How to Keep Your Series 7 Active: CE, MQP, and the 2-Year Clock

To keep your Series 7 active, you need to stay associated with a FINRA member firm and complete your continuing education every year. If you leave the industry, you have two years from your termination date to re-register with a new firm before the qualification expires, or up to five years if you enroll in FINRA’s Maintaining Qualifications Program (MQP). Miss those deadlines and the only way back is retaking the exam.

The Annual CE Requirement While You’re Registered

FINRA Rule 1240 requires every registered person to complete two kinds of continuing education each year: the Regulatory Element and the Firm Element.1FINRA. Continuing Education (CE)

Regulatory Element

You must complete a standardized online training module by December 31 of each calendar year. The content covers compliance, ethics, and current regulatory standards, and it’s tailored to the registrations you hold. This annual cycle replaced an older system that only required CE at certain anniversary milestones.1FINRA. Continuing Education (CE)

Firm Element

Your broker-dealer runs its own annual training program based on a needs analysis of its business. The firm picks the topics, delivers the training, and documents both content and completion.1FINRA. Continuing Education (CE)

Missing the December 31 Deadline

Fail to complete the Regulatory Element by year-end and your registration goes CE Inactive. You cannot solicit business, execute trades, or receive compensation for new transactions. The one narrow exception is trailing or residual commissions from transactions completed before you became inactive, unless your firm prohibits those payments.2FINRA.org. 1240. Continuing Education

Stay CE Inactive for two consecutive years and FINRA administratively terminates the registration.2FINRA.org. 1240. Continuing Education At that point you’re in the same position as someone whose qualification lapsed entirely, and you’d have to re-examine to get it back.

The Two-Year Clock After You Leave a Firm

Your Series 7 only functions while you’re associated with a FINRA member broker-dealer. The firm establishes that link by filing a Form U4, and it ends the association by filing a Form U5 when you leave.3FINRA.org. Maintaining Your Registration

From the U5 filing date, your qualification stays valid for two years. During that 24-month window, any new employer can file a Form U4 for you and your registration reactivates with no re-examination required.4FINRA. FINRA Qualification and Registration Requirements Frequently Asked Questions (FAQ) If you don’t join a new firm within those two years and you haven’t enrolled in the MQP, the qualification lapses.

You can’t complete the Regulatory Element while unregistered, so the two-year window is purely about getting back to a firm.3FINRA.org. Maintaining Your Registration Anyone who expects to be out of the industry longer than that should look at the MQP.

Extending to Five Years With the MQP

Under FINRA Rule 1240(c), the Maintaining Qualifications Program extends your Series 7 for up to five years after your registration terminates, without requiring firm association during that time.2FINRA.org. 1240. Continuing Education

Who Qualifies

You must have been registered in the category you want to preserve for at least one consecutive year immediately before your termination. You also cannot have been subject to a statutory disqualification during that registration period or between your U5 date and your election to enroll.2FINRA.org. 1240. Continuing Education Statutory disqualification covers felony convictions, certain misdemeanor convictions within the past ten years, SEC or self-regulatory organization bars, and investment-related injunctions, among other issues.5FINRA. Appendix A Statutory Disqualification Codes If you become disqualified while enrolled, you’re removed from the program.6FINRA. Regulatory Notice 21-41

Enrollment Window and Fee

You have to elect to participate within two years of your U5 termination date. That’s the same window you’d have to re-register with a firm, so the choice arrives at the same moment.6FINRA. Regulatory Notice 21-41 The fee is $100 per year regardless of how many qualifications you maintain.7FINRA.org. The Maintaining Qualifications Program (MQP)

What You Have to Do Each Year

Enrolling once isn’t enough. Every year you must pay the $100 fee and complete the CE learning plan assigned to your registration. Miss either and you fall out of the program and lose the extended protection.7FINRA.org. The Maintaining Qualifications Program (MQP) The MQP does not let you transact securities or act as a registered person while enrolled. It only preserves your exam credit so you can skip re-testing when you return.

State Licenses Need Separate Coverage

The MQP covers your FINRA qualifications, but Series 63, Series 65, or Series 66 credentials sit under state securities regulators, and the MQP does not preserve them. For those, you’d enroll in the Exam Validity Extension Program (EVEP) run by the North American Securities Administrators Association.8NORTH AMERICAN SECURITIES ADMINISTRATORS ASSOCIATION™. EVEP FAQs

EVEP works like the MQP: up to five years of extended validity, an annual fee, and CE requirements. Not every state has adopted it, though. Around 18 jurisdictions currently participate.9NORTH AMERICAN SECURITIES ADMINISTRATORS ASSOCIATION™. State Adoption If the state where you plan to re-register hasn’t adopted EVEP, your enrollment won’t help you there. If a state adopts it after you enroll, your extension is recognized going forward.8NORTH AMERICAN SECURITIES ADMINISTRATORS ASSOCIATION™. EVEP FAQs

The Series 66 combines Series 63 and Series 65 credits, so preserving a full Series 66 means enrolling both credits separately and paying for each.8NORTH AMERICAN SECURITIES ADMINISTRATORS ASSOCIATION™. EVEP FAQs Enrollment runs through the same FinPro portal as the MQP.

Active Military Duty Pauses the Clock

If you volunteer for or are called into active duty in the U.S. Armed Forces, the two-year lapse clock is tolled for the duration of your service and doesn’t resume until 90 days after you complete active duty.10FINRA.org. Active Military Leave Guidance That protection applies to people who leave a firm to serve and to those who begin service within two years of leaving. Members on active duty in an inactive registration status can also continue receiving ongoing transaction-related compensation, which other inactive registrants cannot. The SIE validity period gets the same tolling treatment.

If Your Qualification Fully Lapses

If the two-year window closes, your MQP period runs out, or you’re terminated for an uncured CE failure, the qualification is gone. Getting it back means re-examining.

Since October 2018, FINRA has split the qualification process into the Securities Industry Essentials (SIE) exam and the Series 7 top-off exam. A lapse of more than two years, or one beyond the MQP period, means passing both to re-register.11FINRA.org. FINRA Qualification and Registration Requirements Frequently Asked Questions (FAQ) The only alternative is an examination waiver from FINRA, which is not commonly granted.

The SIE does not require firm sponsorship. Anyone can sit for it independently, and a passing score is valid for four years.12FINRA.org. SIE Exam and Exam Restructuring Frequently Asked Questions (FAQ) Passing it on your own doesn’t preserve the Series 7, but it does reduce your re-entry burden to just the top-off if you find a sponsoring firm within four years.

Managing It All Through FinPro

FINRA’s Financial Professional Gateway (FinPro) is where you manage your registration, CE, and MQP enrollment.13FINRA.org. Financial Professional Gateway (FinPro Gateway) After a U5 is filed, an MQP enrollment invitation appears on your dashboard if you’re eligible. You review the eligible qualifications, agree to the terms, and pay the annual fee electronically. Enrollment isn’t confirmed until payment processes, so wait for the confirmation screen before closing the browser.14FINRA. Financial Professional Gateway – Enrolling in MQP and/or EVEP User Guide

If you don’t already have a FinPro account, create one using the credentials tied to your CRD number. The platform shows your CE requirements, completion history, and outstanding deadlines, so it’s worth checking regularly even while you’re actively registered.

When you return to the industry, the hiring firm handles the paperwork by filing a Form U4 through the Central Registration Depository. FINRA reviews your history and eligibility, and the timeline runs from a few days to several weeks depending on your disclosure record. Once approved, your Series 7 is active again and you can start working.
