Americans can immigrate to the Netherlands from the US through one of several long-term residency pathways, and the process is lighter than it is for most non-EU nationals because US citizens are exempt from the provisional residence permit (MVV) requirement.1Government of the Netherlands. Which permit you file for depends on whether you have a Dutch job offer, plan to start a business, are enrolled at a Dutch school, or are joining family already living there.
Pick the Pathway That Fits Your Situation
Highly Skilled Migrant
The most common route for American professionals is the highly skilled migrant permit. You need an employment contract with a Dutch employer the IND has recognized as an official sponsor, and the employer files on your behalf.2Immigration and Naturalisation Service. Self-Employment Under the DAFT
The Dutch-American Friendship Treaty gives US citizens a streamlined path to self-employment. You deposit a minimum €4,500 investment in a Dutch business bank account and register your business with the Dutch Chamber of Commerce (Kamer van Koophandel). The initial DAFT permit lasts two years and can be renewed. There is no Dutch language requirement on the permit itself, though the civic integration exam comes back into play if you later want permanent residency.
Student
If a Dutch university or university of applied sciences has admitted you, that institution acts as your recognized sponsor and files the residence permit application.4Immigration and Naturalisation Service. Study You must show you can support yourself. For 2025, the IND set the threshold at €1,094.12 per month for university-level students and €898.48 per month for vocational students.5Immigration and Naturalisation Service. Family Reunification
You can join a spouse, registered partner, or parent who is legally residing in the Netherlands. Your family member sponsors your application and must meet income requirements set by the IND.6European Commission. Family Member in the Netherlands Expect to produce marriage certificates or other proof of the relationship, and your sponsor signs a declaration accepting certain financial obligations.
Orientation Year for Recent Graduates
If you graduated from a university ranked in the top 200 by at least two of the major international rankings (Times Higher Education, Quacquarelli Symonds, ShanghaiRanking Consultancy, with the two rankings coming from different publishers), you can apply for a one-year orientation permit to look for a job or start a business.7Business.gov.nl. Economically Inactive
If you have enough passive income or savings to support yourself without working, you can apply as an economically inactive resident.8Immigration and Naturalisation Service. Residence Permit Economically Inactive Long-Term EU Resident This route suits retirees or people living off investments. The IND sets specific income thresholds you must meet.
Baseline Requirements Everyone Meets
Whichever pathway you choose, every applicant needs a valid US passport, enough money to support themselves at the level their permit type requires, and a clean record for public order and national security purposes. In practice the last item means a certificate of good conduct, which for Americans is typically an FBI identity history summary.
After arrival, some nationalities must complete a tuberculosis test within three months. Check the IND exemption list to see whether it applies to you.9Immigration and Naturalisation Service. Requirements That Apply to Everyone
Health insurance is mandatory for anyone living or working in the Netherlands.10Government of the Netherlands. Getting Your US Documents Ready
Dutch authorities want supporting documents matched to your pathway. Highly skilled migrants bring an employment contract and proof of the employer’s IND sponsor status. DAFT applicants bring the KvK registration and proof of the €4,500 investment. Students bring an admission letter. Family reunification applicants bring marriage certificates or equivalent proof of the relationship.
Any US vital record you plan to use in the Netherlands, such as a birth or marriage certificate, must carry an apostille before Dutch officials will accept it.12Netherlands Worldwide. Legalisation of Documents From the United States of America for Use in the Netherlands State-issued documents get the apostille from the Secretary of State in the issuing state. Federal documents, like a Certificate of Naturalization, go through the US Department of State in Washington, D.C. Documents in English do not need translation, and once legalized they remain valid indefinitely. State apostille fees typically run $10 to $40 per document. Handle this before you leave; doing it from abroad is slower.
How the Application Works and What It Costs
For most pathways your sponsor files the application. An employer files for the highly skilled migrant permit and a university files for the student permit, both directly with the IND through the Business Portal.13Immigration and Naturalisation Service. Apply for Recognition as Sponsor If you are applying on your own, such as for a DAFT or family reunification permit, you can submit at a Dutch embassy or consulate in the US, or at an IND desk after arriving.
Because US citizens are exempt from the MVV, applying from inside the country after entering visa-free is the option most Americans use.1Government of the Netherlands. Do I Need a Residence Permit if I Want to Stay in the Netherlands for a Long Period of Time
A first-time highly skilled migrant or self-employed permit costs €423. A student permit costs €254.14Immigration and Naturalisation Service. Fees – Costs of an Application The IND has up to 90 days to decide, though applications from recognized sponsors are often processed within two weeks.13Immigration and Naturalisation Service. Apply for Recognition as Sponsor You will visit an IND desk in person to give fingerprints and a photo for your residence permit card.
What to Do After You Arrive
Register With Your Municipality
If your stay will exceed four months, register with the Personal Records Database (BRP) at your local municipal office within five days of arriving.15Government of the Netherlands. When Should I Register With the Personal Records Database as a Resident Registration gives you a Citizen Service Number (BSN), and you need the BSN for practically everything: bank account, employment contract, taxes, and health insurance. Book the appointment early. In Amsterdam and Rotterdam wait times can stretch to several weeks.
Health Insurance and Your Permit Card
Sign up with a Dutch insurer within four months of arriving.11Government of the Netherlands. When Do I Need to Take Out Health Insurance if I Come to Live in the Netherlands You need your BSN to enroll. Separately, book an appointment to collect the physical residence permit card. Until then, keep your application confirmation receipt as proof of status.
