whether and when it was cashed.1Internal Revenue Service. IRM 21.4.2 Refund Trace and Limited Payability

If the check was never cashed, BFS cancels it and the IRS authorizes a replacement. Expect the new check in about six weeks for a domestic address, or about nine weeks for a foreign address.1Internal Revenue Service. IRM 21.4.2 Refund Trace and Limited Payability

If the Check Was Already Cashed

If BFS records show the check was cashed, the case shifts to a forgery investigation. You’ll receive a claim package, usually within about six weeks of the trace, containing FS Form 1133, Claim Against the United States for the Proceeds of a Government Check, plus a photocopy of the cashed check so you can look at the endorsement.9Bureau of the Fiscal Service. FS Form 1133 needs your original signature because one copy goes to criminal investigation and fund recovery, and the other to handwriting analysis. Fill it out and send it back promptly. If BFS determines the check was forged, it issues a replacement and notifies the IRS.1Internal Revenue Service. IRM 21.4.2 Refund Trace and Limited Payability

One boundary worth naming: if you endorsed the check yourself and then someone else cashed it, BFS will not issue a replacement. Because the endorsement signature is genuine, there is no forgery, and the dispute is between you and whoever ended up with the check.

Treasury Checks Expire After One Year

Every U.S. Treasury check carries “VOID AFTER ONE YEAR” on its face. By statute, Treasury is not required to pay a check that isn’t negotiated at a financial institution within 12 months of issuance.10Office of the Law Revision Counsel. 31 USC 3328 – Paying Checks and Drafts After that, BFS cancels the check and returns the funds to the issuing agency.11Bureau of the Fiscal Service. Cancellation kills the check, not the underlying obligation. You can file a claim with the agency that authorized the payment, and that agency can recertify it from the same appropriation or its successor account. Your claim under 31 CFR Part 245 must be presented within one year of the check’s issuance date.12eCFR. 31 CFR Part 245 – Claims on Account of Treasury Checks If you find an old Treasury check in a drawer, contact the issuing agency rather than trying to deposit it. If the Refund Belongs to Someone Who Has Died

When a refund check was issued to a taxpayer who has since died, the IRS uses Form 1310, Statement of Person Claiming Refund Due a Deceased Taxpayer, to route the money to the right person.13Internal Revenue Service. Statement of Person Claiming Refund Due a Deceased Taxpayer – Form 1310

  • A surviving spouse who needs a joint-name check reissued files Form 1310 as the surviving spouse.
  • A court-appointed executor or administrator files Form 1310 with a copy of the court certificate of appointment.
  • Anyone else claiming the refund for the estate files Form 1310 and keeps proof of death on file, though it doesn’t get attached to the form.

Two situations skip Form 1310 entirely: a surviving spouse filing an original or amended joint return with the deceased, and a personal representative filing an original return with the court certificate already attached. In both, the refund moves through the normal return process.
