How to Reactivate Your USDOT Number with FMCSA

To reactivate a USDOT number, file an updated Form MCS-150 with the Federal Motor Carrier Safety Administration through the FMCSA Portal, then confirm your active status on the SAFER Company Snapshot before putting a truck back on the road. Online filings usually process the same business day, though the status change can take up to 48 hours to appear.1Federal Motor Carrier Safety Administration. How Do I Reactivate My USDOT Number Until that snapshot flips from “Inactive” to “Active,” you cannot legally haul freight or passengers in interstate commerce, and operating in the gap can cost more than $1,000 per day in civil penalties.2Federal Motor Carrier Safety Administration. What You Need Before You File

Reactivation uses the same MCS-150 as the routine biennial update, and every one of the 31 items on the form has to be completed. Gather the following first so you don’t get stuck mid-filing:3Federal Motor Carrier Safety Administration (FMCSA). Instructions for Form MCS-150 Motor Carrier Identification Report

  • Your existing USDOT number, which goes in item 16 so the system updates your record instead of creating a new one.
  • The legal business name exactly as it appears on your incorporation, partnership, or tax records, plus any DBA in the separate field for it.
  • The physical address of your principal place of business. A P.O. box will not work here; FMCSA uses this address for on-site audits.
  • Your Employer Identification Number. Sole proprietors without an EIN may use a Social Security number but are encouraged to get an EIN.
  • A current count of the commercial motor vehicles in your fleet, split between power units and trailers.
  • Total miles driven by all commercial vehicles in the previous 12 months, rounded to the nearest 10,000. If you haven’t operated in the past year, enter zero.

The form is signed under penalty of perjury. Inaccurate or incomplete filings can draw civil penalties that reach roughly $1,300 per day up to about $13,000 for recordkeeping violations, and knowingly false information sits in the same range while also inviting more aggressive enforcement.4Federal Register. Revisions to Civil Penalty Amounts FMCSA updates the figures periodically for inflation.

Filing the Reactivation Online

The fastest route is the FMCSA Portal. You will need your USDOT number and your USDOT PIN to create or access your account. Lost the PIN? Request a new one through the SAFER website or by calling 1-800-832-5660. Once you’re in, select the option to update your MCS-150 information and work through every required field with current data.1Federal Motor Carrier Safety Administration. How Do I Reactivate My USDOT Number

Paper filings are accepted, but processing runs several weeks instead of hours. If you go that route, download the form directly from FMCSA’s website, since versions posted elsewhere may be outdated.

After you submit, check the SAFER Company Snapshot at safer.fmcsa.dot.gov and search by USDOT number, MC/MX number, or company name to confirm your status has changed to “Active.”5Federal Motor Carrier Safety Administration. SAFER Web – Company Snapshot This is the same public record law enforcement, shippers, and insurers pull to verify that a carrier can operate. Don’t dispatch a truck until the snapshot confirms it.

Get Your Insurance, BOC-3, and UCR Current Too

A reactivated USDOT number won’t do you any good if the filings that ride alongside it have lapsed. Work through each of these before you assume you’re back in business.

Insurance on File with FMCSA

FMCSA requires proof of financial responsibility before a carrier can operate. Minimum liability coverage runs from $300,000 for non-hazardous freight in vehicles under 10,001 lbs GVWR, up to $5,000,000 for carriers hauling explosives, poison gas, or radioactive materials or moving 16 or more passengers.6FMCSA. Insurance Filing Requirements Your insurance company files the proof directly with FMCSA on Form BMC-91 or BMC-91X; you cannot file these yourself.7FMCSA. What Forms Are Required for Insurance and Where Can I Find Them Household goods carriers also need cargo insurance filed on Form BMC-34. If your coverage lapsed while the number was inactive, get new coverage in place and have the insurer file before FMCSA will fully restore your status.

