To order a new EBT card, call the customer service number on the back of your card, use your state’s online cardholder portal or mobile app, or go in person to your local benefits office. Federal rules require your state agency to mail the replacement or make it available for pickup within two business days of your request.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households Your balance moves to the new card automatically, so you don’t lose benefits in the switch. Speed matters if the card was lost or stolen: the state only covers unauthorized transactions that happen after you report the card missing.
Three Ways to Request a Replacement
Call the Customer Service Line
The toll-free number is printed on the back of your card and on any letters from your state benefits agency. These lines run 24 hours a day and use automated prompts to report a card lost, stolen, or damaged. After the system verifies your identity, it gives you a confirmation number and queues the replacement for mailing. Write the confirmation number down in case you need to follow up.
Use the Online Portal or Mobile App
Many states run on the ebtEDGE cardholder portal and app, which lets you order a replacement, freeze or unfreeze the account, change your PIN, and block out-of-state or internet transactions.2ebtEDGE. ebtEDGE Mobile Application and Web-Enabled Cardholder Portal The replacement option is usually filed under a Card Management tab. If your state uses a different system, check your benefits paperwork or the state agency’s website for the correct login.
Go to Your Local Benefits Office
Walking into the Department of Social Services or Human Services office handles it face to face. Some offices print cards on the spot, which skips the mail wait entirely. Bring a government-issued photo ID. Staff can also handle address changes, account locks, and other issues that get complicated over the phone.
What to Have Ready
Whichever method you use, be ready with the primary account holder’s full legal name, Social Security number, and date of birth. That’s how the system pulls up your account and confirms you’re authorized on it. Your old card number speeds things along, but the Social Security number alone is enough.
Check that the mailing address on file is current. Replacement cards go by first-class mail in plain, nonforwarding envelopes, so the post office will not redirect one if you’ve moved.3eCFR. 7 CFR 274.2 – Providing Benefits to Participants If your address has changed since your last recertification, update it with your caseworker before you place the order. A card sent to an old address means both a delay and a security risk.
Report a Lost or Stolen Card Immediately
The moment you report the card missing, the state places a hold on the account and blocks further use of the old card. From that point on, the state is liable for any benefits someone else pulls from the account. Anything spent by an unauthorized user before you report the card missing is generally your loss.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households
Once a card is deactivated, it stays deactivated. If the old card resurfaces behind a couch cushion, it still can’t be reactivated. That’s why calling right away is worth it, even if you think the card is probably just misplaced.
When the New Card Arrives and How to Activate It
The two-business-day rule is a processing timeline, not a delivery timeline. Once the card is in the mail, expect standard first-class delivery on top of that. Cards come in plain envelopes with no agency logo, so watch your mailbox during that window and don’t toss what looks like junk mail. If your state sends the PIN separately, that mailer has to go out at least one business day after the card.3eCFR. 7 CFR 274.2 – Providing Benefits to Participants
To activate, you’ll pick a new PIN of at least four digits.4eCFR. 7 CFR 274.8 – Functional and Technical EBT System Requirements Depending on your state, you set it by calling the activation number on the card, logging into the portal, or using the app. Skip PINs tied to your birthday or obvious patterns like 1234. Once the PIN is set, the card is live and your existing balance is usable at any authorized retailer nationwide. You can’t spend benefits during the gap between ordering and activating, so an in-office pickup is the best option if you need groceries right away.
Freeze the Card Instead of Replacing It
If you think the card might be stolen but aren’t sure, many state systems let you freeze it instantly through the portal or app.2ebtEDGE. ebtEDGE Mobile Application and Web-Enabled Cardholder Portal A freeze blocks all transactions in real time but keeps the account active, so if the card turns up you can unfreeze and keep using it. That’s different from reporting the card lost or stolen, which permanently deactivates it.
The same tools usually let you block out-of-state purchases and internet transactions. Turning both on by default is a reasonable move if you only shop locally. It won’t stop every kind of fraud, but it closes two common ways thieves drain accounts remotely.
Fees and Replacement Limits
Some states charge for a replacement card, but the fee is capped at the actual cost of producing and mailing it.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households Many states charge nothing, and states that do charge must allow good-cause waivers. Any fee comes out of your next monthly benefit rather than as a separate payment.
States also track how many replacements each household requests. Hit four in a 12-month period and the state sends a notice that the account is being monitored for suspicious activity.1eCFR. 7 CFR 274.6 – Replacement Issuances and Cards to Households Further requests can trigger a referral to the state’s fraud unit. If you’ve legitimately needed several replacements because of skimming, mail theft, or defective cards, keep notes on each incident so you can explain the pattern if the state contacts you.
If Benefits Were Stolen Through Skimming
Ordering a new card is not the same as getting stolen benefits back. Skimming happens when thieves attach hidden devices to ATMs or store card readers, copy your card data, and drain the account with a counterfeit card. Change your PIN right away to stop further purchases, then contact your local SNAP office to report the theft.5Food and Nutrition Service. Addressing Stolen SNAP Benefits The Consolidated Appropriations Act of 2023 required every state to set up a plan for reimbursing SNAP benefits stolen through skimming, cloning, or phishing.6Food and Nutrition Service. Replacing Stolen SNAP Benefits – State Plan Approvals Deadlines and processes vary by state, so ask your caseworker about the specific requirements where you live. File the reimbursement claim and order the new card at the same time.