Driver’s License
The Netherlands does not normally let you swap a US license for a Dutch one. Most Americans must pass the Dutch driving exam from scratch. The exception is for workers who qualify for the 30% tax ruling: with a valid decision letter from the Dutch tax authority, you can exchange your US license without retaking the test.16RDW. Exchanging a Foreign Driving Licence You must have lived in the country that issued the license for at least 185 days in the year you obtained it, and the exchange requires a CBR health declaration form.
Civic Integration
US citizens are exempt from the civic integration exam abroad that many other nationalities must pass before entering.17Netherlands Worldwide. Civic Integration Examination in the United States If you later apply for permanent residency, though, you will generally need to pass the civic integration exam at the A2 language level.18Immigration and Naturalisation Service. Permanent Residence Permit Starting Dutch classes early is worth it.
The 30% Ruling for Skilled Workers
If you are moving on a job offer, ask about the 30% ruling during contract negotiations. It lets your employer pay up to 30% of your gross salary tax-free as reimbursement for the extra costs of living abroad. The full 30% rate applies for 2024 through 2026. From January 1, 2027, the rate drops to 27%. To qualify, you must earn at least €46,107 per year (or €35,048 if you are under 30 with a master’s degree), and you must have lived at least 150 kilometers from the Dutch border before moving.19Business.gov.nl. 30 Percent Ruling – Compensation for Expats Down to 27 Percent The tax-free portion applies to salary up to €233,000 per year. Your employer typically files for the ruling with the Dutch tax authority. Approval also unlocks the direct driver’s license exchange described above.
Your US Tax Obligations Continue
Moving does not end your US filing. The United States taxes citizens on worldwide income regardless of where they live, so you will file a federal return every year while abroad. Two mechanisms prevent double taxation on the same income.
The Foreign Earned Income Exclusion lets you exclude up to $132,900 of earned income from US taxes for the 2026 tax year, if you meet either the physical presence or the bona fide residence test.20Internal Revenue Service. IRS Releases Tax Inflation Adjustments for Tax Year 2026 Alternatively, the US-Netherlands tax treaty lets you claim a foreign tax credit against US taxes for Dutch income taxes paid.21Internal Revenue Service. Netherlands Technical Explanation Because Dutch rates are generally higher, the foreign tax credit often eliminates US tax liability on Dutch-source income entirely. Which option works better depends on your income level and sources.
The treaty contains a savings clause that preserves the US right to tax its own citizens as if the treaty did not exist, with limited exceptions.21Internal Revenue Service. Netherlands Technical Explanation You cannot use the treaty to skip filing US returns.
If the combined value of your Dutch bank accounts tops $10,000 at any point during the year, file an FBAR with FinCEN by April 15 (automatic extension to October 15).22Financial Crimes Enforcement Network. Report Foreign Bank and Financial Accounts Penalties for missing this are severe. FATCA also requires Dutch banks to report US-person account information to the IRS, which is why some Dutch banks have been reluctant to open accounts for Americans. Expect extra paperwork and be ready to provide your SSN or ITIN.
On the Dutch side, savings and investments fall under Box 3, which taxes a notional return on your net assets above a tax-free allowance of €59,357 per person (€118,714 for tax partners) in 2026.23Tax Administration. How Is My Box 3 Income Calculated on My Provisional Assessment 2026 Because you are filing in both systems, use a tax advisor who works across both.
Shipping Belongings, Cars, and Pets
You can import household goods free of import duties and VAT under the removal goods exemption, provided you have lived outside the EU for at least twelve consecutive months, have owned and used the items for at least six months, and import them within twelve months of taking up Dutch residence.24Dutch Customs. Moving to the Netherlands Your moving company files the exemption. You cannot sell, lend, or transfer the imported goods within twelve months. Alcohol, tobacco, and commercial vehicles are not covered.
If you ship a car, you can apply for an exemption from BPM (the Dutch private motor vehicle tax), VAT, and import duties by filing a customs import declaration. After clearing customs, register the vehicle with the RDW and file a BPM return, which cannot be done online.25Tax Administration. How Can You Apply for BPM Exemption Annual motor vehicle tax also applies. Fuel, insurance, and parking are substantially higher than in most US cities, so many Americans skip the car altogether.
Bringing a dog or cat takes months of planning and a strict sequence. Your pet needs an ISO-compliant microchip implanted before the rabies vaccination. The rabies vaccine comes next, then a wait of at least 21 days before travel. A USDA-accredited veterinarian issues a health certificate, and your local APHIS Veterinary Services office endorses it.26Animal and Plant Health Inspection Service. Pet Travel From the United States to Netherlands Any gap in the rabies vaccination history restarts the 21-day clock, because the next shot counts as a primary vaccination. Order matters: microchip, then vaccine, then wait, then certificate.
Permanent Residency and Citizenship
After five consecutive years of legal residence on a qualifying permit, you can apply for a permanent residence permit. You must have held a valid permit for a non-temporary purpose throughout, met the income requirement, and passed the civic integration exam at the A2 language level.18Immigration and Naturalisation Service. Permanent Residence Permit Student and orientation-year permits generally do not count toward the five years because they are considered temporary. DAFT, highly skilled migrant, and family reunification permits typically do.
Dutch citizenship through naturalization is available after five years of legal residence.27Government of the Netherlands. Becoming a Dutch Citizen The Netherlands generally requires you to renounce US citizenship when you naturalize. Some exceptions exist, but for most Americans this is a significant step, and renouncing US citizenship triggers a final US tax filing and a possible exit tax on unrealized gains. Talk to a US tax professional and a Dutch immigration lawyer before going down that road.
