Pick the Right Residence Permit Pathway
UDI groups permits by the reason you are moving, and the pathway you choose determines your documents, fees, and processing time. Getting this right at the start saves months later.
Skilled Worker
This is the most common route for Americans. You need a concrete job offer from a specific Norwegian employer for a position that normally requires skilled qualifications: vocational training equivalent to at least three years of upper secondary education, a university degree, or documented specialized expertise. The job must be full-time, and pay and working conditions must meet Norwegian standards for that occupation.1UDI. Skilled Workers
Student
A study permit requires admission to an approved full-time program at a Norwegian institution and proof you can support yourself, currently at least NOK 166,859 per year (about NOK 15,169 per month).2UDI. Family Immigration
If your spouse, partner, or parent is a Norwegian citizen or resident, you can apply to join them. The reference person in Norway must currently earn at least NOK 416,512 per year before tax, with income likely to continue for at least another year.4UDI. Self-Employment
If you plan to run your own business in Norway, you can apply for a self-employment permit. The bar is high: you need skilled-worker qualifications, a business plan showing the enterprise will operate for at least three years, evidence the business will support you, and work that connects directly to your professional qualifications.
Prepare Your Documents

Every pathway asks for:
- A valid passport, issued in the last ten years and valid at least three months beyond your intended stay. You hand in the actual passport, and you won’t get it back until processing finishes.
- A recent passport-sized photo with a white background.
- Proof you can support yourself: bank statements, employment contracts, or scholarship letters.
- Proof of accommodation in Norway: a lease, a host letter, or a confirmation from your school.
Pathway-specific documents stack on top. Skilled workers add the employment contract and proof of qualifications. Students add the admission letter and tuition arrangements. Family applicants add marriage certificates, birth certificates, or other proof of the relationship.
Civil documents like birth and marriage certificates often need an apostille from your U.S. state’s Secretary of State before Norway will accept them. Fees typically run between $2 and $25 per document, and turnaround ranges from same-day to several weeks depending on whether you pay for expedited service. Start this step early, because it creates the worst bottlenecks.
Submit the Application
The process runs in two stages. First, create an account on UDI’s online portal, choose the correct permit type, complete the forms, upload your documents, and pay the fee. For adult work permits the fee is NOK 6,300; other permit types and applicant ages have different fees, so check UDI’s fee schedule for yours.7UDI. Fees
Then book an in-person appointment through VFS Global, which runs the application centers in the U.S. for the Norwegian government.8Norway in the United States. Wait, Then Travel
After VFS ships your file to the consulate, expect a lag of up to 45 days before UDI even starts reviewing it.9Norwegian Directorate of Immigration (UDI). If UDI asks for more documents or an interview, respond fast; delays on your end move the whole timeline back.
Don’t buy nonrefundable tickets or ship furniture until the permit is actually approved.
Your First Week in Norway
Approval isn’t the finish line. Several registrations happen quickly after you land, and skipping them creates real problems with employment and everyday services.
Police Registration
Before you fly, book a police registration appointment through UDI’s self-service portal. The appointment should fall within the first seven days after arrival, or be the earliest slot you can find.8Norway in the United States. ID Number
Norway issues two kinds of identification numbers, both through the Norwegian Tax Administration (Skatteetaten). Stays of six months or more get a national identity number (fødselsnummer); shorter stays or interim needs get a temporary D-number.10UDI. National Identity Number11UDI. D Number You need one of these to open a bank account, register with a doctor, sign a lease, pay taxes, or access most government services.
Tax Card
Anyone working in Norway needs a tax deduction card, which tells your employer how much to withhold each pay period.12The Norwegian Tax Administration. Bank Account
Norwegian banks will not open an account without your ID number. You need the account for salary, rent, and bills, and some employers and landlords won’t work with foreign accounts, so this is practical rather than optional. Expect several visits, especially while you’re still on a D-number.
Practical Setup That Trips Americans Up
Driver’s License
Your U.S. license is valid in Norway for three months after arrival. After that, you cannot legally drive on it, and unlike EU licenses, a U.S. license isn’t exchanged automatically. You apply to exchange it through Statens vegvesen and then pass both a theory test and a practical driving test for passenger cars.14Statens vegvesen. Once approved, you have two years to pass both tests. The theory test has no attempt limit, though you wait two weeks between tries. The practical test allows two attempts. Fail both and you lose the exchange option entirely, meaning you’d have to go through Norway’s full driver training from scratch. The practical test is strict by American standards on mirror checks, roundabout technique, and winter driving, and many Americans book a few lessons with a Norwegian instructor first.
Healthcare and National Insurance
Norway’s National Insurance Scheme (folketrygden) covers healthcare, pensions, unemployment, and parental leave. If your stay is intended to last at least 12 months and you have legal residence, membership is automatic from your arrival date.15nav.no. You register with a general practitioner (fastlege) through Helfo. Doctor visits carry a small copay until you hit an annual cap, after which a frikort covers the rest of the year. Norway and the United States have a bilateral social security agreement that can affect how contributions are calculated if you keep U.S. Social Security ties; a temporary posting from a U.S. employer may let you stay in the U.S. system instead of paying into both.
Household Goods
If you have lived in the U.S. continuously for at least one year, you can import most household belongings duty- and VAT-free. The items must be things you owned and used abroad, and you must keep using them in Norway.17Tolletaten. Household Goods – Import When Moving to Norway Value doesn’t matter for the exemption. You file customs form RD-0030 when the goods arrive, and a moving company can handle brokerage with a power of attorney. Goods must arrive within one year of your move. Excluded from the exemption:
- Vehicles: cars and motorcycles carry substantial separate import duties and taxes.
- Professional equipment for your business or trade.
- Food, alcohol, and tobacco, which follow standard traveler limits.
Declaring your shipment requires your ID number or a temporary TRK-number from customs, so coordinate the timing of your shipment with your registration in Norway.
Pets

- ISO 11784-compliant microchip, implanted before the rabies vaccination.
- Rabies vaccination at 12 weeks or older, valid 21 days after the primary dose.
- Blood titer test drawn at least 30 days after vaccination and no less than three months before entry, showing an antibody level of at least 0.5 IU/ml at an approved lab.
- For dogs, praziquantel or equivalent tapeworm treatment 24 to 120 hours before arrival.
The three-month wait after the titer test makes four months the absolute minimum from first vaccination to entry. Building in buffer time, six months of lead time is more realistic.
Renting
Norway’s Tenancy Act lets landlords require a deposit of up to six months’ rent, but the money must go into a separate dedicated bank account in the tenant’s name, with the landlord paying the setup cost. Neither party can touch it during the tenancy without the other’s consent. You still need cash at move-in for the deposit and first month. Staying Long Term
Permanent Residency
A permanent permit ends the renewal cycle and gives you more flexibility in the labor market. Not every permit counts toward it. Skilled worker, self-employment, and family immigration permits generally do; study permits and au pair permits do not.3Norwegian Directorate of Immigration (UDI). The rules changed in 2025. As of September 1, applicants no longer have to complete courses in Norwegian language and social studies, but they still must demonstrate Norwegian proficiency and knowledge of Norwegian society through testing.19UDI. Citizenship

The standard residency requirement is eight of the past eleven years in Norway on permits each valid for at least a year. Shorter periods apply in some cases: six of the past ten years with sufficient income, five of the past seven if you arrived before age 18, and a combined residency-plus-marriage period of seven years if you are married to or partnered with a Norwegian citizen.23UDI.
