How to Mail a Tax Return: IRS Addresses, Postmarks, and Penalties

To mail a tax return to the IRS, sign your completed Form 1040, attach your W-2s and any schedules in the right order, and send the packet to the IRS processing center assigned to your state, using an address that changes depending on whether you are enclosing a payment. For the 2025 tax year, your return must be postmarked by April 15, 2026.1Internal Revenue Service. IRS Opens 2026 Filing Season Send it by USPS Certified Mail with a return receipt, or by an IRS-designated private delivery service, so you have proof of the mailing date if the IRS ever questions it.

What Goes in the Envelope

Your main document is Form 1040, which you can download from IRS.gov.2Internal Revenue Service. About Form 1040, U.S. Individual Income Tax Return Attach your W-2 forms to the front of the return. If you received a Form W-2G or a 1099-R that shows federal income tax withheld, those go on the front as well.3Internal Revenue Service. 1040 (2025) Instructions

Schedules and additional forms sit behind Form 1040, ordered by the “Attachment Sequence No.” printed in the upper-right corner of each one. Supporting statements follow in that same order. Print on standard-size paper. Don’t trim the pages, because cut sheets can jam IRS scanning equipment.3Internal Revenue Service. 1040 (2025) Instructions

Sign Before You Seal

An unsigned return is not a valid return. The IRS will mail it back to you and ask you to sign and resubmit, and it won’t be processed in the meantime.4Internal Revenue Service. Policy Statement P-3-5 – Unsigned Income Tax Returns On a joint return, both spouses have to sign and date the form.5Internal Revenue Service. Form 1040 (2025) U.S. Individual Income Tax Return This is one of the most common reasons paper returns get bounced, and if the round trip pushes you past April 15, you can end up with late-filing penalties on a return you actually finished on time.

If You Owe Money

Include a check or money order payable to “U.S. Treasury.” Write your Social Security number, the tax year (2025), the form number (1040), and a daytime phone number directly on the payment.6Internal Revenue Service. Pay by Check or Money Order Include Form 1040-V, a one-page voucher the IRS uses to match your payment to your return.7Internal Revenue Service. About Form 1040-V, Payment Voucher for Individuals Don’t staple the check to the return. A paperclip is fine, or leave it loose in the envelope; staples slow the IRS’s scanning process.

Which IRS Address to Use

Two things determine where you send your paper return: your state of residence, and whether there is a check inside the envelope. The IRS routes returns to different processing centers, and using the wrong address can add weeks while your envelope is forwarded internally.8Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment

Returns Without a Payment

If you’re getting a refund or owe nothing, use one of these addresses:

  • Department of the Treasury, Internal Revenue Service, Austin, TX 73301-0002 — for Alabama, Arizona, Arkansas, Florida, Georgia, Louisiana, Mississippi, New Mexico, Oklahoma, Tennessee, and Texas.
  • Department of the Treasury, Internal Revenue Service, Kansas City, MO 64999-0002 — for Connecticut, Delaware, District of Columbia, Illinois, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Missouri, New Hampshire, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Rhode Island, South Carolina, Vermont, Virginia, West Virginia, and Wisconsin.
  • Department of the Treasury, Internal Revenue Service, Ogden, UT 84201-0002 — for Alaska, California, Colorado, Hawaii, Idaho, Montana, Nebraska, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming.

Returns With a Payment

If a check or money order is inside the envelope, the addresses are different:

  • Internal Revenue Service, P.O. Box 1214, Charlotte, NC 28201-1214 — for Alabama, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Texas.
  • Internal Revenue Service, P.O. Box 931000, Louisville, KY 40293-1000 — for all other states and the District of Columbia.

These addresses can change from year to year, so confirm yours on the IRS’s own lookup page before you seal the envelope.8Internal Revenue Service. Where to File Paper Tax Returns With or Without a Payment If you plan to use a private carrier instead of USPS, note that the P.O. Box addresses above don’t work; the IRS publishes separate street addresses for private delivery services on the same page.

