How to Mail W-2 to Employees: Deadlines, Copies, and Penalties

To mail a W-2 to employees, send Copies B, C, and 2 together in a window envelope by USPS First-Class Mail so each employee receives the form by January 31 of the year after the wages were paid.1Social Security Administration. Deadline Dates to File W-2s Use envelopes designed for W-2 forms so only the name and address show through the window, and keep proof of the mailing date with your payroll records.

The January 31 Deadline

Every employee who received wages during the calendar year must have their W-2 in hand by January 31 of the following year. If January 31 falls on a weekend or federal holiday, the deadline moves to the next business day.1Social Security Administration. Deadline Dates to File W-2s For a mailed form, meeting the deadline means it is postmarked by that date, not that it arrives by then, so build in time for printing, stuffing, and a trip to the post office.

Which Copies Go to the Employee

A standard W-2 form set includes several copies, and only three of them belong in the envelope you send to the employee:

  • Copy B, which the employee files with their federal tax return.
  • Copy C, which the employee keeps for personal records.
  • Copy 2, which the employee files with a state, city, or local tax return if their jurisdiction has one.

The other copies stay with you or go elsewhere. Copy A goes to the Social Security Administration and, if you file on paper, must be the official red-ink version — printouts from IRS.gov are not accepted.2Internal Revenue Service. Preparing the Envelope

Before you print, confirm that each employee’s name and Social Security number on the form match what appears on their Social Security card. A mismatch can trigger penalties later, and it is far easier to fix before the forms go out.2Internal Revenue Service. General Instructions for Forms W-2 and W-3 Verify the mailing address on file for each employee at the same time.

Use window envelopes specifically designed for W-2 forms. These envelopes are cut so that when the form is folded correctly, only the employee’s name and mailing address are visible through the window. Proper alignment keeps Social Security numbers, wage figures, and withholding amounts hidden during transit. Standard business envelopes are not a safe substitute, because the boxes on a W-2 do not line up with an ordinary window.

Fold each form to fit the envelope’s window, insert Copies B, C, and 2 for that employee together, and seal. One envelope per employee.

Mailing and Proof of Delivery

Most employers send W-2 envelopes by USPS First-Class Mail. The forms are lightweight and the delivery window is short, so First-Class is usually the practical choice.

Consider adding a Certificate of Mailing or using Certified Mail for at least a representative batch. A postmarked receipt showing the mailing date protects you if an employee later claims the form never arrived or was sent late. Keep those receipts with your employment tax records for at least four years after the tax becomes due or is paid, whichever is later.4Internal Revenue Service. How Long Should I Keep Records?

Electronic Delivery as an Alternative

You do not have to mail a paper W-2 if the employee has agreed to receive it electronically. The IRS allows electronic furnishing, but only with each employee’s affirmative consent, given either on paper or electronically before you stop sending paper copies.5Internal Revenue Service. Publication 15-A (2026), Employer’s Supplemental Tax Guide

Before collecting consent, you have to give the employee a clear statement covering several points: that a paper W-2 will be sent if they do not consent, how to withdraw consent later, how to request a paper copy even after consenting, and the hardware or software they will need to open the electronic form. If an employee never consents, or revokes an earlier consent, you must mail a paper W-2.5Internal Revenue Service. Publication 15-A (2026), Employer’s Supplemental Tax Guide Electronic W-2s are due by the same January 31 deadline as paper ones.

In practice, most employers end up mailing paper forms to at least part of their workforce, because consent has to be collected individually.

When a W-2 Comes Back Undeliverable

If the post office returns an envelope — usually because the employee moved without updating their address — you still have an obligation. Make a reasonable effort to find the employee’s current address and resend the form. If you cannot locate them, hold the returned, unopened envelope with your employment tax records for at least four years.3Internal Revenue Service. Employment Tax Recordkeeping Keeping the returned copy is your evidence of attempted delivery if the IRS or the employee asks later.

Penalties for Missing the Employee Deadline

Failing to furnish a correct W-2 to an employee on time carries its own penalty under Section 6722 of the Internal Revenue Code, separate from any penalty for late filing with the Social Security Administration. The amounts are tiered based on how quickly you correct the problem, and for forms due in 2026 they run $60 per form if corrected within 30 days of the deadline, $130 per form if corrected after 30 days but by August 1, and $340 per form if corrected after August 1 or not at all. Intentional disregard raises the penalty to $680 per form with no annual cap.6Internal Revenue Service. Because the SSA filing penalty under Section 6721 is separate, an employer who both misses the SSA deadline and fails to deliver W-2s to employees on time can be penalized under both sections for the same forms.7Office of the Law Revision Counsel. 26 U.S. Code 6722 – Failure to Furnish Correct Payee Statements

A Note on Your Separate SSA Filing

Mailing W-2s to employees does not satisfy your filing obligation with the Social Security Administration. Copy A of every W-2, along with a Form W-3 transmittal, has to be submitted to the SSA by the same January 31 date, either electronically through Business Services Online or on paper using the official red-ink forms.1Social Security Administration.