Process Agent (Form BOC-3)

Every motor carrier with interstate authority must designate a process agent in each state it operates in or travels through, filed on Form BOC-3. Only a process agent can file BOC-3 on your behalf.8FMCSA. Form BOC-3 – Designation of Agents for Service of Process Each designated agent must physically reside in the state they represent, and P.O. boxes are not acceptable. Most carriers use a commercial service that covers all required states for a one-time fee. If your BOC-3 lapsed, your service will need to file a new form with FMCSA and send copies to each affected state, and you should keep a copy at your principal place of business.

Unified Carrier Registration

UCR is a separate annual requirement, paid based on the number of commercial vehicles you own or operate, and it’s checked during roadside inspections. The 2026 fees:9UCR. Fee Brackets

  • 0–2 vehicles: $46
  • 3–5 vehicles: $138
  • 6–20 vehicles: $276
  • 21–100 vehicles: $963
  • 101–1,000 vehicles: $4,592
  • 1,001+ vehicles: $44,836

The 2026 registration portal opened on October 1, 2025, and states began enforcement shortly after. Register through the National Registration System at plan.ucr.gov. If your number has been inactive for a while, expect to get current on UCR before you’re fully compliant.

Why the Number Went Inactive, and How to Keep It Active

The most common cause of deactivation is a missed biennial update. Federal regulations require every motor carrier to refresh the information on file with FMCSA every two years by submitting Form MCS-150, and missing your deadline results in automatic deactivation and a ban on interstate operations.10eCFR. 49 CFR Part 390 Subpart B – General Requirements and Information Less common triggers include letting required insurance lapse, failing to keep a valid process agent designation, or not completing UCR.

Your filing deadline depends on the last two digits of your USDOT number. The next-to-last digit sets the year: odd digits file in odd-numbered years, even digits in even-numbered years. The final digit sets the month, with 1 for January through 0 for October.11United States Department of Transportation. Updating Registration Information Biennially A carrier with USDOT number 987654, for example, files by the last day of April in every even-numbered year. The update itself is free and takes about 20 minutes online. Set a calendar reminder a month before your date; that single habit is the difference between a 20-minute filing and a reactivation cycle.

Reactivation vs. Revocation, and USDOT vs. Operating Authority

Deactivation and revocation are different animals. A deactivated number can usually be restored by filing the overdue paperwork. A revocation is a more serious action that typically follows a failed safety audit or enforcement proceeding, and it may require you to start the application process from scratch. If a letter from FMCSA mentions revocation rather than deactivation, the MCS-150 route described here is not enough on its own.

Your USDOT number and your operating authority (MC, FF, or MX number) are also not the same thing, and reactivating one does not automatically restore the other. The USDOT number identifies your company for safety tracking. Operating authority dictates what kind of hauling you’re legally permitted to do.12Federal Motor Carrier Safety Administration. What Is Operating Authority (MC Number) and Who Needs It You generally need operating authority in addition to the USDOT number if you operate as a for-hire carrier, transport passengers in interstate commerce, or arrange transport of federally regulated commodities. Private carriers hauling their own goods may only need the USDOT number. If your authority lapsed alongside your number, handle that separately through the FMCSA registration system; the reinstatement process has its own forms.

Don’t Operate Until the Snapshot Says Active

Carriers sometimes assume they can keep rolling while the paperwork catches up. It’s a costly assumption. An inactive USDOT number shows up instantly when law enforcement runs your information at a roadside inspection, and the typical result is an out-of-service order that grounds the vehicle on the spot. Civil penalties for operating without valid registration can exceed $1,000 per day and compound with each day of noncompliance up to a statutory cap.2Federal Motor Carrier Safety Administration. Updating Your Registration or Authority

The indirect costs are worse. Shippers and freight brokers check the SAFER snapshot before booking loads, and most will not tender freight to a carrier showing inactive. Insurance policies tied to your USDOT number may lapse or become voidable, and if an accident happens while your registration is inactive, you can face personal liability exposure your insurer refuses to cover. Filing the MCS-150, confirming your insurance and BOC-3 are on file, and watching the snapshot flip to Active is a matter of hours. Wait for it.