Filing an amended return on Form 1040-X, or mailing from a foreign address? Those use a different set of addresses entirely and are worth looking up on the IRS’s Form 1040-X mailing page9Internal Revenue Service. How to Mail It So It Counts as On Time

The Postmark Rule

Federal law treats your return as filed on the date it is postmarked, not the date the IRS opens the envelope. As long as the envelope is properly addressed, carries enough postage, and is deposited in the mail by April 15, 2026, your return is timely even if it arrives days later.10Internal Revenue Service. Topic No. 301, When, How and Where to File The rule comes from Section 7502 of the Internal Revenue Code and applies to payments as well as returns.11Office of the Law Revision Counsel. 26 U.S. Code 7502 – Timely Mailing Treated as Timely Filing and Paying

Use Certified Mail

USPS Certified Mail with a return receipt is the safest way for a paper filer to send a return. Under IRS regulations, a postmarked certified or registered mail receipt is the only type of postal evidence that creates a legal presumption of delivery. No other USPS service does.12eCFR. 26 CFR 301.7502-1 – Timely Mailing of Documents and Payments Treated as Timely Filing and Paying If the IRS ever claims it never received your return, that receipt settles the argument. The extra cost runs about $10, which is cheap compared to a late-filing penalty.

Private Delivery Services

FedEx, UPS, and DHL can also satisfy the postmark rule, but only if you pick one of the specific service levels the IRS has designated for that carrier.13Internal Revenue Service. Private Delivery Services (PDS) The approved options are premium services like FedEx Priority Overnight, UPS Next Day Air, and DHL Express Worldwide. Standard ground shipping from any carrier does not qualify. If you use a non-designated service and the IRS receives your return after the deadline, it will be treated as late, no matter when you handed it over. Check the current list on the IRS’s private delivery services page before you ship.

Weigh the Envelope

A return with several schedules, W-2s, and other attachments can easily weigh more than one ounce, which means a single first-class stamp is not enough postage. An envelope returned for insufficient postage that you don’t catch in time turns an on-time return into a late one. Weigh the packet at the post office counter or on a home scale before you drop it off.

What Happens After You Mail It

Paper returns take much longer to process than e-filed ones. The IRS estimates six or more weeks from the date it receives a mailed return, compared to roughly three weeks for e-filed returns.14Internal Revenue Service. Refunds The delay exists because IRS staff have to key your data into the system by hand.

You can track your refund through the “Where’s My Refund?” tool on IRS.gov, the IRS2Go mobile app, or the automated refund line at 800-829-1954. For a paper return, refund information generally will not show up until about four weeks after the IRS receives your mailing.14Internal Revenue Service. Refunds Silence during those first weeks is normal; your envelope is in a queue waiting to be opened.

If the IRS finds a problem, such as a math error or a missing form, you’ll get a notice in the mail. The IRS does not call you about routine return issues. Watch your mailbox for several weeks after filing and respond to any notice quickly to keep things moving.

What It Costs to Miss the Deadline

Missing April 15 triggers two separate penalties that can stack.

The failure-to-file penalty is 5% of the unpaid tax for each month or partial month the return is late, up to a maximum of 25%.15Internal Revenue Service. Failure to File Penalty The failure-to-pay penalty is a separate 0.5% per month on unpaid tax, also capped at 25%.16Internal Revenue Service. Failure to Pay Penalty When both apply in the same month, the failure-to-file penalty is reduced by the failure-to-pay penalty, so the combined rate is 5% per month rather than 5.5%. Even so, filing three months late on a $5,000 balance costs $750 in penalties before interest.

Interest runs on top of penalties. The rate for individual underpayments is 7% annually for the first quarter of 2026, compounded daily, and it accrues from the original due date until the balance is paid in full.17Internal Revenue Service. Quarterly Interest Rates

If you can’t pay, file anyway and request a payment plan. Once an approved installment agreement is in place, the failure-to-pay penalty drops to 0.25% per month.16Internal Revenue Service. Failure to Pay Penalty And if you simply need more time to file, Form 4868 gives you an automatic six-month extension to October 15, 2026, though it does not extend the time to pay; any tax owed still has to be estimated and sent by April 15 to avoid the failure-to-pay penalty.18Internal Revenue Service. Application for Automatic Extension of Time to File U.S. Individual Income Tax Return Filing on time and paying what you can is almost always cheaper than doing nothing.
