How to Properly Use Your Government Travel Card

To use your Government Travel Charge Card correctly, put every authorized travel expense on it while you’re on official orders, keep itemized receipts, file your travel voucher within five business days of returning, and use split disbursement so your reimbursement pays Citibank directly. The card is issued to you personally, but it belongs to the government, and the rules that follow are what keep a routine trip from turning into a disciplinary file.

The Card Is Required, Not Optional

Federal regulations require you to use the GTCC for all official travel expenses. The Federal Travel Regulation makes it mandatory for civilian employees, and the Joint Travel Regulations carry the same weight for DoD travelers.1Federal Register. Federal Travel Regulation – Mandatory Use of the Travel Charge Card

Exemptions are narrow. You can skip the card if a vendor doesn’t accept it, if your card application is still pending, or if your agency head determines that using it would compromise a mission or your safety. The GSA Administrator can also grant blanket exemptions for specific payment types or groups of personnel.2eCFR. 41 CFR 301-51.2 – Exemptions From Mandatory Use of the Government Contractor-Issued Travel Charge Card Paying out of pocket when you could have used the card invites questions from your approving official, and agencies must notify GSA within 30 days when they grant an individual exemption.

Activate and Register Before You Travel

Your card arrives inactive. A sticker on the card lists a phone number or website; call or visit to verify receipt before the card will work. If you were issued a restricted account, your Agency Program Coordinator also has to activate it on their end.3Headquarters Marine Corps. Citi – Department of Defense Government Travel Card Guide

Once the card is live, register it in your agency’s travel system. DoD personnel use the Defense Travel System (DTS); civilian agencies use their equivalents. Linking the card to your profile lets the system auto-populate payment information on travel authorizations and route your reimbursement correctly after the trip.4Defense Travel Management Office. Confirm with your APC that the account is set to active or mission-ready. Many agencies keep accounts in a dormant or restricted state between trips to block unauthorized charges. If you’re at an airline checkout screen and the card declines, dormant status is almost always the reason. Ask the APC well before departure if you’ll need a temporary limit increase for a costly trip.5Defense Travel Management Office. Government Travel Charge Card Regulations

What You Can Charge

Authorized charges include commercial airfare, train tickets, rental vehicles, fuel for those rentals, overnight lodging, and conference registration fees tied to your assignment. The principle underlying both the FTR and JTR: spend as if the money were your own, and choose the least expensive option that still meets mission needs.6Department of Defense. The Joint Travel Regulations

Lodging and meals are reimbursed up to the per diem rate for your destination. For fiscal year 2026, the standard CONUS rate is $110 for lodging and $68 for meals and incidental expenses, with higher-cost locations receiving M&IE tiers that top out at $92. Look up the exact rate at gsa.gov/perdiem. Rates for Alaska, Hawaii, and U.S. territories come from the Department of Defense; foreign rates come from the State Department.7U.S. General Services Administration. Some states exempt federal travelers from hotel taxes when the card is used for lodging. The process varies by state, and you may need an exemption certificate, official travel documentation, or a federal ID at check-in. Confirm before the trip; on a multi-night stay the savings add up.

What You Cannot Charge

The card is not yours. Personal purchases, family meals, entertainment, and anything unrelated to your travel orders are prohibited, and intent to pay it back yourself is not a defense. Cash Advances and Receipts

When a vendor won’t take the card, you can pull cash from an ATM. The default limit is $250 per billing cycle, and the ATM service fee is reimbursable as part of your travel claim. The $250 ceiling resets when you pay your balance during the cycle, so an early payment can free up additional cash access mid-trip.5Defense Travel Management Office. Receipt rules are simple, and agencies enforce them. You need an itemized receipt for every night of lodging regardless of cost, and a receipt for any individual expense over $75. Each one should show the vendor, date, and a breakdown of what you purchased. Small charges like local transit fares and parking meters can be grouped as a single line on your claim, but any individual charge above $75 within that group still needs its own receipt.9eCFR. 41 CFR 301-11.25 – Must I Provide Receipts to Substantiate My Claimed Travel Expenses

A phone photo is fine as backup; you’ll submit scanned copies electronically with the voucher. Losing a receipt isn’t automatically fatal, since your agency can accept a written explanation, but experienced travelers don’t rely on that.

