How to Order a New SNAP Card by Phone, Online, or In Person

To order a new SNAP card, call your state’s EBT customer service line, use your state’s online portal or mobile app, or visit your local SNAP office in person. Before you request the replacement, report the old card as lost, stolen, or damaged so the agency freezes your account and protects whatever balance is left. Federal rules then give the state two business days to mail the new card or make it available for pickup.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households

Report the Card Before You Order

Reporting comes first for a reason. The moment you notify the state agency that your card is lost, stolen, or damaged, federal regulation requires an immediate hold on the account.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households The old card stops working, and nobody can spend down your balance with it. Until you report, the state has no obligation to cover charges someone else runs up.

Most states run a 24-hour customer service line for lost and stolen reports. The number is printed on the back of the card, which does not help if the card is gone, so save it in your phone before you need it. You can also find the number on your benefit agency’s website or through the ebtEDGE portal, and some states accept the report through a mobile app. Make the call the same day you realize the card is missing.

Three Ways to Request a Replacement

Federal rules do not require a single method, so states offer a mix. Nearly every state has at least a phone option and an in-person option, and most also have an online channel.

By Phone

Calling EBT customer service is the most common route. The automated system walks you through prompts for a lost, stolen, or damaged card and then queues the replacement. You verify your identity with details like your date of birth and the last few digits of your Social Security number. In many states, one call both deactivates the old card and orders the new one.

Online or Through a Mobile App

Many states offer an online EBT portal or mobile app with a card management function. On the ebtEDGE platform, which several states use, you log in with your card number, verify your identity, and submit the replacement request from the cardholder dashboard. Other state portals label the feature something like “card management” or “replace card.” This is usually the fastest way to place the order because there is no hold time.

In Person at Your Local Office

Walking into your local SNAP or human services office is the option to choose when you need a card the same day. Some offices can print and issue cards on the spot instead of mailing them, and federal rules require agencies to approve emergency in-person issuance when circumstances justify it. Bring a photo ID and any case information you have.

When It Arrives and Whether It Costs Anything

The two-business-day rule applies to the agency getting the card in the mail or ready for pickup, not to delivery.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households Cards travel by first-class mail in a plain, sturdy envelope that will not be forwarded, so actual arrival depends on the postal service. Most households receive the replacement within about five to ten business days. Watch your mail, because the envelope is intentionally nondescript and easy to mistake for junk.

If you recently moved, update your address with the agency before you request the card. The non-forwarding envelope will be returned rather than redirected.

Some states charge a small replacement fee. Federal rules permit it, but the fee cannot exceed the state’s actual cost to produce and mail the card.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households Where fees exist, the amount is typically deducted from your benefit balance rather than collected as a separate payment. Many states waive the fee when the card was damaged or stolen rather than simply lost. Ask your state agency whether a fee applies.

Setting the PIN on the New Card

The replacement will not work at a store until you set a Personal Identification Number. Federal rules give you the right to select your own PIN rather than have one assigned to you.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants The number of digits varies by state, so follow the instructions that come with the card or that the phone system prompts you to enter.

You can usually set the PIN through the automated phone line, on the ebtEDGE website, or at your local office if it has PIN selection equipment. If a PIN is sent by mail, federal rules require the agency to send it in a separate mailing that goes out at least one business day after the card ships.2eCFR. 7 CFR 274.2 – Providing Benefits to Participants That way a thief who takes the card from your mailbox will not also have the PIN. Once your PIN is set, the full existing balance is available at any authorized retailer.

Do not share the PIN, and avoid obvious combinations like your birth year or the last four digits of your phone number. Benefits spent before you report a theft are gone.

Lock the Card Instead if You Are Not Sure It Is Gone

If you might have just misplaced the card at home, consider locking it before you order a replacement. USDA guidance encourages states to let households temporarily lock all card activity through an app or online portal, then unlock it when they are ready to shop.3USDA. SNAP EBT Card Skimming Prevention You freeze the account, search without pressure, and if the card turns up you just unlock and keep using it. No replacement, no waiting for mail, no possible fee. The ebtEDGE app and several state-specific apps support this.

If You Have Already Requested Several Cards

States track how often you replace your card. Under federal regulation, once you request four or more replacements in twelve months, the state agency must send a written notice that your account is being monitored for suspicious activity.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households It is not an accusation, but it flags the account for review.

If you request another card after that notice and the agency suspects trafficking, the case is referred to the state’s fraud investigation unit.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households Some states withhold the replacement until you contact the agency and explain why cards keep going missing. If you do not respond, the state can refuse to issue the card. Once you make contact and provide an explanation, you will still get a card even while an investigation is ongoing.

Replacing the Card Is Not the Same as Replacing Stolen Benefits

A new card restores your ability to use whatever balance remains. It does not reimburse money a thief already spent. The Consolidated Appropriations Act of 2023 created a temporary federal program allowing states to reimburse SNAP benefits stolen through card skimming and cloning,4Congress.gov. Supplemental Nutrition Assistance Program (SNAP): Benefit Theft Through Electronic Benefit Card Skimming but that authority expired on December 20, 2024.5Food and Nutrition Service. Replacing Stolen SNAP Benefits: State Plan Approvals Whether reimbursement is currently available depends on whether Congress has renewed or extended the program since then. Contact your state’s SNAP agency or check the USDA Food and Nutrition Service website for the current status. Either way, file a report with your state agency, and file a police report if skimming is involved. Documented theft reports strengthen any future claim if the program is restored.
