To replace your under-21 ID when you turn 21, visit your state’s motor vehicle office with proof of identity, your Social Security number, and two documents showing your current address, then hand in your vertical card and request the new horizontal version. In most states you can apply up to 30 or 60 days before your birthday so the new card arrives close to the day itself. Since REAL ID enforcement took effect on May 7, 2025, the same appointment is your chance to get a REAL ID-compliant card at no extra cost.1Transportation Security Administration. REAL ID
Why the Vertical Card Stops Working
Every state issues under-21 IDs in a vertical format, and in many states the printed expiration date is your 21st birthday. The card is expired the moment you’re old enough to use it for the things it was blocking. Even where the expiration falls later, the vertical orientation is a signal to bartenders, bouncers, and cashiers that the holder is a minor. That’s the design’s whole purpose.
Businesses can set ID policies stricter than the law requires, and most do. A bar can refuse to serve you on a vertical card even if you’re clearly 21 and the card hasn’t expired. Arizona goes further and stops recognizing a vertical in-state ID for alcohol purchases 30 days after the holder turns 21. Retailers face steep fines and possible license revocation under strict liability laws for serving a minor, so turning away one annoyed 21-year-old is the cheap choice for them every time.
The practical move is to replace the card as close to your birthday as your state allows. Check your motor vehicle agency’s site for the earliest application window.
Get the REAL ID Version at the Same Visit
Since May 7, 2025, TSA airport security and certain federal buildings require a REAL ID-compliant driver’s license or ID card, or a separate passport.1Transportation Security Administration. REAL ID The compliant card is marked with a star in the upper corner. Asking for the REAL ID version when you replace your vertical card costs the same and uses the same appointment, so there’s no reason not to. If your current under-21 card doesn’t have a star, you already need the extra documents to upgrade, so it makes sense to handle both changes in a single trip.
Documents to Bring
Paperwork is where most people get sent home. For a REAL ID-compliant card you’ll need documents from three categories:2USAGov. How to Get a REAL ID and Use It for Travel
- Proof of identity: a U.S. birth certificate (original or certified copy) or a valid U.S. passport. A permanent resident card works for non-citizens.
- Social Security verification: your Social Security card, a W-2, or a pay stub showing your full Social Security number.
- Proof of residency: two documents showing your current address, from different sources, such as a utility bill, bank statement, lease, or insurance document.
If your name has changed since your birth certificate was issued, bring the marriage license or court order that links the two names. A name mismatch with no bridging document is the most common reason people leave the counter empty-handed.
What the Visit Looks Like
Most states require the update in person because the agency needs a fresh photo and digital signature. You’ll surrender the old vertical card, present your documents, and sit for the photo. The appointment itself usually takes 15 to 45 minutes, though wait times swing widely by location and time of month. Early on a weekday morning, or booking online where that’s available, cuts the wait.
Some states allow online renewals when the photo is recent and personal information is unchanged, but you’re switching card formats and need a new photo, so plan on going in. Fees run roughly $10 to $60 depending on whether you’re getting an ID card or a driver’s license, the validity period, and whether you’re adding the REAL ID designation.
Extras That Happen at the Counter
Under the National Voter Registration Act, every state motor vehicle office must offer you a voter registration form when you apply for or renew a license or ID.3Office of the Law Revision Counsel. 52 USC 20504 – Simultaneous Application for Voter Registration and Application for Motor Vehicle Drivers License Saying yes at the counter handles registration if you’re not already on the rolls. The office must forward the registration to election officials within 10 days.
If you’re male and under 26, more than half of states link the license or ID application to Selective Service registration, so submitting your application authorizes the agency to send your information along. Failing to register with Selective Service before turning 26 can disqualify you from federal student aid, federal job training, federal employment, and naturalization if you’re seeking citizenship.
You’ll also be asked whether to join your state’s organ and tissue donor registry. Yes or no, your answer prints on the card.
The Gap Before the Permanent Card Arrives
You leave with a temporary paper document that acts as your interim ID. It usually carries a black-and-white photo and your updated information, and it stays valid for driving and basic identification for 60 days or so, depending on the state.
The catch: TSA does not accept temporary paper licenses at airport security.4Transportation Security Administration. Acceptable Identification at the TSA Checkpoint If you have a flight planned during the two to four weeks the permanent card takes to arrive, carry a U.S. passport, passport card, or military ID instead. Some high-security venues and employers also won’t accept the paper version.
The plastic card typically shows up in two to four weeks. If it hasn’t arrived after 30 days, contact your state motor vehicle agency to report it missing and request a reissue.
Mobile ID as a Backup
More than 20 states and territories have launched mobile driver’s licenses that TSA accepts at over 250 airport checkpoints, delivered through Apple Wallet, Google Wallet, Samsung Wallet, or a state-specific app.5Transportation Security Administration. Participating States and Eligible Digital IDs Participating states include Arizona, California, Colorado, Georgia, Iowa, Maryland, and New York, among others.
A mobile ID has real limits. TSA still requires you to carry a physical ID when traveling, and most bars and retailers aren’t set up to scan a phone. The mobile version has to be tied to a REAL ID-compliant physical card in the first place, so the plastic still comes first. Treat the phone version as convenience on top, not a substitute.
Don’t Bridge the Gap With a Fake ID
If your birthday is a few weeks out and you’re tempted to shortcut with a borrowed or forged card, the exposure is worse than most people expect. Federal law sets penalties of up to 15 years in prison for producing or transferring a fake driver’s license or ID card, and up to 5 years for possession or use of a fraudulent identification document.6Office of the Law Revision Counsel. 18 USC 1028 – Fraud and Related Activity in Connection With Identification Documents, Authentication Features, and Information Federal charges are uncommon for a college student buying beer, but they’re on the books. Most states treat possession or use as a misdemeanor with fines of $500 to $2,500 and up to a year in jail, and a conviction often triggers a driver’s license suspension on top of the criminal penalties. Lending your real card to an underage friend carries similar penalties in most states. Applying for the replacement is the cleaner path.