Rental Cars: Coverage Included, Tickets Are Yours

Book through the U.S. Government Rental Car Program and Loss Damage Waiver and Collision Damage Waiver coverage come included at no extra cost. Liability coverage is built in as well, up to $25,000 in property damage, $100,000 per injured person, and $300,000 total per incident. Decline the counter agent’s offer of additional insurance; buying it wastes money and can complicate a later claim.10Defense Travel Management Office. Rental Car Program

Traffic violations are on you personally. Parking tickets, toll violations, and traffic camera citations are not reimbursable, and the rental company can retroactively charge your GTCC for unpaid fines and administrative fees after you’ve returned the car and filed your voucher. Watch the account for post-trip charges, especially after driving through cities with aggressive toll enforcement.11Defense Travel Management Office. File the Voucher, Pay the Bill

You have five business days after returning from a trip to submit your travel claim through your agency’s electronic travel system. On continuous assignments, vouchers are due at least every 30 days.12eCFR. 41 CFR Part 301-52 – Claiming Reimbursement

When you file, select split disbursement. That routes the part of your reimbursement that covers GTCC charges directly to Citibank, and sends the remainder (per diem savings, personal mileage, and the like) to your bank account. In most agencies split disbursement isn’t optional; it’s the primary mechanism that keeps accounts current.13GSA SmartPay Training. Lesson 9 – Returning From Your Trip

Once you submit a proper claim, your agency has 30 calendar days to reimburse you. That deadline on their side doesn’t extend the payment deadline on yours. You are personally liable for the balance on an individually billed account even if the voucher gets stuck in processing, so check that the payment actually posted before assuming the trip is closed out.

What Happens If You Misuse the Card or Pay Late

Disciplinary consequences for misuse escalate quickly. A first offense can range from a letter of counseling to removal. A second offense starts at a five-day suspension, a third at ten days, with removal on the table at every stage. Agencies are required by statute to take corrective action.14Office of the Under Secretary of Defense. Government Charge Card Disciplinary Guide for Civilian Employees A security clearance review can follow separately, and financial irresponsibility factors into eligibility, so the collateral damage from misuse can outlast the formal discipline.

Delinquency runs on its own timeline once the billing statement closes:

  • 31 days: account is past due.
  • 61 days: account is suspended and no new charges are allowed.
  • 126 days: account is cancelled and salary offset proceedings begin.
  • 211 days: the debt is charged off.

Late fees kick in when an undisputed balance goes unpaid for two billing cycles plus 15 days past the statement where the charge first appeared. The fee is 2.5% of the outstanding balance per billing cycle until paid.5Defense Travel Management Office. Government Travel Charge Card Regulations

Salary offset means the government deducts what you owe from your paycheck. You must receive written notice at least 30 days in advance and you have 15 days from that notice to request a hearing. If you don’t respond, collection proceeds. Deductions are capped at 15% of disposable pay per period, though a lump sum can be pulled from a final paycheck if you separate from service.15eCFR. 5 CFR Part 179 Subpart B – Salary Offset

One piece of good news: individually billed accounts are exempt from credit bureau reporting under the Fair Credit Reporting Act. The card’s existence and any delinquency will not appear on your personal credit report. Salary offset and account cancellation still hurt, but a late voucher won’t follow you to a future mortgage application.5Defense Travel Management Office. Government Travel Charge Card Regulations

If the Card Is Lost or Stolen

Call Citibank right away. DoD cardholders use 1-800-200-7056; all other federal agency cardholders call 1-800-790-7206 in the United States or 904-954-7580 from overseas. If you don’t have the card number, stay on the line and a representative can look up the account.16U.S. Coast Guard. Government Services Travel Card Program Cardholder Account Agreement

Notify your APC as well, since they’ll coordinate the replacement and may need to adjust your travel authorization if you’re mid-trip. A replacement typically arrives within a few business days at your duty station or TDY location. While you wait, authorized out-of-pocket expenses can be claimed on your voucher, so hold onto every receipt.
